Executive SummaryAll residents and visitors in Broward County benefit from public health programs every day.While our food and water is safer, our air is cleaner, more children are immunized fromdisease and newborns have better survival rates; the incidence of HIV and AIDS, andSexually Transmitted Diseases remain high in our community, and too many residents areafflicted with preventable chronic diseases such as diabetes and hypertension.The focus of the Florida Department of Health in Broward County is as old as the concept ofcommunity public health. Our employees work together in the spirit of public service toprevent and resolve the significant health concerns that impact the community.There are many challenges facing the Florida Department of Health in Broward County, thestate and the nation. These challenges include an aging population, emerging infectious anddrug-resistant diseases and the threat of bioterrorism, to name a few. With these challengesis the reality that the Florida Department of Health in Broward County cannot provide all theneeded public health services to all people of the county. The following goalsset by the Department of Health are stillunder review by the State Health Office(SHO).1. Prevent and Treat InfectiousDiseases of Public HealthSignificanceA major part of the Florida Department ofHealth’s mission to protect and promote thehealth of all residents and visitors in thestate is control and prevention ofcommunicable diseases. Disease Controlactivities focus on prevention, gation, public education, training ofhealthcare professionals, targeted testing,technical assistance, expert consultations,and immunization services. Several factorsinfluencetheneedforimprovedcollaborative work and integration ofprevention services especially amongHIV/AIDS, hepatitis, STD, and TBprograms.Among these are theinteractions between concurrent infections,risk behaviors, and the cumulative effectsof multiple diseases and health inequitiesaffecting at-risk populations.2. Provide Access to Care for Childrenwith Special Health Care NeedsChildren with special health care needs andtheir families are a part of every community,and their numbers are increasing.Advances in medical technology during thepast twenty years now enable children withcomplex medical conditions to be cared forat home and to survive into adulthood.Timely identification and treatment ofchildren with or at risk of chronic illness ordevelopmentaldelaypresentsanincreasing challenge to health, socialservices, education, and communityorganizations. Children’s Medical Servicesmust continue to develop and refinecomprehensive,community-based,culturally competent, quality health caredelivery systems to ensure the health andwelfare of our future citizens.3. Ensure Florida’s Health and MedicalSystem Achieves and MaintainsNational Preparedness CapabilitiesFlorida faces many threats with thepotential for negative health consequences,including disease outbreaks, naturaldisasters, and terrorist attacks. The Bureauof Preparedness and Response (BPR) roleis to protect the public health and safety ofFlorida’s residents and visitors byminimizing loss of life, injury and illnessfrom natural and manmade disasters.BPR recognizes that preparing for andresponding to these threats requires thecommitment of and cooperation among allsegments of the health care system and thepublic.7

Improve Access to Basic FamilyHealth Care ServicesA critical public health function is to assureaccess to basic family health care servicesfor families and individuals who havedifficulty obtaining this care from the privatesector. The provision of routine screeningsand check-ups, maternal and child healthcare, and the treatment of minor conditionsbefore they progress to major problems isvery cost effective.As such, thedepartment will continue to serve as aprimary care safety net provider over thenext five years.5. Prevent Diseases of EnvironmentalOriginThe Florida Department of Health works toprevent disease of environmental origin byassuring safe food and water, controllingdiseases from animals and vectors andpromoting safe and healthy places. Thedepartment works collaboratively with itslocal county health departments to deliveressential environmental health services.Environmental health activities focus onprevention, preparedness, and educationand are implemented through routinemonitoring, education, surveillance andsampling of facilities and conditions thatmay contribute to the occurrence ortransmission of disease.6. Prevent and Reduce Tobacco UseTobacco use is the leading cause ofpreventable death, disability and disease inour society.Tobacco prevention andcessation programs are designed to reducepremature death and disability, and reducehealth care costs through public healthevidence-based interventions at both thestate and local levels. The Bureau ofTobacco Prevention Program is outlined inChapter 381.84, F.S., and required to followthe 1999 (now updated to 2007) Centers forDisease Control and Prevention’s BestPractices for Tobacco Control Programs.Program interventions are evidence-basedand focused on achieving the HealthyPeople 2020 Objectives.7. Ensure Health Care Practitionersmeet Relevant Standards ofKnowledge and CareThe Florida Department of Health, throughits Division of Medical Quality Assurance(MQA), determines that health carepractitioners meet minimum competencyrequirements. The division, in conjunctionwith 2 boards and 6 councils, is responsiblefor regulatory activities of 200-plus licensetypes in 43 health care professions and 34types of facilities.MQA’s three corebusiness processes are the licensure andenforcement of laws and rules governingFlorida’s 1,049,406 health care practitionersand facilities, as well as providinginformation and data.8. Enhance and Improve EmergencyMedical SystemsThe department has primary tion of all matters involvingemergency medical services within thestate of Florida. The department regulatesemergency medical technicians (EMTs),paramedics, EMS training programs,air/ground ambulance services and theirvehicles, EMS grant distribution, EMS datacollection, EMS communications, nt updates the Florida EMS StatePlan (biennially) that provides newstrategies to improve the state’s EMSsystem.Emergency medical servicesenables every Florida resident and visitor toreceive the highest quality emergencymedical care in a prompt and effectivemanner9. Increase the Availability of HealthCare in Underserved AreasThe Department of Health works toincrease access to health care in themedically underserved areas of Florida.The Goals are to support partners byaddressinghealthcarepractitionershortages, supporting providers who arelocated in underserved areas, achievingeconomies of scale, promoting the use ofshared resources, encouraging coordinatedplanning,andthoroughprogrammonitoring. In addition to providing health8

servicesthroughcountyhealthdepartments, the department works withthe private sector to sustain and improveexisting services and increase access tocare. 10. Process Medical DisabilityDeterminationsThe Division of Disability Determinationsprovides fair, consistent and timelyentitlement decisions to Florida citizensapplying for benefits under the SocialSecurity Act (Title II and Title XVI) and thestate’sMedicallyNeedyprogram(administered by the Department ofChildren and Families). Even in the face ofcontinued growth in receipts (16.2 %increase this past fiscal year) and majortechnological changes, the division cleared28% of the region’s caseload and 7.2% ofthe national workload.
