2021-2022 Girls/BoysSwimming and Diving SeriesTerms and ConditionsIn accordance with Section 1.450 of theIHSA Constitution, the Board of Directors hasapproved the Terms and Conditions governingthe 2021-2022 IHSA Girls/Boys Swimming &Diving Series.I.II.DATES AND SITESA. Girls Sectional meets will be held onNovember 6, 2021, at 16 sites. Sectionalassignments will be posted on the IHSA website mid-September.SCHOOL CLASSIFICATIONCompetition in the IHSA Girls & BoysSwimming and Diving Tournament Series willbe held for all member schools without classification.Students with physical/visual disabilitieswill compete in girls’ or boys’ swimmingagainst other students with physical disabilitiesregardless of school classification. A disabilityis a physical impairment that substantially limits one or more major life activity.Students with physical/visual disabilitieswishing to participate in the girls’ or boys’swimming events for students withphysical/visual disabilities must have a statement of disability on file with appropriate personnel responsible for student health issues atthe student’s school. The IHSA reserves theright to request this documentation as part ofthe entry process.Competitors with physical/visual disabilities will be categorized into one of two classifications based on U16/18 standards developedby Wheelchair and Ambulatory Sports USA(WASUSA).Competitors who are classified as S1-S7shall participate in Classification A.Competitors who are classified as S8-S13shall participate in Classification B.Student athletes with physical/visual disabilities (or any adult acting on their behalf,e.g., a coach, parent, or guardian) are requiredto provide their school with a written statementof their classification, for purposes of the 20212022 IHSA swimming and diving championshipseries, by any of the following means at thetime of registration for the 2021-2022 swimming season:a. Provide an official WASUSA classification card or other evidence demonstratingthe athlete’s classification category; orb. If a student athlete with a physical/visual disability is not classified as detailedabove by the time of the Sectional meet, theathlete may still be allowed to swim in the athletes with physical/visual disabilities divisionbut will automatically be classified to swimunder Classification B. A student athlete with aphysical/visual disability may not swim under aprovisional status in more than one IHSA StateSeries in his/her high school career.B. Girls State Finals will be held onNovember 12-13, at FMC Natatorium @ TyWarner Park, WestmontC. Boys Sectional meets will be held onFebruary 19, at 16 sites. Sectional assignmentwill be posted on the IHSA website midNovember.D. Boys State Finals will be held onFebruary 25-26, at FMC Natatorium @ TyWarner Park, WestmontIII.SCHOOLS AND OFFICIALS CENTERINFORMATION, ON-LINE SCHOOLENTRIES, RULES MEETING PRESENTATION, WITHDRAWAL PROCEDURE, ELIGIBILITY, AFFIRMATIVEACTION AND ON-LINE LIST OFPARTICIPANTSA. The policy for Original School EntryDeadlines, Late Entries, and Late Withdrawalsshall be the policies and procedures regardingentry for all IHSA-sponsored sport/activities.For complete instructions, please login to theIHSA Schools & Officials Center with yourOfficial Representative USER ID and Password.Click on the activity tracker and click the buttonto add sports for the upcoming year. SportsEntry Deadlines are Sept. 10 (fall), Nov. 1 (winter).B. On-Line School Entries ual Disabilities Division)All Official Representatives must login tothe IHSA School Center; click on “Sport &Activity Tracker”; click on “enter your teams orindividuals”. There you will select the sportsand activities your school will participate in during the 2021-2022 school term. IHSA uses thisinformation to assign schools to Sectionalsafter the Fall entry deadline (September 10) andNovember 1 (Winter).C. Late On-Line School Entries:Schools that wish to enter Girls Swimmingafter September 10 will be considered late.Schools that wish to enter Boys Swimmingafter November 1 will be considered late. Tobe considered for late entry, thePrincipal/Official Representative must emailKraig Garber (kgarber@ihsa.org) for approval.—1—The penalty for late entry shall be a payment of 100.00 for that sport/activity by the school.D. List of Participants Six ContestVerification (Team entries only): By checkingthe Six Contest Verification box, schools areverifying that the school’s boys or girls interscholastic team has participated in six boys orgirls interscholastic meets during the currentBoys and Girls Swimming & Diving season.This allows teams to compete for team honors(trophy) during the sectional meet in accordance with IHSA By-law 3.054.Individuals: Schools with only individualscompeting do not check the Six ContestVerification box. Individual entries are not eligible to compete for team honors (trophy).E. REQUIRED RULES VIDEO (HeadCoach of every participating school and officials): The Swimming & Diving On-Line RulesVideo begins August 10 and ends onSeptember 14). Boys Swimming & Divinghead coaches can view the presentationthrough December 1.1) If you coach at two differentschools or you are a coach and an official, or ifyou are a girls and boys diving coach, you mustcontact Cheryl Lowery at the IHSA Office (clowery@ihsa.org), once you have been given forwatching the presentation once so she can verify and manually give you credit for the otherposition you hold. Our server runs an updateevery evening, if you view the presentationand it doesn’t give you credit (within 24hours) the first time, contact Cheryl Lowery atthe IHSA Office.2) Diving Rules Presentation(Required for coaches to serve on SectionalDive Panel) – Refer to the Online SeedingMeeting Timeline in the Manual for Schools andManagers.F. Breach of Contract By-Law 6.041(Withdrawal Procedure): You must withdrawby notifying the IHSA Office, not the SectionalManager. To withdraw without penalty, theOfficial Representative from the school mustemail Cheryl Lowery (clowery@ihsa.org) at theIHSA Office, notifying IHSA of the school’sintention to withdrawal by 11:59 p.m.Monday, November 1 (Girls)/February 14(Boys).If a school withdraws after the deadlineand/or does not show up for competition, theschool will be charged a 100 penalty. If applicable, the school may be charged for any additional financial loss sustained by the offendedschool(s) or the Association, as a result of suchbreach.

