Contra Costa Interfaith HousingBoard of DirectorsContra Costa Interfaith Housing is pleased to presentour 2011-2012 annual report. Motivated by the increasing need around us, CCIH served more at-riskfamilies and individuals than ever before. With ourrapid growth, we have increasingly relied on valuesas our guidepost.This past year, CCIH expanded our existing programsat Garden Park Apartments, Los Medanos Village,and Bella Monte Apartments, adding more evidence-based programming to address root causes ofpoverty. We added a Housing Advocacy program thathelps people living with HIV/AIDS find and keep permanent housing. And we are currently expanding ourservices to an additional 124 at-risk households atLakeside Apartments in Concord, through our collaboration with Resources for Community Development.The combination of these programs has resulted inCCIH growing from serving 27 homeless families in2004 to about 330 at-risk households today.Despite these accomplishments, we remain mindfulthat 22% of children in the United States and almostone in four California youth live in poverty. Single parents are the fastest growing segment of the homelesspopulation. And there are dire life-long consequences from childhood homelessness, including mentalillness, deficient academic performance, developmental delays, poor health outcomes, and criminalinvolvement.CCIH is blessed to have a strong community of supporters that buoy, inspire, and challenge us to domore to address the complex issues of poverty andhomelessness. CURRENT PROJECTSThe mission of Contra Costa Interfaith Housing isto provide permanent, affordable housing and vitalsupport services to homeless and at-risk familiesand individuals in Contra Costa County.Garden Park Apartments (Pleasant Hill): This apartment complex ishome to 27 formerly homeless families. They pay 30% of their grossincome for rent. Families may live at Garden Park for as long as theyneed to, providing they meet the requirements of their lease. CCIHco-owns Garden Park Apartments with Mercy Housing California.Opened in December 2004, it is the first and only permanent supportive housing program that is designated for all formerly homeless families with parents who have disabilities.WHAT WE DOCCIH partners with affordable housing developersto provide housing that is accessible to people withfew options and provide on-site services that helpsupport stability and self-reliance. Our programsare evidence-based and achieve positive, measurable impacts.WHOm WE SERVECCIH serves families and individuals who are impacted by poverty and other complex challenges.Many are homeless and live with disabilities.LOCAL IMPACTCCIH provides permanent solutions to familyhomelessness in Contra Costa County. CCIH’s Garden Park Apartments reduces the number of nightsthat individuals spend in shelters or on the streetsby 25,000 per year. On-site support services helphigh-risk families stabilize and become healthy andcontributing members of society. Since 2004, 90%of our Garden Park residents have remained permanently housed. CCIH measures many indicatorsof self-sufficiency and youth success. For example,100% of the formerly homeless high school students who have lived at Garden Park Apartmentshave completed high school, 71% of whom areworking and/or in college.Bella Monte Apartments (Bay Point) is a 52-unit apartment complexlocated in Bay Point. Los Medanos Village (Pittsburg) is a 71-unit apartment complex located in Pittsburg. Both sites are owned by Resourcesfor Community Development (RCD) and provide affordable housing tolow-income families. CCIH offers after-school programs, case management, and mental health services to families and their children, withthe goals of helping them remain housed, increase self-reliance, andsucceed academically.Lakeside Apartments (Concord) is a 124-unit affordable housing program owned by RCD. In 2012, CCIH began providing case managementand youth enrichment services to this predominantly Spanish-speaking local community.HIV/AIDS Housing Advocacy Program housing program assists peopleliving with HIV/AIDS to find and keep permanent, affordable housing.NEAR FUTURE PROJECTSGarden Park Expansion Project CCIH plans to expand our Garden ParkCommunity Building. This 2,700 sq. ft. addition will ease the overcrowding of the after-school program, provide space and privacy forstaff/tenant counseling, expand the computer center, and add one2-bedroom apartment for a family in need. CCIH is currently engagedin a capital campaign to raise 250,000 to complete the project. Construction will begin this winter.More Housing Units CCIH continues to work diligently to acquire moreproperty in order to create additional permanent supportive housingprograms in Contra Costa County for homeless and high-risk familieswith special needs.About UsMISSION

