Welcome to the North Florida South Georgia VA Medical Center PrimaryCare Physician Assistant Postgraduate Residency Program. This PA Residency Programbegan in 2012 after the NF/SG VA Medical Center was one of 6 sites selected nationallyto establish a pilot residency training program in Primary Care adult medicine. Thisprogram is a postgraduate education program designed to facilitate the professionalgrowth of Physician Assistants, with emphasis on recent Physician Assistant graduates.The residency is designed to mentor the skills required by a Primary Care PhysicianAssistant. It strives to enhance the clinical knowledge and skills of the Physician Assistantprovider to aptly care for the typical, complex patient in a VA primary care setting. TheResidency Program will also instruct the PA Resident on the VA Primary Care deliveryconcept of the Patient Aligned Care Teams or PACTs through clinical experience. The PA Residency Program hopes toincrease the availability of providers that can assist in the care of Veterans within thePatient Aligned Care Teams. The Residency program is designed as a one year (12month) course of study integrating clinical experiences as well as didactic learning. Allof the clinical rotations are within the NF/SG Malcom Randall VAMC (unless a VA CBOCor another site is mutually agreed upon by the PA Resident and the Program Director).Mission Statement: The mission of the NFSG Veteran Affairs Primary CarePostgraduate Physician Assistant Residency Program is to recruit and train highlyqualified graduate physician assistants to provide high-quality, safe and efficient careto patients within the Veterans Affairs system to enter the field of primary care asexemplary providers with deep broad evidence-based knowledge about commondisease processes which are seen in veteran patients.Description: The North Florida South Georgia Veterans Health System endeavors toprovide an atmosphere conductive to the education of future primary care physicianassistants (PAs). The residency also stresses the importance of commitment to selfdirected, life-long learning. The resident will be a PA who understands the limits of his orher own abilities and knowledge, and who knows when to seek advice andconsultation. PAs that complete the residency will be competent to provide effective,quality health care to their patients with direct and indirect supervision.Program Purpose: The North Florida South Georgia VA Medical Center PrimaryCare PA Residency Program builds upon graduate Physician Assistant education tocontribute to the development of physician assistants responsible for providing adultprimary care medicine to veteran patients with a wide range of conditions.Program Objectives:1. Integrate quality, efficiency, and cost effectiveness while supporting awareness ofthe complex health care delivery system.5. Provide physician assistant residents with depth, breadth, volume, and intensity ofclinical training necessary to serve as primary care providers in the VA.6. Train physician assistant residents in a model of Veteran-centric care that iscompassionate, valued, and effective in promoting health and preventing illness.Program Goals:Goals of the North Florida South Georgia VA Primary Care Postgraduate PhysicianAssistant Residency Program are derived from and modeled after the Principles ofPatient Centered Medical Home Model (PCMH) which is a patient-driven, team-basedapproach that delivers efficient, comprehensive and continuous care through activecommunication and coordination of healthcare services. The Veterans HealthAdministration desires to remain at the forefront of health care delivery and thus hasdeveloped initiatives to integrate key components of Patient Centered Medical Homeinto care provided to the Veteran Patient, called the Patient Aligned Care Team orPACT. The Primary Care Postgraduate PA Residency Program aims to integrate PACTprinciples into its curriculum to aid in a seamless transformation of VHA Primary Care tothe PACT Model.Graduates of the North Florida South Georgia VA Primary Care Postgraduate PhysicianAssistant Residency Program will be able to:1) Act as the Primary Care Provider within the Veterans Health Administration (VHA)Patient Aligned Care Team (PACT) Design.2) Work as a member of the PACT interdisciplinary team which includes the Veteranpatient, RN care manager, clinical and administrative staff as well as other clinicalservices (specialists) necessary to meet the health goals and needs of the VeteranPatient.3) Provide comprehensive care to the veteran patient by using education, preventivecare services, lifestyle coaching, appropriate consultation, and early detectionscreenings to deliver whole person oriented care.4) Focus on the veteran patient as a person rather than a condition or disease entity inorder to establish a partnership with the veteran patient, their families and/or caregiversto ensure that the veteran patient’s wants, needs and preferences are respected andat the hub of decision-making.5) Direct the members of the PACT team in its responsibility for delivering all of theveteran patient’s health care needs and for appropriately arranging care with otherqualified professionals when necessary.8 Page

Duty hours vary basedon clinical rotation.Providing Physician Assistant Residents with a sound academic and clinical educationmust be carefully planned and balanced to ensure patient safety and trainee wellbeing. The residency program must ensure that the learning objectives of the programare not compromised by excessive reliance on trainees to fulfill serviceobligations. Didactic and clinical education must have priority in the allotment oftrainees’ time and energies. This institution is committed to the promotion of aneducational environment, support of the physical and emotional well-being of itsgraduate physician assistants and the facilitation of high quality patient care.The Primary Care PA Residency Program is coordinated such that the programcomplies with the ACGME 2015 Approved Duty Hours Standards (currently in effect)and Specialty-Specific Duty Hours Definitions, as published by the Accreditation Councilfor Graduate Medical Education (ACGME) (www.acgme.org).a. Most of the clinical rotations are outpatient experiences and do not require callhours.b. The Emergency Medicine rotation may require scheduling of shifts during “off”business hours i.e. not during 8AM – 5PM, unless in the urgent care clinic.c. PA Residents will have a primary care continuity clinic every Tuesday located onthe first floor PACT Clinic for the entire duration of the program.d. Residents are expected to work the schedule set by preceptor and/or programdirector which may consist of days, evenings, nights, weekends and holidays.**There are no overnight in-house or at home call duties for this residency programat this time**Resident Leave(annual and sick)a) Department of Veterans Affairs Time Away from Work (VA Observed holidays listedhere): http://www.va.gov/jobs/job benefits/time away.aspb) As PA trainees within the VA, PA Residents will accrue annual leave (AL) at the rateof 4 hours for each full biweekly pay period and sick leave (SL) at the rate of 4 hours foreach full biweekly pay period, therefore 13 days of AL and 13 days of SL for the year.Residents may take annual leave for personal reasons i.e. already scheduledvacations, etc. or sick leave for medical appointments, illnesses or to care for sick familymembers, however consideration should be made as to not miss a significant amountof time away from respective clinical rotations. PA Residents should notify both theprogram director and clinical preceptor of sick days and/or vacation days. PAResidents should discuss with their clinical preceptor making up sick and/or vacationdays during didactic time if possible.
