SOUTHERN ILLINOIS UNIVERSITY SYSTEMThe Southern Illinois University (SIU) System is comprisedof two sister institutions: SIU Edwardsville, with a Schoolof Dental Medicine in Alton and the SIUE East St. LouisHigher Education Campus in East St. Louis, and SIUCarbondale, with a School of Law in Carbondale and aSchool of Medicine in Springfield.With a budget of over 930 million, the SIUSystem employs more than 7,000 faculty, staff andadministrators who serve more than 24,000 students. SOUTHERN ILLINOIS UNIVERSITY EDWARDSVILLESouthern Illinois University Edwardsville (SIUE) tracesits origin to a recommendation made in 1956 by theSouthwest Illinois Council for Higher Education. Thecouncil was convinced that higher education facilitieswere needed in the Metro East. They hired consultantswhose reports documented that need, and they appealedto Southern Illinois University (SIU), 100 miles south, toestablish satellite campuses.In 1957, SIU opened two “residence centers” in Altonand East St. Louis. The University expected to enroll 800students, but actual enrollment reached 1,776. By 1959,the number of students had more than doubled to 3,800,greatly exceeding the capabilities of the physical facilities.This burgeoning population demanded services fasterthan the University could develop and supply them.A planning team investigated sites in the Metro Eastcounties and selected one just south of Edwardsville.In 1960, the Illinois legislature authorized a bond issuefor construction of a new state university campus. Voterapproval came in November 1960. After nearly threeyears of planning, University officials and area residentsattended ground-breaking ceremonies for the firstpermanent buildings.In the fall of 1965, SIUE moved onto its new campusjust 25 miles from St. Louis—2,660 acres of rolling landand woods dotted with lakes along bluffs flanking theMississippi River. Much of the land still retains itsnatural shape.Emphasizing teaching, research and public serviceprograms, SIUE is a fully accredited comprehensiveuniversity with more than 13,000 enrolled students.After being classified as a master’s-large institutionfor most of its history, SIUE was reclassified inJanuary 2019 by The Carnegie Commission on HigherEducation to the newly created doctoral/professionaluniversities category. The University is proud tobe ranked by Washington Monthly among the topdoctoral universities in the nation.The City of Edwardsville is ranked among the nation’stop 15 safest college towns by Safewise in its 2020Safest College Towns list. Visit us onTwitter and Instagram to learn more about ourstudents’ successes.School of EngineeringCem Karacal, DeanThe School of Engineering offers eight undergraduateand five graduate programs, as well as two collaborativePhD programs with SIUC, making it one of the mostcomprehensive and largest engineering schools inthe region. The School prepares students to meetthe growing needs in our region and nation for moreengineers, computer scientists and constructionmanagers. The engineering, information technology andconstruction companies in the St. Louis metropolitanregion provide exciting, challenging and high incomejobs, internships and cooperative opportunities to ourstudents. More than 60% of our graduates have takenpositions in the St. Louis metropolitan region. Studentsare not only educated in the classroom and laboratory,but also through undergraduate research projects andstudent organizations that participate in collegiatecontests, such as the formula race car, solar car, miniBaja, robotics, steel bridge, concrete canoe and many more.

The School partners withhundreds of healthcare agencies in central andsouthern Illinois and the St. Louis region to providestudents with quality clinical practicum sites. Studentsalso practice required nursing skills in the School’sSimulated Learning Center to promote critical thinkingand safe care before encountering patients in actualclinical settings. Graduate programs include master’sdegrees in healthcare and nursing administration,and nurse educator; a post-master’s doctor of nursingpractice (DNP) degree; and a post-baccalaureate DNPwith specializations in nurse anesthesia, family nursepractitioner, and psychiatric mental health.School of PharmacyMark Luer, DeanThe School of Pharmacy, the only pharmacy program insouthern Illinois, offers a professional program leadingto the Doctor of Pharmacy (PharmD) and Master ofScience in pharmaceutical sciences. A cooperative PhDprogram in pharmacology and neuroscience is offeredwith the SIU School of Medicine. Established in 2005, theSchool graduated its first class in May 2009 and is fullyaccredited by the Accreditation Council for PharmacyEducation. Our graduates enter a wide variety ofprofessional settings, including community pharmacies,hospitals, the pharmaceutical industry and academia.SIUE pharmacy students work alongside other healthprofessionals. This team approach allows healthcareprofessionals to optimize drug therapy and offer thehighest quality of patient care.School of Dental MedicineBruce Rotter, DeanThe Southern Illinois University School of Dental Medicineis proud of its established tradition of graduating highlyprepared general practitioners of dental medicine. Since1972, the School has continued to carry out its mission toimprove the oral health of southern Illinois and the regionthrough education, patient care, scholarship and service.Through the care provided at the University’s main clinicin Alton and the community clinics in East St. Louis andEdwardsville, as well as through its community outreachprograms, the School serves as a vital oral healthcareprovider for residents of southern and central Illinois, andthe St. Louis metropolitan region.Library and Information ServicesLis Pankl, DeanLibrary and Information Services provides informationresources and technology for teaching, learning andscholarship. Information resources are available inall formats with a strong preference given to digitalcollections, which are heavily accessed by users. LovejoyLibrary is a member of CARLI (Consortium of Academicand Research Libraries in Illinois) which provides SIUEusers full access to the holdings of the 130 CARLIlibraries that share a catalog of millions of item records.Along with access to OCLC’s WorldCat, with more thantwo billion items held by participating libraries, LovejoyLibrary opens the world to SIUE users. Library resourcesare available through social media, its mobile website,3D scanning and printing, and traditional methods. Asin all successful 21st century academic libraries, libraryfaculty are subject specialists who provide informationliteracy and technology instruction. They assist SIUEfaculty in identifying and selecting open access materials,publishing research locally, and curating collections in ourinstitutional repository, known as SPARK.Graduate SchoolJerry Weinberg, DeanThe National Science Foundation lists SIUE among thetop five doctoral/professional institutions in the U.S. interms of research and development expenditures. TheSIUE Graduate School offers more than 100 areas ofstudy with master’s, post-baccalaureate certificates anddoctoral degrees in a variety of disciplines. Studentsprepare for the challenges of their professions in a rich,intellectual learning environment emphasizing researchand practice.7

