NOTICE OF BOND ELECTIONTHE STATE OF TEXASTARRANT COUNTYFORT WORTH INDEPENDENT SCHOOL DISTRICT§§§TO THE RESIDENT, QUALIFIED ELECTORS OF SAID DISTRICT:TAKE NOTICE that an election will be held in said District as provided in an ORDER CALLINGA BOND ELECTION duly passed by the Board of Education of Fort Worth Independent School District,which Order is substantially as follows:ORDER CALLING A BOND ELECTIONTHE STATE OF TEXASTARRANT COUNTYFORT WORTH INDEPENDENT SCHOOL DISTRICT:::WHEREAS, the Board of Education of the Fort Worth Independent School District (the "District")deems it advisable to call the bond election hereinafter ordered (the "Election"); andWHEREAS, the bond referendum is subject to the provisions of Section 45.003, Texas EducationCode, and the District is contracting with Tarrant County, Texas (the "County") for the administration ofthe Election pursuant to an interlocal agreement with the County (the "Election Contract"); andWHEREAS, the County, acting through the Tarrant County Election Administrator (the "ElectionsCoordinator") in accordance with the Election Contract, will provide for the administration of the Election;andWHEREAS, it is hereby officially found and determined that the meeting at which this Order wasadopted was open to the public, and public notice of the time, place, and purpose of the meeting was given,all as required by the Texas Government Code, Chapter 551.THEREFORE, BE IT ORDERED BY THE BOARD OF EDUCATION OF THE FORT WORTHINDEPENDENT SCHOOL DISTRICT:Section 1. Recitals. The statements contained in the preamble of this Order are true and correctand adopted as findings of fact and operative provisions hereof.Section 2. Election Ordered; Polling Places. The Election shall be held in the District betweenthe hours of 7:00 a.m. and 7:00 p.m. on November 7, 2017 ("Election Day"), which is a uniform electiondate pursuant to the Texas Education Code, Section 41.001. Election Day and early voting shall beadministered by the County, as provided by Chapter 271 of the Texas Election Code (the "Code") and theElection Contract. Voting for the Election on Election Day shall occur during the hours and at thedesignated polling places as set forth in Exhibit "A" attached hereto, which exhibit is hereby made a parthereof for all intents and purposes. Exhibit "A" shall be modified to include additional or different ElectionDay polling places required to conform to the Election Contract and the Code.Section3. Early Voting. Early voting by personal appearance shall begin on October 23, 2017 and
conclude on November 3, 2017, and will be conducted at the early voting locations on the dates and at thetimes, and to be conducted by the judge and clerk, all as specified in Exhibit "A" attached hereto. The earlyvoting polling places shall remain open during such hours for early voting by personal appearance for anyregistered voter of the District at such voting place. Exhibit "A" shall be modified to include additional ordifferent early voting polling places, dates and times required to conform to the Election Contract and theCode.Section 4. Election Officials. The appointment of the Presiding Election Judges, Alternate Judges,Early Voting Clerks, the Presiding Judge of the early ballot, and other election officials for the Election shallbe made by the County in accordance with the Election Contract and the Code. The County may employother personnel necessary for the proper administration of the Election, including such part-time help as isnecessary to prepare for the Election, to ensure the timely delivery of supplies during early voting and onElection Day, and for the efficient tabulation of ballots at the central counting station.Section 5. Voting by Mail. District residents of the County must submit applications for voting bymail no later than the close of business on October 27, 2017. Applications for voting by mail shall be emailed including a completed, signed with the voter’s original signature and scanned application tovotebymail@tarrantcounty.com, faxed to (817) 831-6118, or mailed to:Early Voting ClerkPO Box 961011Fort Worth, Texas 76161If application to vote by mail is made by personal delivery, the application must be delivered by the close ofbusiness on October 27, 2017 to Tarrant County Elections, 2700 Premier Street, Fort Worth, Texas 76111.Section 6. Qualified Voters.entitled to vote at the election.All qualified electors of and residing in the District shall beSection 7. Notice of Election. The President of the Board of Education shall cause a Notice ofElection to be published one time, not earlier than the 30th day or later than the 10th day