FEDERAL PROCUREMENT DATA SYSTEMFOREWARDPublic Law 93-400 requires that the Office of Management and Budget(OMB),Office of Federal Procurement Policy (OFPP), “ establish asystem for collecting, developing, and disseminating the procurement datawhich takes into account the needs of the Congress, the executive branch,and the public sector. Under the guidance of OFPP, design of the FederalProcurement Data System (FPDS) was completed in early 1978 and datacollection began October 1, 1978. The Federal Procurement Data Center(FPDC) was established to operate the system. The Center provides acentral point to respond to the requirements of the legislative, executive,and judicial branches of the Government as well as the private sector.The Federal Procurement Data Center produces reports which examinevarious aspects and impacts of the Federal acquisition process. The datacan be used for geographical analysis, market analysis, and analysis ofthe impact of congressional and presidential initiatives in socio-economicareas such as small business. The data is also a reliable basis formeasuring and assessing the impact of Federal acquisition policy andmanagement improvement.Basic acquisition data will be published each fiscal year in the FederalProcurement Report. Special reports to meet specific data requirementscan be produced on demand. Data on each procurement action of fiscalyear 2001 is available on CD-ROM.This report was prepared in the Federal Procurement Data Center byGrafton Biglow, Chief of the Customer Liaison Branch. FEDERAL PROCUREMENT DATA SYSTEMHIGHLIGHTSThe FPDS Federal Procurement Report is published annually, andcontains “snapshot” statistics on the procurement activities of over 60agencies. The figures in this report are only as accurate, timely andcomplete as the data provided by the reporting agencies to the FPDC.All dollars are in thousands except for the dollars in the Credit Card reportand the per capita procurement displayed at the top of each StateSnapshot. Due to rounding, dollars on the charts may not equal theTOTAL DOLLAR figure, and percentages may not total 100 percent.The FPDS Federal Procurement Report is current as of the date ofissuance and all order reports are obsolete, therefore, the FPDC will notmaintain prior issuances for either distribution or for reference.The “Federal Labor Relations Authority” did not report in fiscal year 2001and is not displayed in this report. The FPDS Reporting Manual states thatagencies shall not report actions using predominantly non-appropriatedfunds. The “Tennessee Valley Authority” operates with predominantly nonappropriated funds and has decided to stop reporting into the FPDS.The Report on Annual Procurement Preference Goaling Achievementscontains fiscal year 2001 dollars that were processed in April of 2002.The figures in the “Goaling” report may not match the figures in theagency snapshot reports due to various exclusions.In addition to this report, the Federal Procurement Data Center producesthe Competitor’s Edge which is a free booklet describing the products andservices that are available from the Center.
