THE FUNCTION OF THE APOSTOLIC GIFT TODAYWhen Jesus ascended on high He gave gifts unto men. Thefirst gift was that of the apostle. In the early church, the first missionof people with that gift was to lay foundation. As part of laying thefoundation, several of the early apostles wrote letters that formed theNew Testament cannon of scripture. Some believe that once thescriptures were written the work of the apostolic gift was complete. Idon't believe that is true. The cannon of scripture is complete, but thework of building His Church and expanding His kingdom is not.Building and expanding the kingdom is another part of layingfoundation. Isaiah 9:7 says "of the increase of His government therewill be no end,” indicating that this is an ongoing work.A study of the characteristics of the apostolic gift makes iteasy to identify how various people with this gift function in buildingand expanding the kingdom today. God’s government establishesorder and justice where ever it goes. This is a foundational pioneeringwork which requires the functioning of an apostolic gift. Those withthis gift lay foundations always in reference to Jesus Christ, the ChiefCornerstone.We will be richly blessed if we recognize and receive thefunctioning of this gift because the apostolic gift was given to us, theChurch, for our benefit. It is my conviction that God has depositedpeople with this gift in many cities and regions today. Those whooperate it are key to discovering God's strategy to transform theirrespective areas. It is my hope and sincere prayer that we will beginto discover, recognize and receive those who carry these wonderfulgifts given by Jesus to His bride.THE HISTORY OF THE WORD AND WORK OF THE APOSTLE7

This chapter is intended to focus on a strategic facet of theapostolic gift that I believe is often overlooked. It is not intended tobe a complete study. Let us begin with Ephesians 4:11. Here, five giftsare listed. Some refer to these as the fivefold ministry because fiveare mentioned: apostle, prophet, evangelist, pastor and teacher.Prophet, evangelist and teacher were common religious terms inHebrew culture. Pastor, or shepherd, was a familiar agricultural term.However, apostle was not a word from the Hebrew culture.The word apostle was first a Greek/Phoenician seafaring term thatmeant leader of a convoy of ships. Later it came to refer to thecommander of an invasion force. As time went on the Romans used itto refer to former generals who then became ambassadors. TheJewish culture eventually began to use it when speaking of an envoywho collected tribute. Finally, Jesus used it speaking of the first 12disciples. In summary the history of the word meant: The leader of a convoy of shipsThe commander of an invasion forceAn ambassador general sent to represent a government toanother nationI have often said that the Lord used the Navy as a seminaryfor me. I spent my early years in the Navy as a training officer in aconvoy unit. Convoy units only existed in the reserve and were calledinto service when war demanded it. Hence, I was recalled to serve inDesert Storm because of the demand for convoy operations. Whileserving in the Gulf War, I spent half of my time on the staff of RearAdmiral Taylor (no relation) as his expert on convoy operations and asa watch officer. I also had the privilege of working out of an embassyfor six weeks. Admiral Taylor oversaw naval operations and was thecommander of an invasion force. The Lord provided me an illustratedlesson through this experience which gave me greater understandingof His position as the Lord of Hosts.Later I attended the Navy War College and studied theprinciples of war. As I spent time in God's word and in prayer, Hetaught me about the gift and role of an apostle through the eyes of a8

commander versus through the eyes of a pastor. This kind of trainingis not available in any seminary.2 Corinthians 10:3-4 For though we walk in the flesh, we donot war according to the flesh. For the weapons of ourwarfare are not carnal but mighty in God for pulling downstrongholds The word "war" in the Greek means to serve in a militarycampaign and to “execute the apostolate.” Apostolate literally meansthe office of apostle. The word warfare in the Greek means "apostoliccareer" or “strategy.” Hence, one of the primary functions of theapostolic gift is spiritual warfare. God made people with this gift todevelop strategy.One of the major characteristics ofpeople with this gift is that they hold anThe apostolic giftanointing for organizing, mobilizing, andis anointed todeveloping strategy, like an admiral or ageneral does. Admirals or generals mustcreate strategythink beyond one ship or one unit. Theyfor spiritual warthink about the bigger picture, whichincludes many ships and many units. Theyalso think about how they need to worktogether in order to achieve a common objective. In the church, thosewith apostolic gifts work with a much broader, longer rangeperspective because of the assignments God gives them. They workwith many local congregations and are responsible to help themfunction as a team to expand the kingdom and build our Lord'sChurch.For example, in 2009 I worked with several apostolic leadersin 108 cities who mobilized 6,000 churches in Operation RollingThunder. Each congregation required one or more pastor, dependingupon their size. Similarly, each city requires one or more people withapostolic gifts to develop the teamwork and strategy to transform thatcity through the presentation of the gospel of the kingdom of our LordJesus Christ.9

