2013 Authorizer Report AnalysisOffice of K‐12 School ChoiceFlorida Department of EducationWhile the number of charter schools continues to grow – albeit at a slower pace – the number of charterschool applications has been declining the past three years. In 2013, school districts throughout Floridareceived 236 charter school applications, down from 286 in 2012 and from a peak of 358 in 2011.There is still heightened interest among aspiring school operators in the charter sector, but there arefewer of them seeking to enter the market. During the 2013‐14 school year, there were 615 charterschools, a 6.4 percent increase from the prior year. That increase, however, is about half of that seen inthe previous three school years.Moreover, another related trend has surfaced: it has become harder to open a charter school in Florida.The majority of charter school applicants have failed to win approval during the last several years. In2013, districts in Florida approved just 41 percent of the applications they received. This is a markeddecrease from the nearly 70‐percent approval rate from 10 years ago.Of course, district practices regarding charter schools vary widely. In a continued effort to unpack thedecisions of charter school sponsors throughout the state, the Florida Department of Education’s Officeof K‐12 School Choice conducted the accompanying analysis. The data for this report was submitted byschool districts pursuant to Section 1002.33(5)(b)1.k., Florida Statues. It includes information on eachcharter application, such as when it was approved, denied, or withdrawn. But the analysis also highlightsa couple of notable findings: Three districts accounted for nearly half of the state’s total number of applicants. Miami‐Dade,Broward, and Palm Beach county school districts received 114 charter applications in 2013. Approval rates among large districts differed markedly. The collective approval rate of thethree districts that received the greatest number of applications was 46 percent. That wasgreater than the state average of 41 percent, but Miami‐Dade’s approval rate alone was lowerat 33 percent. The approval rates at Broward and Palm Beach were 55 percent and 52 percentrespectively.