When my sister was 11 years old andI was 7, she called 911 because weneeded help. They put my sister andme in a foster home. I was so scaredthat I kept trying to sneak in to sleepwith my older sister for comfort. After that, they moved me to a different foster home to keep us apart.When we returned to living with mymom, we were living in a condemnedbuilding. Even with a full-time job,that was all mom could afford.By the time I got to Garden ParkApartments at age 12, I felt like a loser. I was not successful at school. Ididn’t want anyone to know how farbehind I was with my learning. Ittook me some time to trust the staffand go to Homework Club, but nowwe use the support all the time.I know I would be in jail, in a gang, ordead if it were not for Garden ParkApartments.In June, I became the second personin my family to graduate from highschool; my sister was the first. Mysister and I have jobs, my family isstable, and I will start college soon.The main thing I’ve learned at Garden Park Apartments:there is hope.A MOTHER'S STORYWhen I came to Garden Park, I was homeless with a six-month-oldbaby girl. It was a safe place to start my life. Not only did I have aroof over my head, I had people looking out for me.Help at Garden Park came in many forms—for example, from tutors. I am now one class away from completing my two-year program at Diablo Valley College. The support staff at Garden Parkwas always there when I needed someone to talk to. I was part ofa community where my daughter learned how to swim and carveher first pumpkin.But as my family got bigger, we decided that it was time to moveon. We found a nice house in a good neighborhood. My daughteris getting the help she needs at school. I’m working as a site supervisor at Winter Nights, a seasonal shelter program. We pay ourbills. Everyone in my family is thriving.Garden Park was a safe place to start my life.“THERE'S NO PLACE LIKE HOME.”STORIESA teen'S JOURNEY

2011-2012RESPONSIVENESS TO COMMUNITY NEEDSEarly on, CCIH had planned to provide transitional housing for families.However, the County’s Homeless Program urged CCIH to change its mission to address the greatest need: PERMANENT housing and quality support services to homeless families. CCIH responded by developing Garden Park Apartments.This year, CCIH added an HIV/AIDS Housing Advocate to our staff at therequest of the County’s HIV/AIDS Program. CCIH now offers housing advocacy, housing search, eviction prevention, and other housing resources to approximately 60 individual households in Central and East ContraCosta.Resources for Community Development (RCD) asked CCIH to provide services at Lakeside Apartments, a predominantly Spanish-speaking community of 124 low-income and at-risk households. Sixteen of these unitsare designated for homeless families with special needs. CCIH responded by starting programs that include bilingual/bicultural intensive casemanagement services and youth enrichment programs designed to meetthe long-term needs of the community.CCIH has long committed to making Garden Park Apartments the bestcommunity possible. As the needs of our families have expanded, so haveour programs. In order to accommodate these programs, CCIH will breakground this winter on the expansion of the community center and theaddition of another 2-bedroom apartment. CCIH is currently conductinga capital campaign to complete the funding of this project. With thetremendous support of the City of Pleasant Hill, our faith communities,and community partners such as Lescure Company, CCIH is responding.compassion in actionIn 2011-2012, volunteers responded to CCIH’s needs by giving 5,130hours to support its programs and services, an increase of 47% over lastyear. Volunteers helped in too many ways to count. Our board membersprovided expert governance. Special event volunteers ensured the success of our annual fundraiser, “Ruby Slippers.” Homework Club tutorsspent hours making sure that the students were prepared for school.Community groups hosted craft activities for young residents. And behind the scenes, volunteers repaired furniture, furnished apartments,picked up food from the Food Bank, and coordinated tenant dinners andprograms. Compassion and accountability are core values that drive the quality and integrity of CCIHprograms. Our programs are designed to address the complex issues that led our families to homelessness in the first place. We focus on the basics: housing stability, health,employment, sobriety and mental health, education, youth enrichment, and sustainablecommunities. We measure our outcomes and adjust our approach accordingly. Here is asampling of the achievements of our hard-working consumers this past year.At Garden Park Apartments: 86% of students achieved 2 or more new California Academic Benchmarks 73% of students improved their grade point average School attendance rates: Elementary – 97% Middle – 94% High School – 89% 100% increase in K-5 reading comprehension: 70% reading at or above grade level 67% of teens participated in teen club – a teen group that focuses on life skillsand exposure to enriching experiences 92% of families were able to maintain stability in more than 75% of 20 indicatorsof self-reliance High school seniors continued the tradition of 100% graduation rateEast County Programs – Los Medanos Village and Bella Monte Apartments 74% of students achieved 2 or more new California Academic Benchmarks 78% of students improved their grade point average School attendance rates: Elementary – 95% Middle – 94% High School – 95% 100% increase in K-5 reading comprehension: 66% reading at or above grade level 97% of families referred for case management services had their issues resolved 88% of families referred for eviction prevention avoided evictionINTEGRITY THROUGH TRANSPARENCYWe continue our commitment to transparency.