What is the most common ministry gift we see today? It isthe pastor. This should be the most common gift. The shepherd ismade to work with a specific number of sheep; sheep that theshepherd knows by name. Hence there is a limit to the number ofpeople that a pastor can effectively oversee. The word pastor is onlyused once in the New Testament in the context of functioning in theChurch (Ephesians 4:11). However, the word apostle is used 79 timesin the New Testament, and prophets are mentioned over 150 times.Why is it that the gift mentioned the least is today spoken ofthe most? I’ve already highlighted one reason – because we needmany pastors to take care of the people. Another reason, I believe, isthat while every ministry gift has a unique function and purpose, theapostle, prophet, evangelist and teacher should at their cores havepastor’s hearts for God’s people.In many traditions, due to custom or a fear of pride theychoose to call every minister a pastor. I understand that traditionsdiffer. However, we often need to make distinctions based onfunction. For example, a carpenter carries tools with him to the job.He has a saw, a hammer, a common screw driver, a Phillips screwdriver, a tape measure, a level and more. Suppose a carpenter neededto use a sheet rock screw to attach a fixture. If he yelled to his helperby the truck, “Hey, bring me a tool,” would that helper know whichtool to bring? No! Who knows what he would bring to the carpenter?The carpenter would tell his helper which specific tool he needed.Calling every minister a pastor is like calling every implement a tool.One of the reasons we have seen so little transformation in manycities where true pastors are at the helm is that God did not design thepastoral gift for strategy. He designed the apostle and prophet forthat.Apostles and prophets serve specific functions in the church.This is one reason that I believe the gifts of apostle and prophet arementioned most often in the New Testament. The second is that theChurch was at the beginning stage in its development, so it neededbroad leadership.10

The functional order of these gifts is detailed in 1 Corinthians12:28. God made the apostolic gift to be utilized first and theprophetic to be second. God designed these two gifts for spiritualwar, strategy and for building on a large scale. Whether the goal is toplant a church or to transform a city, the apostle and prophet act ascatalysts. As catalysts they stimulate and facilitate the other giftings intheir respective roles to build the kingdom.DIFFERENT PERSPECTIVES OF THE PASTORAL ANDAPOSTOLIC GIFTSBible schools and seminaries today train leaders how to“pastor.” We need many pastors because God designed them to bewith people; to oversee, tend, nurture and protect a flock. I don'tknow of any schools or seminaries that teach how to “apostle.” Ifthere were, leaders would have a much better understanding ofstrategy. God trained me for strategy and war (the apostolic gift) allthrough my naval career. It is truly remarkable how closely my navalcareer modeled the etymology of the word apostle.This perspective does not make the apostolic gift moreimportant than the pastoral gift. It makes it different because of itsfunction. For many years I have believed that the most important giftwas the gift needed in a specific situation at a specific time.Depending upon the situation, each of the gifts – fivefold gifts,Romans 12 gifts, or 1 Corinthians 12 gifts – could be the mostimportant gift. For instance, if a family needs counseling, then theirlocal pastor is probably best suited for this task. But, to discover God’sbest solution for strategic situations, it is best to consult with a varietyof people who carry several different gifts. For example, if severallocal congregations need a strategy to transform a city, then someonewith an apostolic gift working with prophets would be best. This iswhen someone with the apostolic gift, which excels at teamwork, canhelp those with a variety of other gifts to function together.HIERARCHY VERSUS FUNCTION11

