ABOUT BDSAbout BDS(BEC) in 2015. BMI’s operations were transferred toBMIC in 2017. 2020 was a significant year for BDS asBEC operations were merged with BDS.Who we are?BDS was registered with the number N(PBG) 202under the Company Act No. 17 of 1982 in 2017. BDSwas later re-registered under the Company Act No.07 of 2007 with the registration number of GL28.BDS was also registered as a Non-GovernmentOrganization under Voluntary Social ServicesOrganizations Act No. 31 of 1980 as amended byAct No. 08 of 1998 with the registration numberL-159410 in 2016.Mrs. Berendina Borst, a native of the Netherlandsvisited Sri Lanka in 1982 for the first time. During hervisit to Sri Lanka, she travelled 75 kilometers awayfrom the capital city Colombo to Lower Garagodain Yatiyanthota which is located in Kegalle District.This is where the story of Berendina begins. LowerGaragoda is a small village where the communitywas living in poverty. Most of the villagers wereengaged in unproductive trading and subsistencefarming which was insufficient for them to fulfilltheir basic needs. Mrs. Eva Mudalige, an Englishteacher who was also a resident of the village was adedicated social worker in uplifting the communityfrom poverty just like Mrs. Borst. Occasionally, Mrs.Borst met Mrs. Eva Mudalige and became closefriends. Mrs. Borst partnered with Mrs. Mudalige inher humanitarian response works at Garagoda.Mrs. Berendina Borst founded the trust namedBerendina Stitchting in 1987 at The Netherlands tocontinue her charitable response which she carriedout at Pahala Garagoda. She appointed her bankerMr. Bas Timmermans as the Chairman, and Prof.A.H.M. Santen and Mr. John Smit as Directors.Inevitably Mrs. Boast’s demise occurred in the sameyear.Berendina operated as Berendina Foundation,an International non-governmental organizationregistered with the Ministry of Policy Planningand supported by Berendina Stichting in TheNetherlands, from 1992 to 2005. BerendinaDevelopment Services (Guarantee) Limited (BDS)obtained its local registration in 2005 and in 2007Berendina Microfinance Institute (Guarantee)Limited (BMI) with the long-term goal ofcontributing to poverty alleviation in Sri Lanka.Berendina Micro Investments Company Limited(BMIC) was established in 2014, followed byBerendina Employment Centre (Guarantee) Limited4BDS currently serves the vulnerable marginalizedcommunities in six districts; Anuradhapura,Batticaloa, Kegalle, Nuwara-eliya, Mullaitivu andTrincomalee including both rural and plantationareas.Strategic Plan DevelopmentSince the year 2019 marked the completion ofa three-year strategic cycle, the term of first sixmonths in year 2020 was a preparatory period forthe next strategic cycle. During the period, a seriesof strategic development workshops were conductedand those were presided over by an externalconsultant. Simultaneously, this transition periodwas successfully utilized for staff capacity buildingthrough a cautiously organized chain of trainingsand workshops. While those preliminary tasks wereongoing, initial collection of data and informationwere also being done.Covid-19 ResponseThe plan was to complete the designing of newstrategy within the first bi-annual period and launchthe planned fresh activities onset of the month ofJuly 2020. But Sri Lanka experienced the first wave ofCOVID-19 in March 2020 followed by a second wavein October 2020 while challenging all the scheduledtasks for the year. ABOUT BDSchallenging period for all types of communitiesisland wide and so was our targeting communitiesin BDS working areas. Moreover, it left a pandemichit economy while lifting the financial pressureespecially for the marginalized community who isthe major target group of BDS.Consequently, livelihood assistance was providedfor the affected families in COVID-19 prevalentareas. Especially, the cultivation related livelihoodactivities were assisted through this COVID-19response action. Further, dry rations were distributedwidely to relieve the financially stricken vulnerablecommunities during the dire situation coveringa large population in Berendina working areas.In addition to that, awareness raising regardingthe prevention of community transmission andprovision of safety equipment and hygiene materialswere also carried out as relief work.Persistent CommunityEmpowering ActivitiesThough all the project activities from the previousstrategic plan were not continued during thereporting period, several activities with highimportance were implemented within the periodto assist communities; Economically Inactive Poor(EIP) allowance was continuously provided forthe beneficiaries and several activities like waterprovision in plantation sector and some other areaswere executed.Annual Report 2020 Berendina Development Services (Guarantee) Limited5