G. EligibilityAll member schools in good standing mayenter an individual(s) or a team under the provisions of IHSA By-law 3.054 for both the ablebodied swimming and diving program and theevents for students with physical/visual disabilities.In accordance with By-law 3.050, schoolsare subject to entering eligible student-athletes.H. Affirmative Action Policy: Only boysmay participate in the boys’ competition in themeet series and only girls may participate in thegirls’ competition in the meet series, except asprovided in the Illinois High School AssociationAffirmative Action Policy.I. On-Line List of Participants(Including individuals participating in theStudents with Physical/Visual disabilitiesDivision): Each school entering the sectional(whether entering a team or an individual) mustsubmit its Online List of Participants via theInternet through the IHSA Schools Center WebSite. to the IHSA Office. Complete instructionsare posted in the Manual for Schools. If aschool does not submit the On-line List ofParticipants by the deadline, coaches and participants from that school are subject to sanctions, which could include but not be limited tobeing ruled ineligible to compete in theSectional. Schools which do not submit theirschool’s On-Line List of Participants and areconsequently ruled ineligible for the Sectionaland must formally withdraw (see WithdrawalProcedures/Breach of Contract above inSection III-C).SPACES LEFT BLANK DURING THE ONLINE LIST OF PARTICIPANT PROCESS MAYNOT BE FILLED IN AFTER THE ON-LINE LISTOF PARTICIPANT ENTRY DEADLINE.COACHES NAMES: If a coach on yourcoaching staff doesn’t appear in the drop-downmenu in the List of participants, coaches musthave the following information indicated in theirpersonal information under the StaffResponsibility page in your IHSA SchoolsCenter:1) Designated as Head SwimmingCoach or Assistant Coach2) Designated coaching certification(ASEP/ISBE/NFHS)3) Designated completion date forthe PES Examination4) Designated completion date forthe Concussion Risk Management Exam (80%24 out of 30) Every two school terms.5) Designated completion date forthe Hate Speech/Harassment Video (Every TwoSchool Terms).6) Coaches who wish to be considered for the Sectional Diving panel must alsoview the required Diving Rules Presentation, benominated by the Head coach on the List ofParticipants and be listed as the Head DivingCoach in their IHSA Schools Center (SchoolAdministrator only).K. A school may enter two contestants ineach individual swimming event and two contestants in the diving event. A school can entera maximum of two (2) participants per event ineach gender for the physical/visual disabilitiesdivision.IV.HOST FINANCIAL ARRANGEMENTSA. Host school shall pay for all localexpenses. Each sectional host will receive aguarantee of 700.00. A financial report mustbe sent by the sectional manager to the IHSAoffice within 10 days following each sectionalmeet. This form can be found in the “HTournament Hosting & ScoreZone” section.B. Neither the State Association nor thelocal meet manager will assume responsibilityfor any other contestant expenses of any kindfor any meet except those expenses specifiedabove.C. Required Digital Ticket AdmissionPrices: Per IHSA Board Policy 22, GoFanDigital Tickets will be the exclusive ticket optionavailable for this sport at the Sectional andState Final levels of the State Series. Any exceptions must be approved by the IHSA office.1. Sectional: 7.00 per child, student or adult and must be purchased throughthe GoFan digital ticketing platform.2. State Final as follows:a. Diving tickets are 15 per dayper child, student or adult and must be purchased through the GoFan digital ticketing platform.b. Swimming tickets must bepurchased as a set (Friday/Saturday ticket) for 30 per child, student or adult and must be purchased through the GoFan digital ticketing platform.Note: When purchasing a sectional orstate final ticket through the GoFan digital ticketing platform, service charges may apply.D. The Sectional meet revenue shallinclude the television and radio rights fees collected by the Sectional manager as provided forin Item IV-E and IX-G.E. Rights Fees for TV and Radio: Seethe IHSA web site (www.ihsa.org) for the feesto be charged by Local Managers and/or theIHSA for television and cable broadcasts andradio originations.