This is our fourthaward, and while our rank has droppedover the years, making the list at all is atelltale sign that SHINE is still in a strongoverall growth pattern. Thisannouncement, along with our recentcontract wins, brings me to my nextpoint—our current push to become aprime contractor on more awards.As you know, we recently secured a GSAMultiple Award Schedule 00CORP forProfessional Services, and we are alsoawaiting the final sign off on a new GSABlanket Purchasing Agreement with aFederal agency. We will act as a primecontractor on this most recent award,along with many of the opportunitiesbeing pursued within our pipeline. Vyingfor and winning more prime Task Ordersand Requests For Quotes comes with anew set of Federal requirements in orderfor us to be competitive.Last month, we detailed one of theserequirements—our upcoming migrationfrom Deltek GCS to Deltek Costpoint.Another new requirement that we willbe focusing on this coming year is thecreation of a Purchasing Departmentwithin SHINE. For many prime contracts,contractors need to meet strict Federalguidelines for the purchasing of anyequipment, service, and supplies neededto fulfill prime contract obligations.This month, we’d like to take a moment toexplain this new department in a featurestory on page 4, along with anotherfeature story on our overall growth for thepast four years and our history of awardswith Inc. My favorite part ofcontracting is contract negotiations. The most challenging is the Federal AcquisitionRegulation—it’s a moving document and changes daily, so trying to keep up withcontract regulations will definitely keep you on your toes.What are you most grateful for in your professional life? FIS also operates offices in theOPM Theodore Roosevelt Building(TRB) in Washington, DC, and at thePersonnel Investigations Center (PIC)in Ft. Meade, Maryland.OPM’s website provides informationfor Federal applicants, employees,contractors, and military, as well aspolicies, notices, and tools to assist agency human resource and security offices.Federal Investigations Notices (FINs) are posted to this website to provide timelycommunication from FIS to Federal agencies.Preparing to Request an Investigation: Determining Position DesignationInvestigation type, standard form type, and additional documents OPM requires toconduct an investigation, stem from position designation. The position designation isderived from the designation of a position’s assessed risk and national securitysensitivity. Correct position designation is essential to the standardization of theinvestigation request process and reciprocity. The Position Designation System andAutomated Tool are available on the OPM website.Using a position description and the hardcopy Position Designation System orAutomated Tool will provide you with the investigation type and form type neededfor that specific position. SHINE Special FeaturesGoing Prime Part II: SHINE to Create New Purchasing DepartmentThe GoalOne of the driving forces for establishing a Purchasing Department at this time is to prepare SHINE to take on the role of a primecontractor in the Federal Government marketspace. As a prime, SHINE will be required to purchase equipment, hardware, software,and supplies on behalf of the government. To be an authorized purchasing agent, we will need to be fully compliant with the Federalgovernment’s acquisition policies, processes, and procedures. Other advantages to centralizing SHINE’s purchasing functions includebeing able to take advantage of volume discounts, monitor against fraud and waste, and better match purchases against establishedbudgets, which will ultimately make SHINE more competitive in our markets.ResponsibilitiesThe Purchasing Department will function as the authorized government purchasing agent for allof our prime contractor government purchases. They will establish the policies, processes, andprocedures for the department, and they will negotiate and establish the pre-approved (preferred)vendor list. When they receive a purchase request (PR) within SHINE, they will be responsible forissuing a purchase order (PO) to multiple vendors/suppliers in order to secure the purchase thatmeets all of the desired requirements at the best possible price. They will work with the SHINEFinance Team to verify and validate all purchases made and subsequent payments.Structure and TimelineInitially, two SHINE employees, Ms. Denise Sherfey and Ms. Karen Bolen, will develop the infrastructure for a manual PurchasingDepartment. Once we have fully migrated to the Deltek Costpoint accounting system, they will be instrumental in defining therequirements for an automated Purchasing System that will be tightly coupled with Costpoint.We are striving to have the Purchasing Department fully engaged by the end of the year and are already doing some selectivepurchases to test out the purchasing processes and procedures. The end game is to ultimately have a Defense Contract Audit Agency(DCAA) approved Purchasing System to complement our DCAA approved Accounting System.SHINE Celebrates Four Years on Inc. Magazine’s Fastest Growing Companies ListsSHINE first made the Inc. 500 list back in 2013 when the magazine ranked us as the 307th fastest growing company in America. Andevery year since, we’ve continued to grow, albeit at a slower rate than when we started, but still at a rate fast enough to keep us onthe list—for four years running.In 2014 we came in at 501, in 2015 at 1761, and today in 2016 at 4068. Yes, it may appear thatgoing down in the ranks is a bad thing, but we all need to remember that the Inc. 5000 is a listof growing companies. So, although our rank dropped this year, SHINE still grew by 70% overthe last three years, an accomplishment of which we should all continue to be proud.A Brief History of Inc.
