It is a reflection of need andgenerosity a balance of empathy and responsibility a sign of leadership.About this ReportThis is DTE Energy’s first comprehensive reportregarding our corporate responsibility. It representsa continued expansion of our drive to address keychallenges affecting our shareholders,our communities and the customers we serve.It is also a statement of purpose. It means DTE Energycares about minimizing its impact on the environment.We care about serving our customers. We care abouttreating our employees well. We care about supportingthe communities we serve, and we care about deliveringconsistently strong shareholder returns.This report provides a “snapshot” of where we aretoday and gives projections for our progress over thenext two years.Here’s why.We believe this report provides a clear, balancedand reasonable presentation of the company’splans and performance in the social, economic andenvironmental arenas.We’ve been a part of this community for more thana century – it’s our home. It states who we are, why we exist andunderscores our ultimate goal – to create positive impactsin an ever-changing world.2 Who We AreThis document was written in consideration of theGlobal Reporting Initiative (G3) guidelines which weredeveloped to standardize the way companies reporttheir corporate responsibility efforts and results.This report identifies key areas of importance toDTE Energy and focuses on the issues we considermost vital to corporate responsibility.

At DTE Energy, that commitment is a vital part ofwho we are.As an energy company, we have a unique position atthe intersection of economic progress and social andenvironmental concerns. The criticality of our productsto modern life is indisputable. Our customers depend onus to provide reliable, affordable energy, and we spendeach day striving to better meet their needs. However, wemust deliver on our promises with an understanding thatthe actions we take today have an enormous impact ongenerations to come.This report is our first effort to bring all of our corporateresponsibility activities together under one umbrellaand report them externally. Our priorities include:As a result of our commitment to the environment, we have transformeda 200-foot expanse of concrete and metal at our River Rouge Power Plantinto a naturally sloped haven for birds, animals and visitors.4 Who We AreEnvironmental protection, including addressingclimate changeAs an energy company, we provide the light, warmth andenergy that fuels every aspect of modern life. Yet, energyproduction creates environmental impacts that must beaddressed. Climate change is among the most pressingissue we face today. We support a progressive approachto climate change, which assures we continue to growthe economy and address other social responsibilities. Theinformation in this document shows that we are makingprogress and continuing to minimize the impact of ouroperations on air, water and the world that we share.

Customer service/customer careAccess to reliable, affordable energy is a basic humanneed. Yet Michigan’s economic downturn has made itdifficult for many of our customers to pay their bills. We’rededicated to finding greater support for these customers –both inside and outside our company.Additionally, we must work harder to ensure that greatcustomer service is the focus of everything we do.We’ve dedicated ourselves to improving all aspects ofour customer service and interface. We’re revamping ourprocesses, adjusting our policies and practices, investingin training, and increasing and improving our customercommunications. We have a long road ahead of usand a lot to accomplish, but we’re headed in theright direction.Building Michigan’s energy futureAccording to a recent Michigan Public Service Commission(MPSC) report, Michigan will need additional baseloadelectrical power generation in the future. DTE Energylooks forward to fueling Michigan’s future and supportsand agrees with the MPSC’s report. However, we can’tbecome a vital part of the future unless we run ourbusinesses better today. That effort starts with our ownoperational excellence and helping our customers withefficient use of the energy we provide to them.Our commitment to improving customer service includes spendingmillions to improve the reliability of our electrical system.Meeting these challenges is a journey, not a destination.Within this document we will discuss each of our prioritiesin greater detail and outline our plans for improvingperformance. Enterprise Compliance is responsible for developing,implementing and monitoring a comprehensive legaland regulatory compliance program for DTE Energy andits subsidiaries. The compliance program is built onthe foundation established by the Federal SentencingGuidelines and is structured around leadership andoversight, risk assessment, auditing and monitoring,training and communication.The mission of the DTE Energy Enterprise ComplianceOffice is to further the company’s goal of establishinga culture that values compliance with all local, stateand federal laws and regulations as a foundation of itscorporate philosophy. In support of this mission, weprovide tailored training to ensure everyone is capableof executing their role in achieving compliance withapplicable laws and regulations. This includes boardmembers, executive officers, senior leaders, managers,employees and, as appropriate, external agents.The Office of the Assistant to the Chairman – Ethicsand Employee Issues is responsible for providingguidance on integrating ethical business behaviors intoall aspects of our business operations. “Ethics-in-Action –Taking the Right