June 2022A Project With ImpactOver the past three years, local Tampa Palms Girl ScoutTroop 2831 members Lauryn Oneal, Sophia Maust, SarahSchrader and Meera Jamro (The 4 Book Worms) havedone something very special for their GS Silver Project.The Silver Award is the second-highestaward of the Girl Scouts, which is earned byteams of two to four girls who create a project that is both sustainable and beneficial tothe community.The 4 Book Worms created a reading community focusedon kids first grade and below to motivate them to expandtheir imaginations and learn to love books, even whenmom and dad are not available to read to them.The project works as follows: a parent orguardian scans the sight QR code which bringsthem to The 4 Book Worms’ website. (See below right.)On the website, the viewers will find 25 booksrecorded by and featuring the Four Bookworms, Twig, Twine, Twiddles, and Tap.Additionally, viewers will have the opportunityto interact with the books through FurryFriends which are the stuffed animals that areintroduced in selected videos to increase readerinteractivity.This project has already been made availablefor use by Lawton Chiles Elementary and the 4Book Worms are looking forward toexpanding this project to be not only afun part of all younger students’ summer enjoyment but also one more stepin the path to creating a love of books.Meet The 4 Book Worms"Hi! Go online ainableprepThe Tampa PalmsFlorida Tree Law Clarified & StrengthenedThis month Gov Desantis signedinto law revisions to clarify theFlorida Law governing privateproperty rights to prune and toremove “dangerous” trees.Essentially State Law providesthat dangerous trees, as definedby ISA standards, may be removed from residential propertyand not be replaced.The intent of the law is to allow residents toexpeditiously removal of any tree that posesa risk, if such risk cannot be reasonablymitigated.Risk is determined by Likelihood of Failure, Likelihood of Impacting a Target, and the Consequences ofFailure. Tampa Palms Plans For The FutureCDD Budget For FY 2022-23Public Hearing in JulyTPOA Hold First Community-WideMeetings In Two YearsAt the May CDD meeting, the Board adopted the proposedbudget for FY 2022-23 and set the date for the BudgetHearing for July 13.On Tuesday September 20th the TPOA will hold the2022 Annual Meeting.Notice will go out to each owner prior to the Budget Hearing, and there will be newspaper notices that will announcethe Hearing date and display the budget.This budget is based on the CDD Board’s multi-year financial model. Consistent with that model, assessments will beincreased by only 5%.Tampa Palms and even Tampahave changed substantiallysince the first residents movedinto Tampa Palms thirty-sixyears ago. PAGE 7The City of Tampa Working To Understand& Eliminate Roadway DeathsIs Tampa More Accident/Injury Prone?The City’s Focus Is Data DrivenAcross a five year (2014-2018) period there were 1,515fatal and severe injury crashes in Tampa. This five-yearperiod saw an average of 44 fatalities and 289 severeinjuries, defined as permanent and substantially interferewith day-to-day quality of life, every year.The City’s approach is to drill down on the crashes anddetermine who is likely involved in fatal crashes, what arethe characteristics of the areas where they occur (are theresidewalks/ streetlighting etc.) and the roadway conditions.The profile of those involvedin fatal and severe injurycrashes is shown to the left.Although no crashes involving pedestrians, bicyclists ormotorcycles happened inTampa Palms, they werenearby, the closest in TPOST.Is Tampa Different Somehow?Accident data indicates that Tampa unfortunately standsout for in a bad way for fatal accidents. For example, SanFrancisco, California, had 27 fatal crashes per yearacross the same time period (2014-2018) but has a population more than twice that of Tampa’s.Who Are The Most Impacted?Note: City-wide 60% of the fatal pedestrian involvedcrashes involve poor or no streetlighting. Fortunately all ofTampa Palms enjoys streetlighting.The City has mapped locations of fatal and severe injurycrashes during the period 2014-2018. Notably AmberlyDr. on both sides of BB Downs was affected. TPOST andTampa Palms North also are hot spots.According to data from the NTHSA,nationwide 17% of the fatal accidentson roads involved people who werewalking.In Tampa 39% ofthose involved in afatal or severe injuryaccident are walkersbut walkers are only3% of those usingTampa roadways.In Tampa, significant contributors to fatal and severecrashes include speeding and aggressive driving; intoxication; and distracted driving.Behavior data comes directly from police reports and istypically underreported. Police are required to reportwhat is verifiable, not what is suspected. For example itcan be challenging for a police officer to tell if someonewas distracted.As reported in police reports, TampaPalms suffers fromaggressive drivingand speeding.Additionally the City has mapped the High Injury Network, the network of roads where the majority of a city’sdeadly and life-altering injury crashes happen.On BB DownsFromHighwoods Preserveto the CypressPreserve /TP Blintersection ispart of the HINand that is veryclose to TampaPalms.