—2—V.TOURNAMENT ASSIGNMENTS ANDSEED MEETINGSA. All schools who complete their OnLine School Entry for both the able-bodiedswimming and diving program and the eventsfor students with physical/visual disabilities bythe deadline in the IHSA Girls/Boys StateSwimming and Diving Meet Series will beassigned to compete in one of the sixteen (16)Sectional meets depending on geographicbasis.B. School Sectional Assignments willbe posted on the respective IHSASwimming/Diving Activity Web Page End of September (Girls) and Mid-November (Boys).C. ONLINE ELECTRONIC SECTIONALSEEDING MEETING: Please refer to theSwimming & Diving Manual for Schools forinstructions and the timeline.D. PERMISSABLE CHANGES DURINGTHE ELECTRONIC SECTIONAL SEEDING: Afterthe LOP deadline, changes to names or timeswill not be permissible for neither individualevents nor relays. The only allowable entrychanges prior to 6:00p.m. of the ElectronicSeeding meeting are those that involve circumstances where the school has deemed an athlete ineligible to compete as certified to in writing by a principal or a licensed physician incases of illness or injury. This type of entrychange is only applicable to individual eventsand on a person for person basis. Relay entrychanges are not permissible under any circumstances after the LOP deadline. Other allowablechanges that may be made prior to 6:00p.m. ofthe Electronic Seeding meeting are those thatinvolve misspelling of names or a correction toan athlete’s year in school.E. Individual swimmers who do not havean interscholastic time for the current seasonmust submit a non-interscholastic time forseeding purposes. The principal must providewritten verification of accuracy to the Sectionalmanager, the non-interscholastic time has beenperformed in actual competition during theperiod of July 1, 2021 through the currentGirls/Boys swimming season. These non-interscholastic time verifications from the principalsmust be available for review by competing teamcoaches upon request. If an interscholastictime that has been performed during the current season is available, it must be used forseeding purposes at the Sectional meet. “NoTime” entries shall not be accepted. Schools donot need to submit a time for the competitor(s)it is entering in the Students withPhysical/Visual Disabilities Division.Note 1: All seed times submitted forSectional meet seeding must be recorded tohundredths. Times submitted in tenths shallhave the factor nine (9) added to them for seed-

ing purposes (i.e., 55.1 for a Backstroke seedtime will be changed to 55.19 at the SeedingMeeting.)Note 2: Verified non-interscholastic timesfor relay team entries shall not be “add-up”times.Note 3: A verified leadoff relay time is notan acceptable individual seedtime in the appropriate event.Note 4: Entries will be assigned to heatsand lanes in the swimming events determinedby (1) best times; and, (2) the composite opinion of the head Girls’/Boys swimming coaches.In case of a discrepancy, (2) is to take precedence over (1). Coaches must be prepared topresent evidence (which might include officialmeet results) to support the times submittedfor seeding purposes at the Sectional meet.F. Scratch Meeting: A scratch meetingwith the Sectional Referee and all coaches shallbe held immediately prior to the start of theSectional Swimming and Diving Meet. After thescratch meeting, there shall be no substitutionsor changes in a school’s entries. Only changesrelated to illness or injury will be permitted atthe Sectional Scratch Meeting (see V-G.below), and in individual events only.G. Entry Substitutions: AT THE SECTIONAL MEET - In case of illness or injury, ascertified to in writing by a principal or physician, an entry substitution may be made in anindividual event following the ElectronicSectional Seed Meeting on a person for personbasis only. Additionally, in circumstanceswhere the school has deemed an athlete ineligible to compete as certified to in writing by aprincipal, an entry substitution may be made inan individual event following the ElectronicSectional Seed Meeting on a person for personbasis only. These substitutions must be madeat the Sectional Meet Scratch Meeting (Refereeand all coaches) to be held immediately prior tothe start of the Sectional meet. No contestantshall be permitted to change events in order toact as a substitute.Note: A different swimmer may be substituted in each event in which the injured or illswimmer was entered. All Swimmers/Diversused as substitutes must have been on thisyear’s school team and must be eligible in allrespects.VI.TOURNAMENT STRUCTURE ANDTIME SCHEDULESA. For the Sectional meets, the localmanagers shall hold Electronic Seed Meetingson Wednesday prior to sectionals. Please referto V.