Pinellas Suncoast Transit Authority’s Universal Pass ProgramChris Cochran, PSTA, reviewed a PowerPoint presentation on PSTA’s Universal Pass(UPASS) Program. UPASS allows agencies, major employers, schools, and universities/colleges to pay PSTA an annual rate in exchange for unlimited public transit access for theiremployees and/or students. He provided information on current participants, FY15 ridership,

Pinellas County STSC – Minutes of April 6, 2016benefits, the possibility of public school students to utilize this program as a viable alternative,and the next steps.**During PSTA’s presentation, Chairman O’Shea arrived**There was discussion regarding public school students and the issue with safety andsecurity. Chairman O’Shea and Ms. Cook stated parents would probably not choose to usethe program, the buses wouldn’t be dedicated to only students, and some of the bus routesdon’t run during the time or go where needed for students to access their school. It wasnoted this is a good program for PTEC (Pinellas Technical Education Center), St.Petersburg College, and the University of South Florida (USF) in Tampa and St. Petersburg.It was suggested that PSTA partner with HART regarding USF. Mr. Cochran noted theregional farebox program would be helpful once it’s implemented. Mr. Burke reported on theClearwater Fundamental School where three buses serve that school but it’s not part of theUPASS Program. Mr. Cochran responded that bus routes might need to be redesigned inorder to serve schools. Mr. Cochran felt it was important for children at a young age to learnhow to use transit. Based on comment by Ms. Ward, Mr. Cochran explained there is astudent pass program that students can use during the summer but, due to low ridership, itwill probably end soon. Chairman O’Shea noted the School District doesn’t have funding forthis program but could help promote it.V.PINELLAS SCHOOLS COLLABORATIVEScott Swearengen, Pinellas County Planning Department – Long Range Planning Division,introduced himself as Pinellas County Planning Department staff that provides support for theSTSC and supports the Pinellas Schools Collaborative. He provided his background and relevantexperience. The Schools Collaborative was responsible for updating the recent InterlocalAgreement between the local governments and the School Board to coordinate land use and theschool facilities planning, as well as assisted with the recent update of the Public School FacilitiesElement of the Comprehensive Plan that was countywide in nature so local governments couldadopt it into their own Comprehensive Plan. Mr. Swearengen explained the Collaborative hasn’tmet recently and asked that members contact him if there were relevant subjects theCollaborative should discuss.Ms. Ward added the Collaborative was involved with traffic impacts related to charters schoolsand better coordination with charter schools and local governments to address the traffic impacts.Mr. Swearengen added that the Collaborative assisted with coordination of new development sothe School District was aware of development within a local government and the potential impactsof additional students. Mr. Burke responded that Marshall Touchton of the School District receivesinformation regarding larger developments but they are missing information as it pertains tosmaller infill sites where additional students could impact the school(s) for that area. ChairmanO’Shea noted the issue is with redevelopment and the potential of additional students with theredeveloped property and, related, is couples selling their houses to families with students thatdoesn’t show up in the databases. Mr. Swearengen responded that he could share the PlanningDepartment’s long range planning initiatives working with the County Administrator andCommissioners as it relates to moving demographics to entire young families to move intoPinellas County. In addition, Mr. Swearengen noted they are looking at bringing in moredensification to the County’s infill areas. Mr. Burke noted that this affects the new for additionalcrossing guards and the local government’s budget that pays for the crossing guards. Regardingcrossing guards and the need for safe crossings, Mr. Burke responded the STEPS Committeedeals with crossing guards and Marshall Touchton of the School District attends those meetings.Regarding the need for the Collaborative to meet, Ms. Ward indicated the next School SafetyCommittee meeting is September 7 and the Collaborative could meet before or combined with the2

Pinellas County STSC – Minutes of April 6, 2016School Committee meeting but she would have further discussions with the Planning Departmentstaff as to the best approach.Chairman O’Shea noted the School District is in the process of bonding money in order to getconstruction projects done sooner and there could be traffic impacts during construction. Ms.Ward indicated the agenda used to include construction projects in the School District’s Five YearWork Program so they could look at the projects and the potential traffic impacts.Chairman O’Shea also noted the School District is trying to eliminate portables and is discussingthe possibility of reopening North Ward Elementary School.VI.PINELLAS SPOTLIGHT PLANNING EMPHASIS AREA UPDATEA. Vision for the U.S. 19 CorridorB. Gateway/Mid-County Area PlanningC. Enhancing Beach AccessRodney Chatman, MPO staff, provided an update on the emphasis areas that were selectedat a strategic planning session with the board in September. These three emphasis areaswere confirmed at the December board meeting. Mr. Chatman provided information on thelistening sessions for the three emphasis areas where they are hoping to receive constructiveinput to help guide planning activities for each work plan. Mr. Chatman distributed threehandouts that described the planning elements and activities for each emphasis area. Thiswill be a standing item on the agenda for the next two years. Ms. Ward added staff will beworking with the Technical Coordinating Committee that includes School District staff and willcontinue to engage the School Committee on an ongoing basis. Ms. Ward noted they arelooking at whether to continue the overpass interchange concept for U.S. 19 north of TampaRoad due to the major impacts to the land uses located along that corridor.At this time, Mr. Chatman noted the concern the City of Clearwater staff brought up to theMPO regarding the timing of spring break for Pinellas, Pasco, and Hillsborough Counties.Clearwater staff asked whether the three School Districts could stagger their spring break tohelp with alleviate some of the beach traffic during spring break. Chairman O’Shearesponded the Pinellas School District could discuss the possibility. Ms. Cook added there isa test cycle the School District has to work around that would need to be considered.Chairman O’Shea noted the school year will start earlier next year for the three counties,which means spring break will be shift. Ms. Ward added that the spring break timing is on theagenda of the Transportation Management Area (TMA) Leadership Group for Friday andrepresentatives of Pinellas, Pasco, and Hillsborough are on that committee.Ms. Ward added that staff is looking at Clearwater Beach access to address the trafficimpacts. Ms. Ward welcomed everyone to participate in the listening sessions.VII.OTHER BUSINESSA. STEPS ProgramInformation is included in the agenda packet.B. Tracking List/Traffic OperationsThe tracking list for operational issues is included in the agenda packet. Ms. Ward reportedthe Bryan Lane lighting has been completed since the last STSC meeting.3

