J. TULLIS ROGERSOhio Public DefenderJ. Tullis Rogers became Ohio'sfirst State Public Defender inOctober 1976. He was chosen bythe Ohio Public DefenderCommission from a list of 240applicants.Rogers has a Bachelor's Degreefrom Denison University and a JurisDoctorate from the University ofMichigan. He brings to the office anextensive legal background. Inaddition to private practice indefense law, Rogers served as anAssistant Prosecuting Attorney forthe Criminal Trial Division ofFranklin County and as GeneralCounsel for the Ohio Department ofAdministrative Services. He is alsothe author of numerous articles oncriminal defense.As Ohio's first State PublicDefender, Tully Rogers is providingthe finest legal counsel possible topreserve every indigent Ohioans 6thAmendment rights under the U.S.Constitution.In it's two year existence, theState Public Defender Office hasbecome a solid foundation for anentire network of offices throughoutthe State. Thecost of operating the county officesis shared equally by the county inwhich the services are provided andthe State.In counties where there are nopublic defender offices, or in theevent the public defender office isunable to represent an indigentperson, a judge will assign counsel tothe case, When this occurs the StatePublic Defender Office will pay 50%of the cost of the assigned counsel.To date, the Ohio Public DefenderCommission has reimbursed over 14million dollars to the 88 counties forproviding legal defense for thoseunable to afford it.FINANCIAL MANAGEMENTGood financial management is aprimary goal of the Ohio PublicDefender Office. Approximately 60% of all criminal cases disposedof on the trial level in the last year were handled by the Public DefenderSystem or assigned counsel.The system is not perfect, but it is a beginning.