-C. for complete instructions.B. SUGGESTED Sectional Meet TimeSchedule: Saturday, November 6, 2021 (Girls)and (Boys-February 19). The host school WILLdetermine when they open the doors for participants and spectators prior to the start of themeet. Sectional Meet Managers will providefinal details prior to the Sectional Meet to theschools assigned to their Sectional Meet.Diving Warm-ups: 7:30 a.m.Diving Prelims, Semifinals, and Finalsstart: 9:00 a.m.Note: The Preliminary, Semifinal and Finalrounds of competition in the Diving event willbe held in the morning session at the Sectionalmeet. Diving awards shall be presented at theconclusion of the diving competition. Bothclasses in the Students with Physical/VisualDisabilities Division will race at the same timeat the sectional meet. In the event, IF more athletes compete than there are lanes, multipleheats shall be conducted.SwimmingPool doors open to contestants/coachesonly for Swimming Warm-ups: 11:30 a.m.;Swimming Finals start: 1:30 p.m.Swimming Order of Events:200-Yard Medley Relay200-Yard Freestyle for Students withPhysical/Visual Disabilities200-Yard Freestyle200-Yard Individual Medley50-Yard Freestyle for Students withPhysical/Visual Disabilities50-Yard Freestyle(15-Minute Break)100-Yard Butterfly100-Yard Freestyle for Students withPhysical/Visual Disabilities100-Yard Freestyle500-Yard Freestyle200-Yard Freestyle Relay(15-Minute Break)100-Yard Backstroke100-Yard Breaststroke for Students withPhysical/Visual Disabilities100-Yard Breaststroke400-Yard Freestyle RelayNote: All Swimming events at the Sectionalmeets shall be conducted on the “Timed Finals”basis. No preliminary or final heats shall beheld.C. State Time ScheduleThe Girls State Final Meet will take placeon November 12-13, 2021, and the Boys StateFinal Meet will take place on February 25-26,2022. A detailed schedule for the state finalmeets will be posted in the Resources sectionof the Girls or Boys Swimming and Diving webpages at least one week prior to the state finalevents.—3—VII. ADVANCEMENT OF WINNERSA. The first-place winners in each individual swimming event and the first-place winners in the diving from each Sectional meetshall advance to the State Final meet and compete in the events in which they qualified.In Addition, any individual or relay team inthe swimming events who equals or surpassesa minimum qualifying time in the Sectionalmeets shall be certified by the meet managerand shall advance to the State Final meet in thequalifying event(s). Legal lead-off leg timesmay not be used to qualify to the State Meet incorresponding individual events.The first-place winners in each individualswimming event for swimmers withphysical/visual disabilities from each Sectionalmeet shall advance to the State Final meet andcompete in the events in which they qualify. Inaddition, any individual who equals or surpasses a minimum qualifying time in the Sectionalmeets shall be certified by the meet managerand shall advance to the State Final in the qualifying event(s). Qualifying times for girls orboys to advance from the sectional to the statefinals in the physical/visual disabilities divisionshall be based on the gender appropriateWASUSA S5/U16/18 standard for ClassificationA and WASUSA S8/U16/18 standard forClassification B.B. State Swim Qualifying Standards:Sectional Qualifying Standards for the Boys andGirls State Finals are determined in the following manner. The Qualifying Standards for eachindividual swimming event will be calculated bydetermining the 30th place time from all sectionals. Then that time will be used to obtain anaverage of the last FIVE years average times ineach event. In relay events the same processwill be implemented but the 24th sectionalplace time will be used to make the calculations. Any time calculated to be slower than theexisting qualifying time would not be used inthat event. The existing time would remain.Using this process, the qualifying standardsare:

No preliminary or final heats will be held.Note: All Sectional times shall be recordedto two decimal places. In the event automatictiming equipment fails, and stopwatches areused for backup timing, times shall be recorded in accordance with Rule 6-1-2.C. In the diving event at the State Final,the sixteen (16) divers with the highest scoresin Rounds 1,2,3,4 and 5 shall qualify for semifinal Rounds 6,7 and 8, the twelve (12) diverswith the highest total score after Round 8 shallqualify for the finals.Note: In the event of a tie for the finalqualifying position in the State Finals (12thplace), all divers tied for 12th place will dive inthe finals. However, as per Item X-B-1 in theseterms and Conditions, all competitors will becompeting for a maximum of 12 medals. Thetop 12 scores at the conclusion of the finalthree dives will receive medals. No additionalmedals for any additional qualifier will beawarded (unless after all dives are completedthere remains a tie for the 12th position).D. In the State Final meet, there shall besix contestants qualifying from preliminariesfor the championship finals and six contestantsqualifying for the consolation finals in theswimming events. In case of a tie for the lastqualifying place, a swim-off should be conducted not later than 45 minutes after the last heat05:00.00of the last event in which any of the swimmersin question has competed during that sessionof the meet.E. In the State Final Meet, winners in theswimming