This MILPER message will expire one year after release NLT 30 June 2021.2. The intent of this message is to provide SFAB volunteers with instructions addressing thevolunteer process.3. Application Timeline. The application timeline for selection to an SFAB is continuous. QualifiedSoldiers may volunteer at any time with the understanding that Permanent Change of Station (PCS)windows may vary due to deployment schedules, requirement needs, or the formation of newSFABs. Typically, time on station, career timeline, and professional military education requirementsimpact assignment considerations, but with the SFAB, waivers are possible to support a Soldier’sdesire to volunteer.4. Eligibility. Before assignment to an SFAB, all personnel must be active duty volunteer and meetthe following criteria:a. Soldiers must be able to obtain and maintain a minimum of a Secret Security Clearance. TheSFAC G2 will initiate an interim and process for a Secret clearance for personnel who are selected foran SFAB but do not have a Secret clearance.b. Pass the Army Physical Fitness Test (APFT) in the current age group with a minimum score of240 points (minimum of 70 points per event) and have no permanent APFT- limiting profiles.1

Soldiers will receive the required waiverdocuments from the SFAC Recruiting Team and will submit these documents to the SFAC Surgeon.d. Be deployable upon volunteering and maintain a deployable status throughout the assignment.e. Have a personnel file free of derogatory information within the past three years.f. Pass a rigorous two-day assessment or a command interview and be selected for service in anSFAB.(1) Soldiers in the grade of SFC or above, who have completed a Key Developmental (KD)assignment in their current grade will interview with SFAB leadership and are not required to attendthe assessment.(2) Soldiers in the grade of SSG and below, as well as SFC and above who are not KD complete willbe required to complete the two-day assessment. Soldiers must have a Government Travel Card toattend the assessment training.g. Drill Sergeants and Recruiters.(1) Drill Sergeants. NCOs on assignment to Drill Sergeant School must submit their packet to theRecruiting and Assessment Team NLT 30 working days before their report date to school in order togo through assessment and selection. Current serving Drill Sergeants may submit their volunteerpacket at their 16-month mark for assessment. If selected, Soldiers will be assigned to the SFABafter completion of 18-months as a Drill Sergeant. Current serving Drill Sergeants must have theirvolunteer DA Form 4187 endorsed by their Brigade Commander authorizing early removal from theprogram.(2) Recruiters. NCOs on assignment as Recruiters must submit their packet to the SFAC RecruitingTeam NLT 30 working days before the school report date. Current serving Recruiters may submittheir volunteer packet at their 22-month mark for assessment. If selected, Soldiers will be assigned tothe SFAB after completion of 24-months in Recruiting. Current serving Recruiters must have theirvolunteer DA Form 4187 endorsed by their Brigade Commander authorizing early removal from theprogram.(3) Equal Opportunity Advisor (EOA). EOAs serving on a 24-month assignment can volunteer attheir 22-month mark. If accepted, Soldiers will be assigned to the SFAB after completion of their 24months assignment. EOAs serving on a 36-month assignment can volunteer at their 34-month markand can be assigned following completion of their 36-month assignment.2

The following MOS substitutions are approved for service in an SFAB.(1) 11B3O (Infantryman). 11C3O substitutable as a Primary Advisor or an Operations NCO/PayAgent.(2) 12H3O (Construction Engineer). MOS 12N3O substitutable.(3) 12T3O (Technical Engineer Specialist). MOS 12N3O substitutable.(4) 13F2O (Joint Fire Support Specialist). MOS 13F3O substitutable.(5) 25U2O (Signal Support Systems Specialist). MOS’s 25U3O, 25C2O/25C3O, 25L2O/3O, and25S2O/3O substitutable. Substitutable MOSs will require additional training in tactical communicationsystems once assigned to an SFAB.(6) 31B3O (Military Policeman). Authorized substitutions for the 31B3O will be 11B3O or 19D3O.(7) All Career Management Fields (CMF) 35 Soldiers are authorized to serve in any CMF 35authorization within the SFABs. Substitutable MOSs will require additional training in IntelligencePreparation of the Battlefield/Battlespace (IPB), fusion, production, and collection once assigned toan SFAB.(8) 42A4O (Human Resources Specialist). MOS 42A3O substitutable however, 42A3O personnelwill attend the assessment instead of the interview.(9) 89D2O/3O (Explosive Ordnance Disposal Specialist). MOS’s 12B2O/3O (Combat Engineer) arehired in lieu of 89D20/30 until such time the 89D population can support the SFABrequirements. 12B2O/3O (Combat Engineer) will be required to attend the Engineer ExplosiveOrdnance Clearance Agent course if not already complete.(10) 92Y2O (Unit Supply Specialist). MOS’s 92Y3O, 92A2O/3O (automated Logistical Specialist)substitutable. No additional training is required.b. Special Promotion Category. Army Directive 2017-23 (Special Promotion Category: SecurityForce Assistance Advisors) authorized the creation of a special promotion category to build anddevelop a trained inventory of qualified Soldiers to be utilized in the SFAB. Soldiers in the rank ofspecialist or corporal will be promoted to the rank of sergeant on the first day of the month followingthe graduation of the Combat Advisor Training Course (CATC) and board appearance, whichever islater.6

