President’s Columnmany financial institutions immediately engaged toblock the processing of credit cards and shut downbanking accounts belonging to individuals andcompanies engaged in business related to firearms, including safety training. As part of the concerted effort to shut down thesupply lines, the President also announced his intentionto push Congress to repeal the law protecting firearmmanufacturers from frivolous lawsuits while at thesame time, the anti-gun movement revived a stale, 20 year-old City of Gary lawsuit. This lawsuit was filedbefore Federal and State protections were in place, soit is “grandfathered” in the law and can still proceed.Although the case has been whittled down in thenumber of claims, it will be greatly expanded if theprohibition against frivolous suits is lifted. This casehas the potential to destroy the firearms industry; evenif a business is innocent, it can go bankrupt due to theimmense cost of legal defense. The Second Amendment SiegeI hope everyone had a great Easter and Spring breakand are now energized to reengage in the fight to defeatthe current siege being laid upon Americans who owna firearm or are engaged in a Second Amendmentprotected business. By now, we are all aware of theassault upon the Second Amendment by the Presidentand Congress through the senseless ban on gun partsand types of sporting arms, but there is an even moreinsidious movement afoot with socialist politicians andtheir billionaire co-conspirators.The Biden Administration has declared all-out waragainst gun owners and the firearms industry; on dayone, the President repealed a Trump Executive Orderthat prohibited discrimination by financial institutionsagainst citizens engaged in the lawful business offirearms or any associated activity, including shootingsports, hunting, safety training & instruction, oranything that can be even remotely connected to theSecond Amendment. This is a deliberate action tounleash the cancel culture hounds and give them ablank-check (or in this case, no-checks) to hunt downlaw-abiding citizens and shut down their ability toconduct business in the stream of commerce. As theExecutive Order banning discrimination was lifted,ISRPA has been on the front lines engaging theIndiana General Assembly and Executive Branch tofight and defend against the biggest Constitutionalthreats faced by citizens in many years. However, theeffort has not been easy even with a super-majorityRepublican legislature. ISRPA fully supported a billrequested by the National Shooting Sports Foundation(Senate Bill 49, Unlawful Viewpoint Discrimination, authored by Senator Jim Tomes), which would havemade discrimination against 2A businesses illegal inthe State, but it was denied a hearing in the SenateInsurance and Financial Institutions Committee.NSSF, NRA, and ISRPA attempted to address theChairman’s “free market” concerns by offering toreduce the bill to mirror similar statutes which wouldprevent the State from doing business with entitiesengaged in the suppression of freedoms in othercountries (leveraging the free-market) or creating astudy committee to publicly expose those engaged indiscrimination, but the Chairman still refused to hearthe Bill. I guess that it is O.K. to allow the suppressionof Constitutional freedoms in the USA, but not tolerateoppression in other countries.ISRPA has also been on the offensive with all of our2A allies to push for Constitutional Carry legislation. The Constitutional Carry bill (House Bill 1369,authored by Representative Ben Smaltz) passedthrough the House of Representatives and hit a brickwall in the Senate.(Cont. on page 6)ISSN Apr-May-Jun 2021 Page 3

LEGISLATIVE REPORTBy Bill Dowden, Legislative DirectorElections do haveconsequencesandAmericans are remindedof that in these first trol of the WhiteHouse and congress, theadministration is movingto fulfill the Democrat candidates’ promises made to theiranti-2nd Amendment friends. After hearing aboutmandatory buybacks of now-legal firearms, universalbackground checks which is a precursor to confiscation, banning semi-automatic rifles, ratification of the UnitedNations Small Arms Treaty, etc., all during the monthsleading up to the election, no one can claim to besurprised.Fortunately for Hoosiers, we have had legislators overthe years who interpret and apply the 2nd Amendment theway the Founding Fathers wrote it. In these final days ofthis legislative session Senators Jim Tomes, JackSandlin, and Scott Baldwin have authored SenateResolution #39, which is co-authored and/or endorsed bya majority of their fellow Senators, which declares“ that the policy of the state is to protect theconstitutional right to keep and bear arms” and that thestate will oppose attempts to restrict the constitutionalrights of Hoosier gun owners and legal firearmsbusinesses. For the last several years there has been a growing trendby national and international mega-corporations tooppose any legislation which favors our “traditionalvalues.” The Legislature saw this when they weredebating “state preemption” to protect gun ownersaround the state; some large companies and sportscorporations threatened to move out of the state if the billpassed. Thankfully, the legislators held firm against thethreats and passed the bill. Another case was the threatsfrom the same group to move out of Indiana if thegovernor signed the “religious freedom” bill as passed bythe Legislature. Currently those same groups arethreatening nationally those states which are trying toinsure that their elections are fair, honest, and devoid offraud. Just this week Major League Baseball announcedthey were moving the All-Star game out of Georgiabecause their Legislature passed a law guaranteeing fairand honest elections with easy access for all voters.Gun owners need to remember the oft-quotedadmission of German Lutheran Pastor Niemoller: “Firstthey came for , but not me. Then they came for , butnot me. Then they came for me and there was no one tohelp me.” Members of the ISRPA and other gun ownersmust be aware of the attacks on our constitutionallyprotected rights and freedom and let your officials at alllevels, local, state, and federal, know that you supportthose who defend your God-given freedom as anAmerican citizen. As usual, you can follow the actions of the GeneralAssembly and a summary of the bills passed in thissession by logging on to www.in.gov/legislative.NRA Board of Director NomineeJames A. Tomes, Evansville,IN; I joined the NRA in 1986 andbecame an Endowment memberin 2013.In the early 90’s I beganworking as a NRA GrassrootsCoordinatorforIndiana’sth8 Congressional District. Also Ibegan setting up a table at the gunshows in my area recruiting for NRA memberships. Iwas involved in helping to get pro-gun candidates electedto office at all levels. In January 1999 we started a local gun rights groupcalled the 2nd Amendment Patriots, which I have been thedirector of since its beginning. We received the NRA Grassroots of the Year award in2000. We are now in our 22nd year. We were responsiblein working to get the first in the Nation a LifetimeHandgun Permit in Indiana, as well as other pro-gunlegislation.My wife, Margie, and I just celebrated our 50th weddinganniversary. We have 3 children and 4 grandchildren. Iserved 3 years in the Army, one year in Vietnam with the101st Airborne as a Specialist 5th Class.I retired from the trucking industry in 2006 with 33years. I was elected to the Indiana State Senate in 2010and am currently serving my 3rd term. I am Chairman ofthe Veterans and Military committee. As a Republican Ihave passed many pro-gun bills into law, such as thepreemption law. I repealed the ban on short barreledshotguns in the state and allowing staff at the Statehouseto possess guns in the building and provide people tohave a handgun in their cars without a handgun licenses,to name a few.ISSN Apr-May-Jun 2021 Page 10