preliminaries shall qualify for thefinals on the basis of preliminary times.Note: All times shall be recorded to twodecimal places. In the event automatic timingequipment fails, and stopwatches are used forbackup timing, times shall be recorded inaccordance with Rule 6-1-2.VIII.TOURNAMENT RULESA. The current Swimming and DivingRules published by the National Federation ofState High School Associations are the officialrules governing the competition in all stateseries meets unless otherwise specifically provided for in these Terms and Conditions or inprinted instructions to meet managers.B. In accordance with IHSA By-laws2.020 and 2.070, every school is required tohave a qualified coach or faculty representativepresent at all times during the sectional meetand be available for assignment as might berequired by the meet manager. If a school doesnot have a qualified coach or faculty representative present at the Sectional site duringwarm-ups or competition, that school’s competitors shall not be permitted to participate.Note: Schools are reminded that only coachesand faculty representatives who meet the provisions of IHSA By-law 2.020 and 2.070 andwho are listed on the School’s On-Line List ofParticipants shall be permitted to serve inthose capacities at the Sectional.C. A school may enter into the IHSASwimming and Diving State Series one relayteam in each relay event. All eligible schoolsare allowed to enter four (4) swimmers andfour (4) alternates (8 names maximum). Any—4—Visual DisabilitiesClass AClass 5:00.0004:30.00school qualifying at least one relay for the statefinals will be issued one (1) additional deckpass for the alternate of the schools choice.This single deck pass is to be issued to theindividual selected by the coach to representthe team as the teams designated relay alternate. The other alternates listed in the schoolsList of Participants at the time of entering theState Series will not be provided deck passes.No alternate listed in the List of Participants willbe provided spectator tickets for any day of thestate final events. As always, any athlete listedas an alternate in a specific relay(s) can beused to swim in that relay. NOTE: For all teams,the IHSA will use the athlete’s names that actually competed at the sectional meet in anyrelay(s) for the purpose of determining quantities of participant’s deck passes and spectatortickets that will be available to qualifying individuals at the state meet.D. In accordance with Rule 3-2-1, anindividual contestant shall be permitted toenter a maximum of four events, no more thantwo of which may be individual events. Beingdesignated as a member of a relay team doesnot count as an entry unless the competitoractually competes in the event.Note: In regard to contestant limitations, theSectional and State Final meets shall be considered to be separate meets.Student-athletes in the physical/visualdisabilities division shall be allowed to swim inup to four individual events in the Sectionalmeet. In the State Championship Meet, an athlete with a physical/visual disability, who qualified in the applicable events through the sectional, shall be guaranteed to swim in at leasttwo events and shall be able to swim in up tofour (4) events as long as there are two (2) athletes with disabilities of any classificationswimming in the third and fourth events.Starts at both the sectional and state finals canbe from the platform, the pool deck, or inwater.

E. The Referee, Starter, Diving Refereeand a Turn/Stroke Judge for the Sectionalmeets shall be appointed by the IHSA Office. Inaddition, the Sectional managers shall appointall other non-paid meet officials and shallappoint a full complement of officials as neededfor a championship meet.F. At the Sectional meets, the panel ofjudges for diving shall be comprised of five (5)persons, The Meet Referee and Starter(assigned by the IHSA Office) and three nominated Diving Coaches from the schools participating in the Sectional meet. Coaches that wishto be considered as Dive Judges are required toview the Diving Rules Presentation found in theIHSA School Center and be nominated by theirHead Swimming Coach.Note 1: Wednesday prior to Sectionals.Deadline to vote for 3 coaches to serve onsectional dive panel from the list of eligiblecoaches must be returned to the SectionalHost by 6:00 p.m. Only coaches from schoolsthat have divers competing in the sectionalcompetition may vote. Only names of coacheswho received credit for the Diving RulesPre

the Six Contest Verification box , schools are verifying that the school's boys or girls inter-scholastic team has participated in six boys or girls interscholastic meets during the current Boys and Girls Swimming & Diving season. This allows teams to compete for team honors (trophy) during the sectional meet in accor-dance with IHSA By-law 3 .