1 Corinthians 12:28-31 And God has appointed these in thechurch: first apostles, second prophets, third teachers, afterthat miracles, then gifts of healings, helps, administrations,varieties of tongues. Are all apostles? Are all prophets? Areall teachers? Are all workers of miracles? Do all have gifts ofhealings? Do all speak with tongues? Do all interpret? Butearnestly desire the best* gifts. And yet I show you a moreexcellent way.The scripture above is powerful. It is not describing an orderof hierarchy but an order of function. There are two gifts made todevelop strategy for spiritual war: apostles and prophets.i Both ofthese gifts operate with revelation. The apostolic gift also has a gift ofwisdom, which is needed for buildingii and for war.iii To build you needblue prints, or a plan, for the work. Apostles receive these strategicplans by revelation. A New Testament example is shown in 1Corinthians 3:10 where the apostle Paul was described as beinganointed as a “wise master builder” or spiritual architect.Traditionally, the apostolic gift has been viewed as being usedfor planting churches or opening up unreached nations to the gospel.These are valid functions of the gift. But I want to submit that this giftis needed whenever or wherever God wants to birth something new,whether that is a new work or a new strategy. It is important for us tobe able to identify this gift for strategy in people today. Jesus taughtthat if you want to receive the benefit of a gift, you have to recognizethat gift.ivAs an example, I’ll share a portion of my life. My call is not somuch to a territory but to a function. It is to connect a body so that itcan be raised up as an exceedingly great and mighty army, as spokenof in Ezekiel 37 and Joel 2. My mission includes helping to build ourFather’s house of prayer for all nations v in the spirit of the restorationof David’s tabernacle.vi Operation Rolling Thunder and CONECT arestrategic expressions of my apostolic gift at work. The fruit of my gifthas been expressed by:12

Revelation – I have prepared by revelation for this seasonsince 1993.vii God shared His dream with me for a new strategythat lays the foundation in cities to connect the strategic leadersat the gates of a city, connect the Body of Christ, and mobilize itas an army while building His house of prayer for all nations in thespirit of the restoration of David's tabernacle.Spiritual Architect and Catalyst – God gave me by the spiritthe plans for CONECT in 1993. CONECT has affected cities and hasestablished prayer ministries in churches, transforming previouslyunsuccessful efforts into successful programs. In December 2004God gave me the plans for Operation Rolling Thunder (ORT). ORTstarted as a word. Within 5 months it spread to 80 churches in10 cities doing 10 days of twenty four seven (24/7) prayer. Within4 years it grew to over 6,000 churches, in 107 cities, and 13 statesin 24 nations.o The ORT apostolic plan, when followed, helpsidentify, connect and honor local leaders,empowering them to develop strategies appropriatefor their territories, to build networks, and toconnect networks, while capturing a strategicopportunity to affect their local community in themidst of national and international prayer events.o ORT provides a way to pray globally whileconnecting locally. It sets people up to successfullytransform their communities.Bringing Order and Government – CONECTers in nations,states, counties, cities and churches have been raised up toconnect the Body of Christ, each in their assigned territories,for 24/7 prayer while forming and or supporting apostoliccouncils representing all seven spheres of society. One of theevidences of a governmental church is that its prayers affectcrime rates in its city.viiiWorking with Five Fold Gifts – Through the formation ofTransformation Task Forces, we discover and include manypeople who carry other gifts described in Ephesians 4,Romans 12 and 1 Corinthians 12. While we need all the gifts,we pay particular attention to identifying and honoring those13

14with apostolic and prophetic gifts, as they are key todetermining each area of geography’s specific strategy.ixAmbassador with Supernatural Signs and Wonders andMeasurable Results Following – Unusual signs and wondershave followed me since I began presenting my message.We've found that when God's people respond and/or whenother CONECTers present the same message, similar signsand wonders follow them. Such signs include solar storms,thunderstorms, thunder-snow, rainbows, record rainfall,broken droughts, decreased crime, earthquakes, increasedsalvations, reconciliation with First Nations, increasedhealings, water baptisms and much more.xAnointed for Strategy and Spiritual War – Since 1993 I havebeen teaching leaders about the apostolic principles ofcorporate spiritual warfare. Now, leaders who are applyingthe Biblical principles and strategies contained within ORTand CONECT are equipped to develop their own apostolicstrategies. The fruit has contributed to the shutting down ofabortion clinics, decreasing crime, breaking droughts, reapingrecord harvests, healings, salvations and much more. TheChurch has been equipped to mobilize and project power atstrategic targets. The results of ORT and CONECT speak forthemselves.xiAuthority – God has given me authority and an anointing toconnect the Body of Christ, establish 24/7 prayer, and trainleaders to think, act, plan and pray as admirals or generals.My understanding of geographic boundaries and spheres ofauthority enables me to mobilize and connect the Body ofChrist like a military unit and then turn the unit over to localleaders. In some ways this is similar to what Paul instructedTitus to do. It establishes order which sets the church up toexercise her authority within a region.xii