Volunteers requiring an assessment are defined as all Soldiers in the grade of SSG and below, aswell as SFC and above who have not completed a KD assignment in their current grade.b. Step 1 - Soldiers wishing to volunteer must submit a DA Form 4187 signed by the Soldier and theBattalion Commander and signed Chronological Record of Medical Care (SF 600) to be completed bytheir local health care provider, indicating the Soldier meets the minimum medical requirements IAWCENTCOM MOD 13 criteria.Link to DA Form 4187- ed assets/pdfs/DA%20Form%204187%20SFAB.PDFLink to SF 600- ed assets/pdfs/SF%20600%20SFAB.PDF(1) Enlisted Soldiers will submit their completed and signed DA Form 4187 and SF 600 via electronicmail to the SFAC Recruiting Team at usarmy.bragg.forscom.mbx.g1-ag-sfab@mail.mil.(2) Officers will log into the AIM2 portal at https://aim.hrc.army.mil/ and navigate to the SFAB tab tovolunteer. The DA Form 4187 and SF 600 are available for download.c. Step 2 – Upon receipt of a Soldier’s volunteer packet, the SFAC Recruiting Team will notify theSoldier to acknowledge receipt of the packet. The Recruiting Team will verify that the volunteermeets all of the minimum selection criteria and will forward the Soldier’s standard name line to HRCfor a background check of derogatory information. This process will be complete within five businessdays.d. Step 3 – HRC will forward results of background screening to the SFAC Recruiting Team fornotification to the Soldier. The Recruiting Team will then send the results of the backgroundscreening to the SFAC G1 to conduct a strength analysis for future projections. The Assessment andSelection Team will contact the volunteer to schedule the Soldier for an assessment class. Thevolunteer will receive an official email notification of their reservation in ATRRS, providing a reportdate and a location for the assessment. A separate email to the Soldier will contain additionalinstructions (including a packing list and DTS instructions)e. Step 4 – On the report date stipulated in ATRRS, volunteers will travel to the assessment site andconduct a two-day assessment. For all co-located with an SFAB, they will conduct the assessment atthat location. Volunteers are assessed on their physical fitness, problem-solving ability, MOSknowledge, judgment, and maturity, along with a host of other attributes commonly found insuccessful advisors. After the assessment, the cadre will inform volunteers whether or not they havebeen selected. If selected, Soldiers will receive a memorandum-stating acceptance into an advisorposition, the location of the SFAB, and tentative report date.7

Formatted Courtesy of:www.ArmyReenlistment.comf. Step 5 – Selected volunteers will travel back to the home station and await receipt of AssignmentInstructions (AI), or a Request for Orders (RFO). The selectee’s information will be sent back toHRC, and the Soldier will be placed on AI/RFO to begin a Permanent Change of Station (PCS)move. If not selected, the volunteer will return to the home station to resume regular duties and willbe encouraged to volunteer again after six-months.7. Application Procedures for Volunteers Requiring a Command Interview.a. Volunteers requiring a command interview are defined as NCOs and Officers in the grade of SFCand above who have completed a KD assignment in their current grade.b. Step 3 - If all criteria are met, the SFAC Recruiting Team will forward the volunteer's contactinformation to the SFAC G-1 for strength analysis for future projections and on to an SFAB forinterview. All interviews for KD complete E7s and higher will be coordinated and scheduled by theSFAB Command teams.e. Step 4 – Volunteer completes the command interview and is informed by the SFAB Command ifthey have been hired or not.f. Step 5 – SFAC G-1 will send the selectee’s information to HRC and the NCO/Officer placed onAI/RFO to execute a PCS move.8
