A. Circumstances requiring a Teach-out PlanCollege of Alameda (CoA) submitted its Institutional Self-Evaluation Report (ISER) to the Accrediting Commission for Community and Junior Colleges (ACCJC) in December 2020 and completed its comprehensive accreditation review process by welcoming the Accreditation Visiting Team virtually during the week of March 1-4,2021. Upon reviewing the CoA ISER, the Peer Review Team Report, and hearing the testimonies of the Collegeof Alameda President and the Peralta Community College District Interim Chancellor Dr. Jannett Jackson at theJune 2021 Commission meeting, the ACCJC decided to extend the College’s probation status.Per the new Commission policy on teach-out plans (34 CFR §602.24 (c)(5), 34 CFR§ 600.2, 34 CFR §602.24 (c), 34 CFR §602.23(f) (1) (ii)) adopted in June 2021, a college is required to develop ateach-out plan when the Commission places an institution on probation. College of Alameda’s Teach-Out Planensures equitable treatment of students in the event of a closure of the College.B. Student Enrollment in all College ProgramsAppendix A lists College of Alameda’s current associate degrees, associate degrees for transfer, and certificates, aspublished in the 2020-2021 Catalog, and includes the student enrollment for the past three years.C. Colleges with Similar Degrees to College of AlamedaAppendix B lists colleges with similar degrees and certificates where students could reasonably complete theirprograms of study should the College of Alameda need to close. College of Alameda has identified the Vice President of Instruction as the point of contact at each receiving institution for consistency purposes.D. Verification of Comparable ProgramsComparable program content, structure, scheduling, accreditation, and stability at the receiving institution wasreviewed for all College of Alameda degrees and certificates to ensure students could successfully complete theireducational goals. Verification of comparable programs included reviewing college program websites, courseofferings, learning outcomes, and the types of degrees and certificates offered. This evidence is provided in Appendix B. The Peralta Community College District Chancellor communicated with the respective chief executiveofficers of the receiving institutions regarding the purpose of the new requirement for teach-out plans and theywere each apprised that their program(s) have been identified as potential matches for CoA students.4Copyright 2021 Peralta Community College District. E. Student Records Access and Notification to StudentsCollege of Alameda, in collaboration with the Peralta Community College District, will make necessary studentrecords available and will use multiple communication methods to ensure that students will have uninterruptedaccess to necessary records.The Peralta Community College District Closure Resource (PCCD-CR) website will be created for College ofAlameda and each of the other three colleges in the District. The College and District will make this communication system accessible to students beginning during the last academic year of college operations through thefirst two years after closure. The website will include a Student Records request link where students can order anyof their college records through one portal. The portal will provide clear prompts to guide students through therecord request process.The College and the District will implement multiple communication methods to disseminate information andinstructions pertaining to record requests and other relevant closure information. Students will be notified ofhow to obtain records by various means of communication, including e-mail, text messages, and social mediaplatforms. Post closure, a dedicated district webpage will serve as an ongoing resource for previous students bydirecting them to a third-party record repository, Parchment, for all future record requests.F. Personnel and Resources to support Student Program CompletionDuring the final year of operation, no new students will be admitted to College of Alameda or to any othercollege in the District. The College and District will hire additional staff as required, dedicated to supportingstudents with a successful transition from College of Alameda to other institutions. The College and the Districtwill provide appropriate training for staff to support this process. Since the resources available to students willbe online, the College of Alameda Welcome Center will have staff available to assist students with navigatingthe website and the records request portal. Regular hours of operation will include limited evening and Saturdayservices. College of Alameda will work with partner institutions to ensure clear and easy transition plans forstudents to assist them with achieving their educational goals.5Copyright 2021 Peralta Community College District.