ABOUT BDS1. Our Primary Donor – BerendinaStichting, The NetherlandsBerendina Stichting Foundation (BS) was formed inThe Netherlands by Mrs. Borst to continue her workon poverty alleviation charitable work in Sri Lanka.She transferred all her assets to Berendina Stichting in1987. Most of the profits earned from the investmentsin The Netherlands were transferred to Berendina workin Sri Lanka. BS board consists of senior professionalsincluding retired diplomats, development specialists,bankers and lawyers. Presently, there are two directorsin BS board and seven members who are also. Sincethe inception, BDS has received more than 80% of itsfunds from Berendina Stichting.2. Our Associate Company – BerendinaMicro Investments Company LimitedBerendina Micro Investments Company Limited(BMIC) was incorporated in the year 2014 as asister company of Berendina, mainly to surpass thebottlenecks that arose in the fund-raising process.This establishment was relaunched in September2017 as the sole microfinance arm of Berendina. Therationale was three-fold: first, it was in adherence tothe regulatory requirement laid out by the CentralBank of Sri Lanka to standardize microfinance entitiesas public companies and corporate businesses; Second,to broaden the benefits to BMIC clients by placingextra emphasis on the requirement for meaningful‘investments’ ensuring prudent credit investments byborrowers; Third, in order to highlight the positivesense of the phrase ‘micro investments’ where itfocuses on empowering the society as opposed to thenegative connotation associated with ‘microfinance’.BMIC follows a triple bottom line approach, namely,People, Planet & Profit.BMIC remains committed to uplift underprivilegedcommunities through financial inclusion and jobcreation by providing microfinance services as wellas Enterprise Development Services (EDS). Overthe course of the decade, Berendina DevelopmentServices (Guarantee) Limited (BDS) has remained asour principal fund provider. British Council (BC)Berendina Development Services (BDS) partneredwith the British Council in Sri Lanka for theActive Citizens Digital Model to bring significantnumber of youth leaders from local communitiesin five Grama Niladhari Divisions (GNDs); SeethaEliya, Gorandiela, Shanthipura, Meepilimana,and Mihindupura in the Nuwara Eliya DivisionalSecretariat Divisions.3. Ministry of Hill CountryBDS continued to partner with Ministry ofHill Country, New Villages, Infrastructure andCommunity Development during 2020 to improvethe housing facilities & access to safe drinkingwater among plantation community. CHAIRMAN’S MESSAGEEncountering challenges are conventional for ablooming organization like Berendina DevelopmentServices (BDS) since its inception in 2005. Just like thenation had to undergo the unprecedented upheavalCOVID-19 pandemic situation, BDS also confrontedsignificant challenges in its routine operations in 2020due to the pandemic.We, as a well-established organization thrive topromote social justice, diversity, equity and inclusioninside our organization, in the communities weserve, thus ensuring that empowered communitieslead productive and dignified lives in sustainableenvironments with freedom, equality and protectionwhich is the ultimate aim of BDS.12Berendina Development Services (Guarantee) Limited Annual Report 2020

CHAIRMAN’S MESSAGESri Lanka was extremely vulnerable to the spread ofCOVID-19 due to many reasons including severe declinein the tourism industry. The Government of Sri Lankahas implemented strict measures to curb the spread of thedisease, and island-wide travel restrictions and isolationareas haven been imposed. According to the Central Bankof Sri Lanka, reflecting the adverse impacts related to theCOVID-19 pandemic, the GDP at constant market prices(constant prices) contracted by 3.6 per cent, recording Rs.9,530.6 billion in 2020, compared to the growth of 2.3 percent in 2019. The unemployment rate increased to 5.5 percent in 2020 from 4.8 per cent recorded in 2019 primarilydue to the adverse impact of COVID-19 pandemic.The COVID-19 pandemic had an unprecedented impacton the labour market. Especially the pandemic affectedthe deep-rooted work routines and cultures due tothe precautionary