El Camino College Fire Academy FacilityandStudent EnrollmentIssues: 1. Proposed rebuild of ECC Fire Academy sitewith new classrooms and structures. Demo ofold structures. Relocate on property to nonearthquake ground fault location on 1.3 acreproperty. Budget has been allocated. This very small property became a FireAcademy in 1972. It was too small then and itis much too small for sufficient training now.

El Camino College Fire Academy FacilityIssues: 2. Would it be better to relocate ECCFire Academy to another locationcloser to the college and sell theexisting property, which would:

El Camino College Fire Academy Facility Allow our Fire Academy Program to expand to theneeds of the community/fire agencies. Since we would need to demo the existing propertyand start over, instead place that money toward a newlarger facility more suited to a Fire Academy (currentlocation is in a very cramped site which thesurrounding area will probably be redeveloped due tothe LA Rams Stadium building and expansion). Save the wasted costs of demolition of currentproperty and engineering constraints. Lease (long term) or Purchase a suitable propertyfrom a city, school district, or governmental agency tosolve their needs for a regional training facility.

El Camino College Fire Academy FacilityOne Possible Solution: Recover the funds from the sale of theexisting Fire Academy property inInglewood back to ECC for other neededprojects. Build out the lease or purchase propertyto accommodate the needs of multipleprograms with budgeted funds. (Ifclassrooms do not already exist).

El Camino College Fire Academy Facility Open up classroom space in the Industry andTechnology Education Center to allow expansionof needed classes, labs, and other student FTESbuilding programs to help improve the currentproblems, by possibly relocating:a. EMT Classes to the Fire Training Facilityb. Relocation of all A.J Academies(832, L-II, L-III)c. Relocation of Police Explorer Academiesd. Relocation of other Fire Program classesas prudent and reasonablee. Active Shooter and other training moved tothis off campus less disruptive location

El Camino College Fire Academy FacilityAdditional Issues: 1. There is a critical need for a regional firetraining facility in the South Bay. Fire Chief’s inthe South Bay support a regional trainingfacility. The need is for continued professionaland State Fire Marshal mandated trainingneeded for their personnel.*Expand ECC FTES.

El Camino College Fire Academy FacilityExamples of Fire Academy ExpansionTraining Needed:."Vehicle Extrication"and "Trench Rescue".These are 24 hour StateFire Marshal coursesthat the South Bay FireChief's have asked us toinclude in the FireAcademy curriculum

State Fire Marshal Courses which could betaught at ECC FTEC 40A - Command 1A FTEC 40B - Command 1B FTEC 80A - Instructor 1A FTEC 80B - Instructor 1B FTEC 80C - Instructor 1C FTEC 100 - Management 1 FTEC 110A - Inspector 1A FTEC 113A - Driver/Operator 1A FTEC 113B - Driver/Operator 1B FTEC 000 - Vehicle Extrication*** FTEC 001 - Trench Rescue Technician***

El Camino College Fire Academy FacilityAdditional Issues: 2. There is a serious need for a regional lawenforcement training facility in the South Bay for police, sheriffs, Homeland Security, Federal Agents, and otherlaw enforcement professionals for state mandated“Advanced Officer” in-service continuous training andmaintaining of perishable skills.(*Expand ECC FTES.) Most geographical areas like ours have RegionalTraining Centers for required (college sponsored andenrolled) Advanced Officer Training required by CAPeace Officers Standards and Training (POST). Many ofour local personnel go to O.C.(*Where they capture substantial FTES)

Santa Ana College-Orange County Sheriff’s Dept.Participants of the CJA Program:

El Camino College Fire Academy FacilityPossible Solutions:Create the:“El Camino College Regional PublicSafety Training Facility” Classrooms, training areas and facilities, andspace to accommodate multiple Fire AcademyPrograms concurrently, our current policeacademy programs (Level 2, Level 3, PC 832,Explorer Academy, and others), EMT Program, and other Public Safety Training including inservice needed Fire Marshal and Police POST.mandated training, and ECC staff “activeshooter” and “safety” training. (*Expand ECC FTES.)

El Camino College Fire Academy FacilityPossible Solutions:1. Sell the current too-small 1.3 acre property as is. No demo expense. No rebuild on an earthquake fault site. No rebuild on a site which is too-small to sustainanywhere near the capacity or function needed forour ECC Fire Academy Program. (1.3 acres) Move Fire Academy closer to campus. Ensure adequate parking. Integrate multiple Public Safety Programs at one site.(Fire, Law Enforcement, Homeland Security, EMT,and more).

El Camino College Fire Academy FacilityPossible Solutions: 2. Redirect valuable funds budgeted for currentdevelopment of a new facility and move from thecrowed traffic, burglary issues, completely inadequateparking, and too tight conditions of distant downtownInglewood and future Rams Stadium trafficcongestion to a new long term facility. 3. Avoid being pushed out of downtown Inglewood asarea develops due to Rams Stadium. A Fire Academymay become an welcomed neighbor.

El Camino College Fire Academy FacilityPossible Solutions: 4. Avoid possible issues of losing utility of theproperty for Fire Academy needs, and/oreminent domain issues as redevelopmentencroaches. (Hotels, transportation, etc. Currentdevelopment in Inglewood due to 80,000 sq.ft. Rams Stadium development includes800,000 sq. ft. of new retail, 700,000 sq. ft.of new office space, and 2500 new housingunits, along with the under constructionnearby rail line and station.)