Road” is a program run by this office thatoffers employees an anonymous, confidential on-lineor telephone-based service for reporting questionableethical behaviors. We have a series of knowledge transfer processes andworkbooks to help document critical process and positioninformation. These assist in the transfer of informationrelating to processes, relationships, knowledge andgeneral responsibilities.Learning and DevelopmentIn support of our employee development needs, we alsooffer a broad range of in-house employee developmentprograms. Our course offerings include topics such as:n Critical ThinkingnSafety courses– Hazard Awareness– Confined Space– Advanced Trenching and ShoringnOperations courses– Environmental Awareness– Overhead Lines Circuit Evaluationn Vehicleand Mobile Equipment coursesMobile Cranes– Commercial Drivers License–nCustomer Service ExcellenceEmployee FeedbacknAchieving InfluencenCrucial ConversationsnEffective CommunicationnEffective Listening; Facilitating Teamworkn ffective Internet Usage; Overview of theEEnergy IndustryAnnual data helps us measure the changing attitudesin our employee population. Each year, our employeesparticipate in a Gallup Survey designed to measureemployee engagement. For several years, the datareflected a steady increase in engagement. For 2006, ourengagement ratings declined. Our evidence suggests thata primary cause of the reduction was employee reaction toactual and anticipated staffing reductions as well as otheroperationally-related changes.In addition to a broad offering of internal employeetraining and leadership programs, we also provide otherdevelopment opportunities for employees and leaders.These include:n Educational Assistance ProgramnGraduate Fellowship ProgramnCommunity Leadership Programn Women’sLeadership Forumn360 Degree Surveys to Focus DevelopmentnIndividual Development PlansLastly, we offer classes that enhance our employeestechnical skills so that they feel safe and in compliance,doing the “hands on” work that is vital to our business.These course offerings link to the qualificationrequirements of their job positions. A brief sample ofsome includes:We continue to be focused on building an engagedworkforce. Many efforts have been implemented to aidin the engagement of our workforce including enhancingour performance management program to supportrole clarity and ensuring clear expectations for ouremployees. Several business-unit specific projects werealso implemented that will continue to support furtherengagement of our workforce.Gallup results did show meaningful improvement in2007. During 2008, we will continue to place focus anddedication on creating an actively engaged workforce. Wewill continue our education of leadership through refreshertraining focused on enhancing workforce engagement. Wewill also be ensuring strong accountability on developingmeaningful employee engagement action plans andensuring plan implementation. And, we understand the need to celebrate the positives– we will encourage departmental recognition awards forachieving successes and we will recognize our leaderswho have achieved top quartile Gallup results for theirefforts in helping shape our engaged workforce.The leadership of the company views employeeengagement as a priority and will continue to seek toidentify areas of improvement and implement ways tobuild an actively engaged workforce.Diversity at DTE EnergyDiversity at DTE Energy includes all the differencesthat define each of us as unique individuals. Thesedifferences include, but are not limited to: culture,ethnicity, race, gender, age, sexual orientation,disability, nationality, education, experience and beliefs.DiversityEmployee Health and Well-BeingDTE Energy values diversity – in all its forms.We have increased our efforts to provide our employeeswith the resources they need to lead healthier lifestylesat work and at home. Our Energize Your Life wellnessprogram is a comprehensive program that providesemployees with free preventive health services, health-riskmanagement and disease management strategies.We recognize that to succeed in a multicultural society,we must create an inclusive environment where a diversegroup of ideas and life experiences is leveraged forfuture success.Our diversity strategy reflects this emphasis and involvesa wide range of programs and initiatives from strategichiring to supplier diversity and beyond.A recent study of best practices in diversity reveals thatseveral of our programs, including our slate of formalpolicies and procedures (The DTE Energy Way, our corevalues and our code of conduct), are best in class. Thesedocuments reflect our strong commitment to ensuringthat all hiring, promotion and other personnel decisionscomply with Equal Opportunity laws and regulations.DTE Energy is committed to a policy of affirmative actionand maintains Affirmative Action Plans designed tofacilitate the placement of qualified women, minorities,people with disabilities and veterans. We accomplish this through our diversitytraining curriculum, which provides a wide range of coursetopics including gender, age differences, team dynamics,and managing diversity. In 2008, we will enhance ourcurriculum by introducing an enterprise wide webbased diversity course that will increase awareness andcommunicate a consistent message to all employees.Despite our achievements in attracting and retaining adiverse work force, further strides can be made. We haveminority and female placement goals in some sectorsand we are continuously working to align our recruitmentstrategy with targeted, action-oriented programs aimed atmeeting these goals.Our efforts are focused