HISTORY OF ACADEMIC REGALIAThe pageantry of the academic procession is used formany of the formal and significant events at SIUE.square to symbolize a book. A different style, called theCambridge cap, resembles a large beret.Inherited from the medieval universities of the 11th and12th centuries when woolen gowns and hoods wereworn by scholars for warmth in unheated quarters, thewearing of academic vestments and the procession werenot adopted throughout the United States until the late19th century.The use of a dark hood in academic processions isthought to have arisen from the clerical practice ofwearing a cap or mantle in religious processions duringthe 12th and 13th centuries, when universities arosefrom cathedral schools.Academic life in the Middle Ages began first in thechurch, then in the guilds. The teaching guild was theguild of the master of arts, where the bachelor was theapprentice of the master and the dress was the outwardsign of privilege and responsibility, designed to distinguishthe wearer from the merchants and other townsmen.Principal features of academic dress are the gown, capand hood. Both Cambridge and Oxford Universities,since the 15th century, have made academic dress amatter of university control, even to its minor details, andhave repeatedly published revised regulations. Americanuniversities agreed on a definite system in 1894. In1932, the American Council on Education presented arevised code which, for the most part, governs the styleof academic dress today.Traditionally, gowns are also black. In recent years,however, a number of universities have adopted otherhues which signify the school’s traditional colors, such ascrimson for Harvard, blue for Yale.The bachelor’s gown is a yoked, closed-front garmentwith long, pointed sleeves. The master’s has long, closedsleeves slit just above the elbow, permitting the forearmsto protrude. The doctor’s has full, bell-shaped sleeves andis trimmed with velvet panels down the front, and threevelvet bars on each sleeve. The color of the panels andsleeves varies to indicate the doctoral field.The academic hoods, worn around the neck and downthe back of the gown, are lined with the official colorsof the college or university conferring the degree. COMMENCEMENT AT SIUEMaceThe SIUE ceremonial mace was created in 1981 by thelate Michael E. Mason. He earned both a Bachelor ofArts and Master of Fine Arts from SIUE and served ascurator of the University Museum. At that time, thepresident of SIUE (the position now called chancellor),Earl Lazerson, instituted traditional, formal regaliafor use on significant ceremonial occasions. In 2005,Chancellor Vaughn Vandegrift restored the tradition ofthe mace at all commencement and other academicceremonies. A stand was subsequently constructed and,in recognition of the values of the University, engravedbrass plaques were added to the ceremonial mace withthe words Citizenship, Excellence, Inclusion, Integrity andWisdom.International FlagsThe flags flown at commencement represent the homenations of all SIUE students. Nearly 400 internationalstudents from 62 nations currently attend SIUE.International students contribute to the University’sdiverse learning environment by sharing their uniquecultures and introducing new perspectives to SIUE.Chancellor’s MedallionThe Chancellor’s Chain of Office is a symbol of theguidance and inspiration of current University leadershipbuilding on the achievements of the past. It is a reminderof our accomplishmments, as well as the challengesand opportunities to come. The medallion of the chainhas the mark of the University surrounded in laurels,a time-honored symbol of education. The chain bearsChancellor Pembrook’s name and the names of pastleaders of SIUE.Granting of DegreesCandidates for degrees listed in this commencementprogram are those who completed degree requirementsor who, at the time of publication, were reasonablycertain of completing degree requirements. Inclusion inthis publication may not be construed as documentationof completion of degree requirements. Certification ofthe conferral of a degree is by receipt of a diploma orofficial transcript noting degree completion.Beautifully situated on 2,660 acres, SIUE offers easy access to professional and culturalopportunities in metropolitan St. Louis, located just 25 miles from campus.9

DISTINGUISHED SERVICE AWARD: DONNA RICHTERFor more than 40 years, Southern Illinois Builders Association (SIBA) CEO Donna Richter has beendedicated to the betterment of the construction industry in southern Illinois. For this work and herongoing partnership with SIUE, Richter is the 2021 recipient of the University’s DistinguishedService Award.Over the course of her career, Richter has developed a strong partnership with SIUE and itsSchool of Engineering. She has created numerous opportunities for students in the Department ofConstruction by funding scholarships, sharing industry connections and supportingadvancement initiatives.Richter began