and containment measures taken tocombat the spread of the pandemic, which restricted theperformance of work in the usual working environment.Accordingly, work from home (WFH), flexible hours androster systems were adopted on a broad basis. The economyof BDS constituency i.e low income and vulnerable people inrural and plantation areas lost their income due to multipleeffects of the pandemic. BDS supported more than 85,000families by providing financial assistance of over Rs. 100million to recover from livelihood and provision of dry rationpacks to the affected communities including EconomicallyInactive Poor (EIP) families. We also supported the healthworkers by providing Personal Protective Equipment (PPE)and other emerging needs to the Intermediate Care Centers(ICCs) and hospitals to manage the crisis. All these workwas undertaken despite many challenges faced by the staffregarding travel restrictions and prolonged lockdowns.The five-year strategy of BDS ended in the year 2019. Thefirst half of the year 2020 was devoted for the developmentof the next strategy. Pertaining to the developed strategy,BDS is intending to diverge its operations across six districtswhere our associate company is in function as a strategicdirection of cost cutting and better productivity in itsperformance. The new strategy 2021 - 2025 of BDS broughta change in its approach having a significant shift from‘need based’ to a’ right based’ having greater involvementof community mobilization, empowerment, participationand ownership to development interventions. This strategicshift brought the need of changing staff roles. The BDS staffwas capacitated on the new job roles in preparing them forthe implementation of the new strategy.As a part of the Berendina Group’s corporate governanceand financial restructuring process, 75% of BDS stake inBMIC was converted in to class “A” shares, which do notcarry the dividend rights and sold it to Berendina Stichting,the main founder and main donor of Berendina work inSri Lanka. Accordingly, BDS will benefit 100% of dividendrights, ensuring that the profits earned by BMIC will beutilized in Sri Lanka to uplift the living standards of thepoor and vulnerable communities while maintaining a 25%of BMIC legal ownership of BMIC.Amidst the wavering situation, our stupendous partnersand stakeholders have braced us to achieve a step higherthan our expectations. BDS partnered with HSBC, PlanInternational-German, Asia Community Trust, AsiaFoundation, British Council, Ministry of Hill Country andthe TESCO.I thank our founder and main funder, Berendina Stichting(BS) in the Netherlands for upholding us. It is with theimmense effort of the board members of BS, BDS has beendeploying its operations in a effective and a sustainableapproach. He was the Head of MissionQuito, Ecuador from 1994 to 1999. Then he served as theAmbassador of the Royal Embassy of Netherlands in Dakar,Senegal (1999-2005), in Morocco (2008-2012) and in Benin(2012-2015). He holds a Master in International Economicsfrom Erasmus University Rotterdam in The Netherlands.Mr. Jan de Witte has a long record of accomplishments since1970 in International Cooperation in countries in Asia andAfrica, holding management positions in Non-GovernmentOrganisations namely, HIVOS (Humanist Institute forDevelopment Cooperation) and SNV (The NetherlandsDevelopment Organisation). She has served in ExecutiveCapacity in various legal firms in The Netherlands until 2013.She has also served in the supervisory capacity for variousorganisations such as NRG Value Retail Nederland B.V,Royal Imtech N.V, Huidekoper Committee and AmsterdamBar Association. She is the founder of the Clifford ChanceAmsterdam Employment & Pension Law Department.She also co-founded Stone Partners B.V. & active as amediator since 2016. She has managed several disciplinaryinvestigations upon instruction of Boards or SupervisoryBoards of financial institutions, regarding compliance withEU & US sanction rules, amongst others involving dataprotection issues on exchange of personal data with US. Sheheld the supervisory board membership in Amsterdam BarAssociation from 2000 to 2003. She holds a Master in Lawfrom University of Amsterdam, The Netherlands.Drs J.S.C. Faber is a senior professional in Banking andFinance spheres. He was the Director of the PrivateInvestments Division at Van Lanschot Bankiers (1989-2009).He is the Managing Director of Capital at Work since 2009.He has been serving as an Advisor for Berendina Stichtingsince 2012.
