WelcomeWelcome to the OhioRISE Plan (OhioRISE) by Aetna Better Health of Ohio. OhioRISE isa specialized Medicaid health plan for children and youth with complex behavioralhealth needs. This program provides behavioral healthcare services to eligible childrenand youth. Children and youth who are eligible for OhioRISE enrollment are under theage of 21 and demonstrate the need for additional behavioral health care as identifiedthrough the Ohio Children’s Initiative Child and Adolescent Needs and Strengths(CANS) assessment or a recent inpatient admission for mental health or substanceuse disorder services. Care Coordination ServicesOhioRISE offers care coordination services.Our care coordinators are experienced inworking with children and youth and theirfamilies to improve member health. You will beassigned a care coordinator who knows whatservices are available through the OhioRISEprogram and your Medicaid managed care planor fee-for-service Medicaid. Your carecoordinator will also know about the servicesand programs offered in your local community.Your care coordinator will provide you and yourfamily with information on how to take care ofyourself and how to get services. They also willwork with your managed care organization,providers, and community organizations. You oryour family can call OhioRISE if you havequestions or want to speak with your carecoordinator. Please contact Member Services at1-833-711-0773 (TTY: 711) for help.Care Coordination Tier AssignmentOhioRISE offers care coordination at a fewlevels called tiers. These tiers line up with yourstrengths and needs when you enroll in theOhioRISE program and they can be updated asyour situation changes You will be assigned aninitial tier for care coordination based on yourresults from the Ohio Children’s Initiative Childand Adolescent Needs and Strengths (CANS).6 AetnaBetterHealth.com/OhioRISEOhioRISE’s care coordination tiers: Tier 3 – Intensive Care Coordination forchildren and youth with high behavioral healthneeds. Tier 2 – Moderate Care Coordination forchildren and youth with more moderatebehavioral health needs. Tier 1 – Limited Care Coordination for childrenand youth who have lower behavioral healthneeds.If you are placed in Tier 2 (moderate) or Tier 3(intensive), your care coordination services willbe provided by a Care Management Entity(CME). Care Management Entities (CMEs) areregional providers contracted with AetnaBetter Health of Ohio to deliver carecoordination. CMEs and their care coordinatorsare in the area where you live and know whatservices are available to you right in yourcommunity and throughout the state. Theyhave experience working with child-servingagencies and will be your partner in caredecisions to improve your health outcomes. Ifyou are assigned to Tier 1 (limited), your carecoordination will be provided directly by anAetna Better Health of Ohio care coordinator.

Ohio Children’s InitiativeChild and AdolescentNeeds and Strengths(CANS)The Ohio Children’s Initiative Child andAdolescent Needs and Strengths (CANS) is atool used to determine your eligibility forOhioRISE and to help with your carecoordination. It gathers you and your family’sstory to understand your needs and strengths,and to help us determine the best ways toprovide help. Your Ohio Children’s InitiativeCANS assessment is updated regularly to aidwith your ongoing care planning.Roles of your ManagedCare Organization (MCO)If you are a member of a managed careorganization (MCO), your physical healthbenefits are covered under that plan. Thisincludes things like rides to healthcare visitsand other general physical health benefits.Contact your MCO for questions about thiscoverage.Your MCO will: Provide all non-behavioral healthcare tomembers (e.g., physical health, dental). Help with referrals, transitions of care, andcare coordination.The MCO care coordinators will: Be part of or provide information to the Childand Family Team (CFT) for care. Work with your care coordinator at AetnaBetter Health of Ohio or the CareManagement Entity (CME) to help withcoordination efforts, such as arranging forphysical health services and rides forhealthcare visits.If you are not a member of an MCO, contactthe Ohio Medicaid Consumer Hotline forinformation on your other health benefits. Pharmacy Services(Prescription Drugs)OhioRISE covers medications your doctor givesyou in the office to treat mental health andsubstance use disorders.Members of managed care organizations(MCO) should use their MCO to process allother prescription claims. Refer to the MCOmember handbook for assistance.Members who are not enrolled in an MCOshould use Change Healthcare for all otherprescription claims. Contact the MedicaidConsumer Hotline at 1-800-324-8680(TTY: 711) for help.Emergency ServicesIt is important to remember that you mustreceive services covered by OhioRISE fromfacilities and/or providers in the Aetna network.The only time you can use a provider not in ournetwork is if you have an emergency.If you have an emergency that requires you togo to an emergency room (ER), call 911 or go tothe nearest ER or other appropriate caresetting.If you think you may need emergency servicesand want advice on your situation, you havethe following options: Call your doctor. Contact your Medicaid managed careorganization’s 24-hour nurse line. Your MCO’snurse line is available to help answer yourmedical questions. This number is available24 hours a day, 7 days a week and is staffedby medical professionals. Please look on yourMedicaid ID card for the number of yourMedicaid managed care organization’s nurseline. Appeals and GrievancesIf you are unhappy with OhioRISE or ourproviders, or do not agree with a decision wemade, contact us as soon as possible. If you do not agree with the decision or action,you can contact us within 60 calendar daysto ask that we change our decision or action.This is called an appeal. If you are unhappy with OhioRISE or ourproviders, this is called a grievance.You, or someone you want to speak for you,can contact us. State HearingsOhioRISE WaiverA state hearing is a meeting with you orsomeone you want to speak on your behalfalong with representatives from the CountyDepartment of Job and Family Services,OhioRISE, and the Bureau of State Hearingswithin the Ohio Department of Job and FamilyServices (ODJFS). In this meeting, you willexplain why you think OhioRISE did not makethe right decision and OhioRISE will explain thereasons for making its decision. The hearingofficer will listen and then make a decisionbased on the rules and the information given.The OhioRISE program includes a 1915(c)home-and community-based services waiver.The waiver aims to reduce risks and preventnegative health and life outcomes for childrenwith serious emotional disturbances andfunctional impairments.Before requesting a hearing, you mustcomplete the OhioRISE appeal process.