Property InsuranceCommunity- Wide ConcernProperty Insurance Measures Passed But How Soon Will Owners See Results?Some Help For OwnersNothing Magic But Some Measures Take HoldIt is not news to anyone in Tampa Palms that property insurance is a major concern from two vital perspectives:Availability - the Tampa Palms villages are filled withcancellation and non-renewal notices.Affordability - annual premium increases of 30 - 40%are common.As mentioned regarding the RAP program, insurers thatparticipate in the RAP program for 2022-2023 must reduce their rates by June 30, 2022, to reflect the savingsfrom RAP coverage.Representative Driskell held a round table prior to the special session that included experts from the insurance marketspace and real estate interests to reviewtheir concerns. The consensus was thatthe unstable Florida insurance industry isnot sustainable without immediate attention to both carrier profitability and owner affordability.During the special legislative session last week crediblesteps were taken to provide stability and some consumerrelief. Many legislators agreed that most policy holderswill not see much effect for the next 12- 18 months.Some Carrier Stability MeasuresThe legislature created a 2 Billion Reinsurance program [RAP] for insurers to purchaserequired catastrophic insurance. The availability of such insurance had dwindled andthe cost skyrocketed, leading insurance companies to suspend Fla coverage or raise rates.Insurers that participate in the RAP program for 2022-2023must reduce their rates by June 30, 2022, to reflect the savings from RAP coverage.A few questionable business practices were curtailed ormodified: Contractor solicitations now must contain warnings that owners are responsiblefor deductibles. Contractors may not offer to pay deductibles in order to create business. Assignment of the right to obtain attorney fees in property insurance suits topersons other than a named insured is prohibited.Fla building code was modified to allow repair of 25% orless of a roof, if that is all that is needed, without the necessity to repair/replace the entire roof.The legislature kick-started an old stateprogram known as My Safe FloridaHome with 150 Million.The program provides hurricane mitigation inspectionsand matching grants up to 10K for the performance ofhurricane retrofitting on homestead single family homesvalued at 500,000 or less located in wind-borne debrisregions set forth in the Florida Building Code.The program has not yet been fully vetted and it is possible that Tampa Palms will not be included due to ourwind borne debris region BUT reduced payouts by theinsurance companies anywhere should afford some helpto all insurance premium payers.Other legislative changes that may benefit owners in thelong run include:Allowing insurance carriers to include in the policy a separate roof deductible of up to two percent of the limit ofthe policy or 50% of the cost to replace the roof. Requires that policyholders that select roof deductible must receive a sound premium credit or discount.Provides that the roof deductible does not apply to: A total loss to the primary structure. A loss caused by a hurricane. A roof loss resulting from a tree fall or otherrepair of less than 50% of the roof.Other ImprovementsInsurance carriers are prohibited from refusing to issue orrenew a policy for a residential structure with a roof thatis less than 15 years old solely because of the age of theroof.If the roof to a home is 15 years old, an insurer must allow a homeowner to have a roof inspection conducted byan authorized inspector. The insurer may not refuse to issue or renew a homeowner’s policy solely because of roof age if an inspection of the roof indicates that the roof has fiveyears or more of useful life.

Thevaried wildlife that occupies thewetlands and conservation areasis a major part of the charm of theurban/suburban vibe.The Future of TampaPalms PondsClean Water & Safe Streets Begins With UsIn the recent review of the CDD financial model, therewere discussions of future and extensive pondmaintenance activities that are required of Tampa Palms;the needs (mostly based around the requirement to makecertain the ponds are healthy and hold the amount ofwater for which they were designed) are to protectTampa Palms streets and properties.Living in an area with nondomesticated animals roaming freerequires special attention be givento the care of pets, especially smalldogs, and puppies and all cats andkittens - no matter the size.The primary mission of the Tampa Palms storm waterponds is to retain water for the purpose of filteringrunoff for oils, metals and chemicals (fertilizers andpesticides) before the runoff flows to the “waters of thestate”. These ponds were REQUIRED by State andFederal laws in order to build Tampa Palms.It was partially for this reason that the TPOA rules do notallow dogs to be kept out of doors unless on a leash heldby a responsible person.Rules That Make a DifferenceWhen ponds can no longer perform, they must be redredged. Re-dredging any pond is VERY expensive, asit must be re-permitted and re-engineered. It is also verymessy and changes the pond configurations with thecreation of needed berms.The Humane Society and Florida Wildlife Commissionsuggest a few rules to save the life of beloved pets.1. Never leave a pet out of doors or on a screened porchby itself.Fences do not protect dogs or cats out of doors.There have been many small dogs and numerous catslost to predators in Tampa Palms.2. Never allow a dog on a leash to approach a pond.3. Never leave food bowls outdoors.In words taken from a website of the Florida StormwaterAssociation“No matter how orfor what purpose apond was firstconstructed, all ofthe ponds are in aprocess of dyingfrom day one.”Who Are These Predators?It is a surprise to many to see how many predators are inTampa Palms. Some just drop in, and some live here allthe time. All of the following are more than capable ofkilling a small dog, puppy or kitten if found out of sSnakesFortunately, even thoughthey are 30 years old,Tampa Palms ponds werewell-built are properlymaintained and continueto function as they weredesigned.The CDD’s pond maintenance organization monitorspond performance and treats noxious water plants thatemerge but the real threats to ponds are: Runoff directly spilling into ponds from adjacentproperties. (This is the reason that berms are nowrequired if ponds are re-dredged.) Paint, oils and other pollutants dumped into stormdrains.If you see any of these conditions, please call the CDDand report it to protect our ponds. (977-3933)

This year Hillsborough County joinsthe City of Tampa, Pinellas, Polk, Manatee and Sarasota counties in putting the brakes on the use of fertilizersduring the hot and rainy summer season.This is done to protect the watersof the ponds, rivers, bays andgulf from hideous and dangerousalgae blooms.The ban applies to everyone,from commercial landscapers toeven homeowners.The ban includes the application of any and all fertilizersthat contain nitrogen or phosphorous and are used onturfgrass or even landscape plants.Each bag / container of fertilizerdescribes the contents in termsof the percentage of the nitrogen, phosphorous and potassiumcontained in the container.Fertilizers that contain only iron,manganese and certain other"micronutrients," can be used.The reason for the summer ban is based on the substantialrain that is received during the summer. Fertilizers wash offof the landscape during rains, flow untreated into ponds andfrom there into the wetlands and finally the river.