prior to the date setfor the Election, in a newspaper published in the District or, if none is published in the District, in anewspaper of general circulation in the District. In addition, the President of the Board of Education shallcause the Notice of Election to be posted on election day and during early voting by personal appearance, ina prominent location at each polling place; not later than the 21st day before the election, in three publicplaces in the boundaries of the District; and during the 21 days before the election, on the District’s website,prominently and together with the notice of the election and the contents of the proposition(s). The Notice ofElection shall be in substantially the form of this Order, and shall contain the information required by theCode, including the locations and times for early voting and voting on Election Day, the proposition(s) andballot language to be submitted to the voters and such other information as may be deemed appropriate bythe President of the Board of Education.Section 8.accordance with law:Proposition. At the Election the following PROPOSITION shall be submitted inFORT WORTH INDEPENDENT SCHOOL DISTRICT SPECIAL ELECTIONFORT WORTH INDEPENDENT SCHOOL DISTRICT PROPOSITION BShall the Board of Education of the Fort Worth Independent School District be authorizedto issue the bonds of the District, in one or more series, in the aggregate principal amount
of 749,735,000 for the purpose of construction, renovation, acquisition and equipment ofschool buildings and school facilities within the District and the purchase of the necessarysites for school buildings and school facilities, including, but not limited to, a new reliefelementary school, a new Leadership Academy, the relocation of an existing schoolfacility, classroom additions, renovations to existing high schools, capital improvements,athletics and fine arts improvements, and technology improvements, with said bonds tomature, bear interest, and be issued and sold in accordance with law at the time of issuance;and shall the Board of Education be authorized to levy and pledge, and cause to be assessedand collected, annual ad valorem taxes, on all taxable property in the District, sufficient,without limit as to rate or amount, to pay the principal of and interest on said bonds?Section 9. Ballots. The official ballots for the Election shall be prepared in accordance with theTexas Election Code so as to permit the electors to vote "FOR" or "AGAINST" the aforesaidPROPOSITION with the ballots to contain such provisions, markings and language as required by law, andwith such PROPOSITION to be expressed substantially as follows:FORT WORTH INDEPENDENT SCHOOL DISTRICT SPECIAL ELECTIONFORT WORTH INDEPENDENT SCHOOL DISTRICT PROPOSITION BFORAGAINST))))))The issuance of 749,735,000 of bonds by the Fort Worth IndependentSchool District for the construction, renovation, acquisition andequipment of school buildings and facilities and the purchase of thenecessary sites for school buildings and facilities, including, but notlimited to, a new relief elementary school, a new LeadershipAcademy, the relocation of an existing school facility, classroomadditions, renovations to existing high schools, capital improvements,athletics and fine arts improvements, and technology improvements,and levying the tax in payment thereof.Section 10.Compliance with Law. In all respects, the Election shall be conducted inaccordance with applicable state and federal laws, including the Code, as modified by the Texas EducationCode. To the extent required by any applicable state or federal law, all election materials and proceedingsshall be printed in both English and Spanish.Section 11. The Board of Education hereby authorizes the Superintendent of Schools, President,Vice President or the Secretary of the Board of Education to execute or attest on behalf of the District theElection Contract with the County.Section 12. The following information is provided in accordance with the provisions of Section3.009(b), Texas Election Code.(a)The proposition language that will appear on the ballot is set forth in Section 9 hereof.(b)The purpose for which the bonds are to be authorized is set forth in Section 8 hereof.(c)The principal amount of the bonds to be authorized is set forth in Sections 8 and 9 hereof.(d)As set forth in Sections 8 and 9 hereof, if the bonds are approved by the voters, theBoard of Education will be authorized to impose and levy annual ad valorem taxes, on all