Pinellas County STSC – Minutes of April 6, 2016Chairman O’Shea asked about the flashing lights at Bentley Drive and Alderman Road. Mr.Burke responded the decision was to install Rapid Rectangular Flashing Beacons (RRF) forthe students to activate and not have crossing guard at that location but they will still havecrossing guards at Alderman Road. Chairman O’Shea asked about the flashing signalinstalled at Delaware and Alternate 19 near Palm Harbor University High School, Mr. Burkeresponded Pinellas County recently installed RRFBs. They had asked FDOT to install theRRFB but FDOT indicated it did not meet warrants. Mr. Burke reported there is still an issuewith street lighting in the area and the School District is asking Pinellas County to considerstreet lighting. Chairman O’Shea indicated there is the possibility of a traffic signal beinginstalled at Alternate 19 and Nebraska Avenue and that street lights could be installed atDelaware as part of a package. Mr. Burke responded they are still discussing the bestsolution and that the entire area before and after the crosswalk needs to be lit for safety andnot just directly on the crosswalk.E.Hazardous Walk ReviewMr. Burke reported on changes to the legislation that deals with hazardous walk conditionsthat expands the definition of hazardous walking conditions and requires local governmentsto repair those conditions in a reasonable amount of time. The School District will provide areport to the Director of Transportation and then to the Superintendent for a determination.The law requires the School District to contact the local government that has jurisdictionover the road to put the improvements into their Five-Year Work Plan to correct the hazard.This is the first year and they are now required to report to a law enforcementrepresentative, a municipal representative, and a representative of the jurisdiction for thehazardous road. If the local government doesn’t include the correction in their Five-YearWork Plan, they will need to provide a statement to the Superintendent indicating why theyare not including the correction and the Superintendent notifies the Department ofEducation. Mr. Burke indicated their last meeting is April 25 and he hopes to have therecommendations by the end of May. Mr. Burke reported that there are only a few minortweaks to the requirements, with the biggest changes dealing with reporting and resolutionof the hazards by the local jurisdiction over the roadway.F.OtherMs. Ward announced the retirement of Carolyn Kuntz, who prepares the agenda packetsand minutes for the STSC meetings.Chairman O’Shea reported that school will begin August 10, which means this will be ashorter summer. They are starting the school year earlier in order to complete the semesterand be through with testing before the winter break. This will also help the students who aredual enrolled and attend St. Pete College so the time period for tests will be coordinated.Chairman O’Shea and Mr. Burke commented that the School District receives good supportfrom the police departments to assist with driver awareness during school times to keepstudents safe.Commissioner Carroll asked how to get better participation on the STSC from the otherparticipants who don’t attend and what they can do to get people involved before the nextmeeting. Commissioner Carroll questioned the frequency of the meetings, noting they onlymeet twice a year, just before school ends and begins. Commissioner Carroll felt there isvalue in meeting. Ms. Ward responded that she will discuss sending a letter requestingparticipation with the MPO Chairman. In addition, Ms. Ward responded that they will havean item on the next STSC agenda to discuss the frequency of the meetings. Ms. Wardexplained that, when the STSC was first established, they addressed operational issues inand around schools. Those operational issues are listed on the tracking list and are mostlycomplete.4

Pinellas County STSC – Minutes of April 6, 2016Regarding Largo High School, Mr. Burke asked Commissioner Carroll to contact FDOT if henotices any issues with traffic at the beginning of the next school year. Mr. Burke reportedthat delineators will be installed so there won’t be any left turns at Largo High School.Commissioner Deighton asked about the schools that have been in the newspaper latelythat have problems and why they aren’t on the list for improvements. Ms. Ward respondedthere are five schools with academic issues and not traffic or operational issues. Ms. Cookadded that the School District is addressing those issues and is making progress.Ms. Ward asked about Melrose Elementary School. Chairman O’Shea responded thatMelrose Elementary School is an older school and there have been discussions with theresidents as to whether to build a new school. There isn’t land to build a new school so theywould have to build on the same land as the current school is located. The School District islooking at possibly building the school where John Hopkins Middle School is located and theCity of St. Petersburg has offered land but it’s industrial and other safety and legal issues.VIII.ADJOURNMENTThe Committee adjourned at 10:17 a.m.5
