No. 106 531) requires that Inspectors General provide a summary andassessment of the most serious management and performancechallenges facing Federal agencies and their progress inaddressing them.Throughout FY10, AFRH pressed ahead with actions aimed attackling High priority needs to meet agency goals. AF RHPA R2 010AC C O M PA N Y I N GIN FO RMATI ONRESULTS: FY10 CHALLENGESThe Will of ResponsivenessPROGRESSRESULTS: FY10 Performance Challenges1) Deploy Human Capital Management PlanPROGRESSOur Strategic Human Capital Plan (SHCP) was successfullyupdated in Feb 10.RESULTS: FY10 Management Challenges1) Initiate Gulfport Stand upConstruction managed by GSA was finished on time and withinbudget. Gulfport and Washington staff worked in tandem to ensurea smooth transition on grand opening preparations. Plus, all mile stones were met. Happy residents began living in the beautiful newGulfport home. Contracts were in place, food was served in thedining hall on day one, and moving boxes were delivered.2) Implement, Manage & Monitor Washington Scott ProjectThe requirement: to build living and activity spaces that promoteAging in Place. So AFRH staff and residents met with architects andGSA to create a design for the new Commons building to replaceScott. While ongoing designs put us behind about three weeks, bidsdid go out to find a Design / Build contractor at the end of FY10.Meanwhile, monthly Focus Groups were held to answer questionsand present concepts and designs. Postings on afrh.gov also pro vided easily accessible information.2) Execute Human Capital Succession PlanThis vital Succession Plan is its final draft phase and isawaiting approval.5) Adhere to Timelines & Participate in AnnualMandatory TrainingMuch emphasis was placed on mandatory training in FY10.Results were above the stated goal of 70%. PerformanceManagement and Network Security were closely monitoredto ensure compliance. Plus 100% of AFRH G staff receivedtraining before the opening of the new Home.3) Educate, Train & Promote Wellness to Residents & StaffA major milestone was met: implement an ILP pilot program. Next,AFRH advanced its plan to transform operations so residents canmaintain independence. Staff training reached about 75% in health care. And brochures were made available to all stakeholders andpresented to every resident. At the annual Management Offsite,emphasis was placed on this progressive new model. PairingWashington and Gulfport staff in these meetings reduced thelearning curve for new Gulfport staff – and cemented management’soperational approach for all.3) Define Washington & Gulfport Staffing ModelsStaffing models are being updated continually by the CFOthrough the LRFP and by Healthcare Services. With Gulfportresidents being more independent, their model has evolvedwith slight differences than the one used for Washington.6) Manage Operating Costs & ExpendituresThroughout FY10, financial concerns were top of mind formanagement. Contracts were renegotiated to yield savings.Scrutiny over spending and savings was increased. Plus theLRFP was reviewed and analysis was performed to ensureTrust Fund solvency through 2020.4) Increase Visibility of Military HeritageWe opened stored memorabilia saved from Katrina anddisplayed it proudly in the new AFRH G Hall of Honors.Washington managers began planning their own Hall of Honors inthe new Commons, plus we added an anchor and new cannonsin the quadrangle. Year round celebrations continue to honormilitary birthdays and key service events.Hugh Wingo (Navy) andCatharine Deitch (Army)are crowned the King andQueen of Mardi Gras.114115

I’m happy I ran because I needed something tochallenge my speed. He started out doing triathlons.“In Charlottesville I did a 1.25 mile lake swim, a 40 mile bikeride, and a 10K run. They had an unusual cold spell and thewater temperature dipped. That was my last tri,” he quipped.The Expression of GratitudeCurt teaches “Flexibility & Strength Training” at AFRH W.His favorite time of year is spring and fall in DC. And he saysDC has the friendliest biking scene he’s ever known. Even so,Curt has transferred to AFRH Gulfport. “It wasn’t an easydecision. The biggest selling points are warmer weather andWords can hardly express our heartfelt gratitude for thethe ocean. Though I’ll miss entertaining my children, grand many volunteers, families, and stakeholders who help thechildren, and friends in DC because there’s so much to do.”Home in countless ways.
