T H E C L AU D E M O O R E C H A R I TA B L E F O U N D AT I O N 2 0 1 9 A N N U A L R E P O RTTHE CLAUDE MOORE CHARITABLE FOUNDATION (CMCF) is a Virginia CharitableTrust established by Dr. Claude Moore to provide assistance exclusively forcharitable and educational purposes. The Foundation awards grants only tocharitable institutions exempt from taxation under the Internal Revenue Code.We specifically seek to help people with the least access to opportunity to maximizetheir educational development through literacy and advanced academic pursuits.We will continue to support the advocacy work of longstanding grantees, particularlynow as local governments reduce funding that affects our region’s most vulnerableresidents and the systems that serve them.In 2019, our total giving was 6,466,491 in grants to morethan 95 nonprofit programs. We continue to focus fundingof nonprofits with which we have a long experience.We are also concerned about financial challenges facing nonprofit organizationsin this fiscal climate and we continue to support conversations with nonprofitsabout how they are operating. We continue efforts to help grantees find sustainablesources of income.

T H E C L AU D E M O O R E C H A R I TA B L E F O U N D AT I O N 2 0 1 9 A N N U A L R E P O RTCMCF uses a collaborative approach to our grantmaking as is highlighted in thefollowing projects:Claude Moore Scholars (CMS)In recognition of the growing concerns of workforce shortages in the health careindustry the Claude Moore Charitable Foundation continues to support the ClaudeMoore Scholars, a healthcare education program presenting high school studentswith an opportunity to explore and obtain educational credentials in a wide array ofhealth care careers, preparing students with professional training and educationfor specific career pathways.This program has established multiple pathways for students to pursue careersin the health & medical sciences. These pathways blend academic knowledgewith workplace experience providing students opportunities to enter directly intoemployment and pursue further education. In Phase I of the program, studentsselect from the following career pathways: EMT, Medical Laboratory Technology,Pharmacy Technology, Radiology Technology, Surgical Sterilization Technology,Licensed Practical Nursing and Health Informatics. The competency-based curricula isaccredited by the Commonwealth of Virginia Department of Education. The programbenefits include recognition of dual enrollment college credits; students earn atleast nine college credits while still in high school. At the completion of the 3-yearprogram, students can also graduate with an advanced diploma. Once studentsgraduate and begin their careers, multiple opportunities exist throughout theircareers to continue education and training in specialized areas. The skills andtraining they will acquire will be transportable throughout the industry; theirtraining and experience will make them marketable at many levels.CMCF has invested over 7.9 million to support this program in 23 public highschool systems. They include Loudoun County Public School, Alexandria CitySchools, Winchester Public Schools, Frederick County Public Schools, WarrenCounty Public Schools, Rappahannock County Public Schools, Luray/PageCounty Public Schools, Roanoke City and County Schools, Craig County PublicSchools, Clarke County Public Schools, Petersburg City, Shenandoah CountyPublic Schools, and Fairfax County Public Schools. The CMS offered coursesfirst in general enrollment (high school credit only) and then dual enrollmentwith the local community college.

To date, 438 students are participating in the program.LORD FAIRFAX COMMUNITY COLLEGE COHORT – Fifth year of program includesMedical Office Administration, Anatomy & Physiology, and Certified NursingAssistant. Total number of students enrolled between Luray/Page, Frederick,Shenandoah, Warren, Clarke and Rappahannock Counties is 222 studentscurrently receiving dual enrollment credit for 2019-20.LOUDOUN COUNTY PUBLIC SCHOOLS – Program enrollment continues togrow over the last 12 years in most courses making the total enrolled over 1,200students. Students are competitive with student professional organizations andare required to volunteer outside the classroom for at least 20 hours and receive avariety of dual enrollment college credits. The program continues to offer LicensedPractical Nursing, Medical Laboratory Technology, Pharmacy Technology andRadiology Technology. Currently, 213 students are enrolled in programs.PETERSBURG CITY PUBLIC SCHOOLS – Planning grant for Emergency MedicalTechnician and Surgical Technologist. There are 80 students in current healthsciences programs for the 2019-2020 school year.VIRGINIA WESTERN COMMUNITY COLLEGE COHORT – Fourth year ofimplementation with a continued focus on EMT and Pre-Nursing. Programcurrently enrolled 723 students.WINCHESTER PUBLIC SCHOOLS – Sixth year of partnership continued to offerMedical Laboratory Technology and Anatomy and Physiology course. Currently,254 students are enrolled in programs.

Most programs have a substantial waitlist mostly dueto insufficient classroom space. CMS has experienced a consistent increasein student enrollment year after year.The impact of this program going forward on the key employment-deficientsector of healthcare is significant. Medical providers throughout Virginia havedifficulty filling critical staffing positions. This program addresses the needthrough proven functional and effective public-private partnerships establishedand managed locally while supporting targeted regional interests. CMCF investment,both in funding and leadership, provides critical programming to encourage highschool students to consider and pursue healthcare careers.The Trustees of CMCF concluded that the next logical step is to create afull-fledged operational program with the capacity to enroll larger numbersof students and expand the program to other school districts throughout theCommonwealth of Virginia.

T H E C L AU D E M O O R E C H A R I TA B L E F O U N D AT I O N 2 0 1 9 A N N U A L R E P O RTINMED Partnerships for Children Family & YouthOpportunity CenterThe CMCF has increased its investment in INMED Partnerships for Children over theyears because of its whole family approach and positive outcomes for marginalizedstudents in academic performance and self-esteem. This after-school programserves elementary students and their families who would otherwise be unableto access or afford quality after-school activities. In addition to all of INMED’sindividualized academic activities, the program provides a nurturing environmentfor students whose families face high adversity. INMED offers nutritious snacks,which are critical for many of the children facing food insecurity, and mindfulnesssessions to cope with stress. CMCF also funds bus transportation for children atthree local schools. Through the Family & Youth Opportunity Center, the programprovides parents with supportive services such as parent-teacher collaborations,parenting and financial literacy education, and workforce development resources.This program aligns with CMCF’s goals to build community in Loudoun Countyand support families to achieve economic self-sufficiency.Claude Moore Precious Time (Precious Time)at James Madison UniversityAs the largest funder of Claude Moore Precious Time, the CMCF is proud to supportthis pediatric respite care program. JMU Nursing and Health and Human Servicestudents provide respite services to families who have children with special needs.Precious Time meets an important need not only for the caregivers, but also thenursing students, who gain experience working with children with special needs(and their families) and learn about the impact that chronic conditions have onfamily functioning. CMCF’s grantmaking approach values the explicit focus onsupporting children with disabilities, who are often overlooked in pediatric care,as well as the opportunity to strengthen training for healthcare workers.

T H E C L AU D E M O O R E C H A R I TA B L E F O U N D AT I O N 2 0 1 9 A N N U A L R E P O RTLoudoun Literacy CouncilIn 2019, the Claude Moore Charitable Foundation supported expansion of theFamily Literacy Program at Loudoun Literacy Council. This program impacted morethan 1,800 county residents, improved Head Start students’ academic outcomes,and increased reading and literacy activities in low-income households. LoudounLiteracy Council provides books and activities for preschoolers and expectantparents of low-income families, children living at the homeless shelter, and freeEnglish classes as part of the new Adult Literacy Program. With deep communitypartnerships, Loudoun Literacy Council is able to reach families with the greatestneed for services. CMCF has been a committed funder to the Loudoun LiteracyCouncil and advocate for young children and their families in our community toaccess opportunities for economic advancement.
