SCHOOL SEGMENT REPORTThe school segment report was designed as a way to review individual school operating budgetsas categorized by educational program and grouped by instructional, administrative, supportservice and facilities costs as described below. The report reflects resources allocated directly inthe schools’ budgets and also projects the resources budgeted at the central office and citywidelevel that are used to support the programs, activities and personnel of the individual schools.A segment report for each school follows this explanation. The segment reports are listed in unitnumber order, however an index is provided in alphabetical order by the school’s abbreviatedname with the associated page number per school.The objective of the report is to present school budgets in a transparent and relevant manner. Weanticipate using the lessons learned from its ongoing development as a guide for furtherimprovements to the transparent allocation and presentation of school resources.School Segment ReportThe rows in the school segment report are categorized by account as follows:InstructionThe budgeted costs in the Instruction segment of the report reflect the resources allocated fordirect instructional and classroom purposes at the schools. This includes the salaries and benefitsof teachers, teaching assistant principals, instructional assistants and aides. Also included are thenon-personnel related costs to support instruction such as textbooks, supplies, educationalservices, etc. The line labeled Allocation of CW Programs includes the projected cost of theinstructional programs budgeted at the citywide level that will be used to support the relatedinstructional programs at the school. The line labeled Allocation of AO Support Servicesincludes the projected cost of the services budgeted at the area offices that will be used to supportthe schools.AdministrationThis section includes costs associated with the administration of the school. This includes thesalaries and benefits of principals, assistant principals and clerical support staff, as well as nonpersonnel costs associated with school office/clerical support. The line labeled Allocation of COSupport Services includes the estimated cost of central office administration to support theschool’s programs, personnel and administrative needs and processes.Support ServicesThis section includes the budgeted costs at the school for security services, food and nutritionservices, transportation services and special education support services. The line labeledAllocation of CW Support Services includes the projected cost of the security, food,transportation and special education support services budgeted at the citywide level that will beused to support related services and programs at the school during the year.Facility SupportThis section includes the costs associated with the maintenance of the school’s facilities, such asengineers, custodial workers, repairs, supplies and other building maintenance needs. The linelabeled Allocation of CW Facility Support includes the projected cost of the facility supportservices budgeted at the citywide level that will be used to support related services at the schoolduring the year.1

The columns in the school segment report are categorized by educational program as follows:General EducationThis column delineates funds budgeted to support the basic instructional program of the school. Itincludes quota teachers, principals, assistant principals, and ancillary staff, and the allocation forgeneral programs, instructional equipment and supplies to be paid for by general funds.Special EducationThis column details funds budgeted to address the needs of students with IndividualizedEducation Programs (IEPs). It includes the local and federally funded programs offered throughthe Office of Special Education and Supports.Supplemental ProgramsDescribed below are categories that sort educational programs based on the services that areprovided to students above and beyond the basic instructional program.Discretionary/Supplementary – Includes the schools’ discretionary funds, specificallySupplemental General State Aid and NCLB Title I building allocations. Also includesgeneral supplemental funds provided to the schools for specific programmatic andstudent needs.Options for Knowledge – Resources allocated to support a variety of educationaloptions such as magnet schools, magnet cluster schools and Gifted and EnrichedAcademic Programs.Bilingual – Funds budgeted to address the needs of eligible students with limited Englishproficiency.Reading and Math – Funds allocated to support the Chicago Reading Initiative and theChicago Math and Science Initiative.After School Programs – Includes all instructional and extracurricular extended dayprograms during the regular school year.Early Childhood – Funds budgeted to support pre-school programs. This includes thestate early childhood grants, Head Start, and NCLB Title I funded early childhoodprograms.Other Programs – All other instructional support programs that do not fall within theaforementioned categories. Examples include Advanced Placement, Summer Programs,IB Programs, and Evening Schools.Demographic InformationThis section provides specific demographic information about the school.The projected enrollment Pre-K and K-12 is the school’s projected enrollment for Septembermonth-end of the 2011-2012 school year for participation in pre-kindergarten programs andenrollment in grades K-12, respectively. The current enrollment is the school’s actual Septembermonth-end enrollment of the 2010-2011 school year for participation in pre-kindergartenprograms and enrollment in grades K-12.2

This section also includes percentages in three areas: (1) the percent poverty based on the NCLBTitle I formula, (2) the percent of students eligible for free and reduced-price lunch, and (3) theestimated percent of students identified for special education services.Finally, this section highlights teacher information at the school. Teachers include all teacherpositions (including assistant principals who teach classes) regardless of funding source, but donot include principals, assistant principals who serve only in an administrative capacity, orcounselors.3