taxable property in the District, sufficient, without limit as to rate or amount, to pay theprincipal of and interest on the bonds.(e)Based upon the bond market conditions at the date of adoption of this Order, themaximum interest rate for any series of the bonds is estimated to be 5.00% as calculated inaccordance with applicable law. Such estimate is based on advice received from theDistrict's financial advisor, which advice takes into account a number of factors, includingthe issuance schedule, maturity schedule and the expected bond ratings of the proposedbonds. Such estimated maximum interest rate is provided as a matter of information, butis not a limitation on the interest rate at which the bonds, or any series thereof, may besold.(f)If the bonds are approved, they may be issued in one or more series, to mature over aperiod not to exceed 40 years from the date of issuance of each series of bonds.(g)The aggregate amount of the outstanding principal of the District's bonds as of thebeginning of the District's 2017-2018 fiscal year was 862,315,000.(h)The aggregate amount of the outstanding interest on the District's bonds as of thebeginning of the District's 2017-2018 fiscal year was 343,133,513.(i)The ad valorem debt service tax rate for the District for the 2017-2018 fiscal year is 0.292per 100 of taxable assessed valuation.Section 13. This Order hereby incorporates the provisions of the Election Contract, and to theextent of any conflict between this Order and the Election Contract, the provisions of the ElectionContract shall control. The Superintendent of Schools or his designee, is hereby authorized to correct,modify or change the information in this Order, including the attached Exhibit based upon the finallocations, dates and times agreed upon by the Elections Coordinator and the District as well as incorporateadditional voting locations as designated by the Elections Coordinator.PASSED AND APPROVED, this 21st day of August, 2017.---------------------

Orden para las Elecciones; lugares de votación. La Elección deberá llevarse a cabo enel Distrito entre las 7:00 am y las 7:00 pm, el día 7 de noviembre del 2017 (“Día de la Elección”), que esuna fecha uniforme en conformidad con el Código de Educación de Texas, Sección 41.001. El Día de laElección y el de las votaciones adelantadas serán administrados por el Condado, según el Capítulo 271 delCódigo Electoral de Texas (el “Código”) y del Contrato Electoral. Las votaciones en la Elección en el Díade las Elecciones tendrán lugar durante las horas y en los lugares de votación designados como se señala enel Documento “A” adjunto al presente, el cual es parte del mismo para todos los efectos y propósitos. El
Documento “A” deberá modificarse para incluir lugares de votación adicionales o diferentes para el Día delas Elecciones requerido para cumplir con el Contrato Electoral y el Código.Sección 3. Votaciones adelantadas. Las votaciones adelantadas, en persona, empezarán el 23 deoctubre del 2017 y culminarán el 3 de noviembre del 2017, y tendrán lugar en los lugares de votacionesanticipadas y en las fechas y horas indicadas, y las llevarán a cabo el juez y el secretario todo como seespecifica en el Documento “A” adjunto al presente. Los lugares de votaciones adelantadas permaneceránabiertos durante tales horas para el voto en persona, para cualquier votante registrado en el Distrito en eselugar de votación. El Documento “A” deberá modificarse para incluir lugares de votaciones adelantadasadicionales o diferentes, fechas y horas, requeridos para cumplir con el Contrato Electoral y el Código.Sección 4. Funcionarios electorales. El nombramiento de los Jueces Electorales que presiden,Jueces Suplentes, Secretarios de Elecciones Adelantadas, el Juez que preside de las votaciones adelantadasy otros funcionarios electorales de la Elección, lo realizará el Condado en cumplimiento con el ContratoElectoral y el Código. El Condado puede emplear a otro personal necesario para la correcta administraciónde la Elección, incluyendo ayudantes de medio tiempo según sean necesarios para los preparativos de laElección, con el fin de asegurar el envío a tiempo de los suministros durante las votaciones adelantadas ydurante el Día de la Elección, y para la tabulación eficiente de los votos en la estación central de conteo.Sección 5. Votaciones por correo. El Aviso de Elección será sustancialmente en la forma de estaOrden, y contendrá la información requerida por el Código, incluyendo los lugares y horarios para lasvotaciones adelantadas y para las votaciones el Día de la Elección, la(s) propuesta(s) y el lenguaje a serutilizado en la papeleta de votación que será sometido a los votantes y cualquier otra información que elPresidente de la Junta Educativa considere apropiado.