I have just given you an example of this gift working throughme in the context of prayer mobilization and city/regionaltransformation. I have also applied this successfully in other areassuch as during Desert Storm. It helped me develop new processesand systems which led to rewriting 40 year old NATO doctrine.The gift and principles also worked in the corporate world where Itrained leaders to develop rollout strategies. The largest rolloutmobilized 40,000 employees spread across five countries in fourmonths. It guided teams that developed new curriculum, newdepartments, and remedied organizational problems in variousdivisions. I took one department from conceptualization tofoundation. The team in this initiative processed a half a billiondollars in transactions over six months with no errors. Thebusiness world did not call my gift apostolic. They called my skillset “strategic planner” or “change management expert.”RECOGNIZING APOSTOLIC WORK IN OTHERSOne of the reasons I have shared this portion of my life is tohighlight some of the characteristics of an apostolic gift that God isusing to mobilize and connect the Body of Christ in regions around theworld. This is not the work with which the apostolic gift is traditionallyassociated. This work requires the strategy of a general, the design ofan architect, and the heart of a father to birth a strategy that unitesand mobilizes the church to effecttransformation in many nations. Thestrategy began with a prophetic word inDecember 2004 and spread to over 108My Objective:cities and 6,000 churches in 24 nations inEquip you to2009. It equipped leaders to unite thethink, plan andchurch, from Catholic to Charismatic andpray strategicallyfrom Presbyterian to Pentecostal. Itlike an admiral, aempowered these churches to projectpower to transform their communities ingeneral or ana new way. The message and theapostle.strategies have been marked by signs,wonders and measurable results.15

There are other people with apostolic gifts who areperforming similar functions on different assignments. Sometimespeople recognize those with this type of apostolic gift, but much of thetime they do not. It is my hope that you’ll begin to recognize thecharacteristics of this particular strategic gift. We need these people.I thank God for them. If we recognize them we can be blessed bythem.1 Peter 2:17 Honor all people. Love the brotherhood. FearGod. Honor the king.I celebrate the gifts God put within each of you. I want to seeevery one of you completely fulfill your destiny in Christ. Ephesians4:16 teaches that it actually hurts me if you do not fulfill your destiny.Therefore, I am praying that each of you fulfill your destiny.I encourage you to honor and celebrate the people withstrategic apostolic gifts whom God has placed in each one of theseven spheres of society. I believe God has placed people withapostolic gifts in every nation, province, state, and city. The people sogifted carry strategic insight into what it will take to transform theirareas for the glory of our Lord Jesus Christ. Further, I encourage youto be willing to recognize the gift in your own life. If you have it, thegift is not yours; it belongs to the Body of Christ. I pray that God willgive you wisdom about how to steward the gift He placed in your lifefor us.I have emphasized the strategic aspect of the gift of apostle.There are many who have the gift, but who are not recognized locally.We need to see those who have these gifts be recognized andhonored so that we can glean the benefit of the wisdom and strategythey can bring to help transform a city. This is important because astaught in 1 Corinthians 12:28, the apostolic is the first gift that needsto function strategically. It sets all the other gifts that follow to buildupon the foundation so that the Body might be strong and healthy.The church, business, government, media, education, healthcare andthe family all require strategies to spread the gospel of the kingdom.16

It is my hope that this book will help you to identify strategicleaders as well as equip you to develop strategy. The apostolic gift iskey to providing a foundation for others to build upon. We needEVERY GIFT functioning and we need EVERY PERSON connected in thebody as it pleases our Father. I pray that you find your place, that yourgift is honored and that you begin to function in all fullness throughthe anointing of the Holy Spirit and the love of the Father.17