Sección 8.Propuesta. En la Elección se presentará la siguiente PROPUESTA de acuerdo a laLey:ELECCIÓN ESPECIAL DEL DISTRITO ESCOLAR INDEPENDIENTE DE FORT WORTH:PROPUESTA B DEL DISTRITO ESCOLAR INDEPENDIENTE DE FORT WORTH¿Se autorizará a la Junta Educativa del Distrito Escolar Independiente de Fort Worth aemitir bonos del Distrito, en una o más series, por un monto principal total de 749,735,000 para la construcción, renovación, adquisición y equipo de los edificiosescolares y las instalaciones escolares dentro del Distrito y la compra de los lugaresnecesarios para los edificios e instalaciones escolares, incluyendo, pero no limitados a, unanueva escuela primaria adicional de alivio, una nueva Academia de Liderazgo, lareubicación de una instalación escolar ya existente, nuevos salones de clases, renovacionespara las escuelas secundarias ya existentes, mejoras estructurales, mejoras en lasinstalaciones de atletismo y de bellas artes, y mejoras en tecnología, con dichos bonos paradevengar interés y emitirlos y venderlos de acuerdo con la ley vigente al momento de laemisión; y se autorizará a la Junta Educativa a recaudar y a comprometerse a hacer que seevalúen y se recauden, impuestos ad valorem anuales sobre todas las propiedadestributables en el Distrito, sin límites en cuanto a la tasa o el importe, suficientes para pagarel capital y el interés sobre dichos bonos?Sección 9. En todos los sentidos, la Elección se llevará a cabo encumplimiento de las leyes estatales y federales aplicables, incluyendo el Código, según fue modificado porel Código de Educación de Texas. Phụ Lục "A" nên được sửa đổi để thêmnhững địa điểm bầu cử mới hay thay đổi địa điểm Bầu Cử cho thích hợp với Hợp Đồng Bầu Cử và Bộ LuậtBầu Cử.Khoản 3. Bầu Cử Sớm. Việc bầu cử sớm bằng hình thức cá nhân sẽ được bắt đầu vàongày 23 tháng Mười năm 2017và chấm dứt vào ngày 3 tháng Mười Một năm 2017, tạinhững địa điểm bầu cử sớm vào ngày giờ đã được qui định ở trên, và sẽ được điều khiển bởi các vị Thẩm

Hạt cũng có thể chỉ định thêm những nhân viên cần thiết khác để điều hành cuộc Bầu Cửmột cách chính xác hơn, gồm những nhân viên bán thời gian khi cần để chuẩn bị cho cuộc Bầu Cử, để bảođảm rằng những tài liệu bầu cử được chuyển đến những địa điểm bầu cử sớm trong ngày Bầu Cử đúng thờihạn, và để sự sắp xếp phiếu bầu được hoàn chỉnh tại trung tâm kiểm phiếu.Khoản 5. Bầu cử bằng thư qua Bưu Điện. Cư dân thuộc Nha Học Chánh cư ngụ trong Hạt phảigởi thư xin bỏ phiếu bằng thư chậm nhất là cuối ngày làm việc 27 tháng Mười năm 2017. Ngoài ra, vị Chủ Tịch Hội Đồng GiáoDục nên công bố một Thông Báo về Cuộc Bầu Cử được niêm yết vào ngày bầu cử và trong khoảng thờigian bầu cử sớm, ở một nơi dễ trông thấy tại mỗi địa điểm bầu cử; không quá 21 ngày trước ngày bầu cử,trong ba địa điểm công cọng thuộc phạm vi Nha Học Chánh; và trong thời gian 21 ngày trước ngày bầu cửThông Báo Bầu Cử phài được đăng trên mạng điện tử của Nha Học Chánh một cách rõ ràng cùng với thưthông báo về cuộc bầu cử và nội dung của các dự luật. Thư Thông Báo Về Cuộc Bầu Cử phải được công bốtheo hình thức được chỉ định trong Lệnh này, và ghi đầy đủ chi tiết do Bộ Luật đòi hỏi, gồm địa điểm và thờigian cho những ngày bầu cử sớm, và ngày Bầu Cử Chính Thức, những dự luât và ngôn ngữ được xử dụngtrong phiếu bầu để trình bày với cử tri cũng như những tin tức khác mà vị Chủ Tịch Hội Đồng Giao Dụcthấy càn thiết và thích hợp.Khoản 8.