PROJECTING POWER INTO EVERY SPHEREOne of the chief characteristics of the apostolic gift is that itis designed to develop strategy for spiritual war. Why is thissignificant? First, the Church is likened to an army that is in a war. xiiiSecond, the most prominent of the Jehovah names is Jehovah Tsaba(Yahweh Sabaoth),xiv the Lord of Hosts, or Lord of the Armies.Think about this: a revelation of God’s name reveals aportion of His character. This revelation is accompanied by anunderstanding of the covenant provision God has made for Hispeople. I often ask my audience, “How many of you have beenblessed by a revelation of God’s name as Jehovah Jireh, the Lord MyProvider?”xv Often 90% of the room raises their hands. Then I ask,“How many of you have been affected and blessed by a revelation ofGod’s name as the Lord My Healer; Jehovah Rapha?”xvi Often thesame group raises their hands. Then I ask, “How many times isJehovah Rapha or Jehovah Jireh mentioned in scripture?”Theanswer is only one time.We know that God is the authorof the Bible. If an author is trying to makea point, does he emphasize somethingmore often or less often? He emphasizes itmore often. Jehovah Tsaba, the Lord ofHosts, is mentioned over 245 times inscripture. That is about 2.5 times morethan any of the other Jehovah names.Armies exist toproject power toenforce the willof theirgovernment.The army of the Lord is emphasizedin scripture. It exists to project power to enforce the will of KingJesus, who taught us to pray “thy kingdom come and thy will be done19

on earth as it is in heaven.” I learned in the Navy War College thatarmies exist to project power to enforce the will of their government.The purpose of the Church is to project power so that heaven ismanifested on earth.THE LEADERSHIP FACTORLeadership, or the lack thereof, affects the amount of poweravailable to be projected. Although the principle of mass, whichdefines combat power, is one of the factors that determine power, inthe hands of an unskilled leader even avery large force will have reducedpower. A small force in the hands of askillful leader is often more powerfulThe purpose ofand effective.There are severalthe Church is tovariables that affect mass, which we willproject power solook at later. For now, I want to focusthat heaven ison leadership.manifested onearth.Leadership is a Biblical concept.Let me explain. I was privileged in mynaval career to have the opportunity toattend a strategy course at the Naval War College. I studied themajor strategies and principles that have been taught to professionalmilitary officers for over 2,500 years. They are taught because theywork. We learned that the principles, or strategies, never change;only weapons have change. Therefore we could study ancientbattles, learn from them and even apply their principles today. Ilearned that there are eight major principles. As we began to studythese principles I had an epiphany. Every principle I was being taughthad a Biblical basis. No wonder these timeless principles worked!When I recognized that our God is called Lord of the Hosts more than2.5 times more than any of the other Jehovah names, then Iunderstood who the real author of strategy is. Our Lord is the authorof strategy.20

Biblical principles of strategy are like the laws of gravity andaerodynamics. If one applies the law of aerodynamics properly, theycan overcome the law of gravity for a period of time. Just as theselaws work for anyone when applied properly, so do the timelessprinciples of strategy. It does not matter if you are a Christian or not.These laws work for anyone who applies them.The apostle and prophet are two Biblical giftings that Goddesigned to apply these principles for war and for building.xvii2 Corinthians 10:3-4 For though we walk in the flesh, we donot war according to the flesh. It also means to serve in amilitary campaign. The word translated warfarexix is where we getthe word for strategy. It means apostolic career.In Jeremiah 1:5-10 we discover that the prophetic gift wasmade for war. The prophet was to rootout, pull down, destroy and throw down.He was then to build and to plant.Remarkably, this order of function isObjective 2: Equipdescribed in the first principle of war whichwe’ll look at later. We find in the Newyou, as a leader,Testament that the apostle and prophetto do a better jobwere designed to work together throughof projectingrevelation.xx While the revelatory gift ofpowerinto all ofthe prophet is important in gatheringthe areas whereintelligence, the apostolic gift functionswith revelation combined with a gift ofyou havewisdom. This pragmatic gift of wisdomresponsibilityplays a critical role in developing thestrategy, or the blueprints, for war.21
