STAFF AUGMENTATION – SAP Technical FunctionsSECTION 1INTRODUCTION1. Orange County Public Schools (hereafter referred to as “OCPS or The District”) is requesting solicitationsfor the purpose of providing Technical Staff who has detailed knowledge of SAP and other applications asdescribed in the Scope of Work for detailed position requirements.ORANGE COUNTY PUBLIC SCHOOLS (OCPS) ORGANIZATIONOCPS is the 10th largest district in the nation and is the 4th largest in Florida. The District is the secondlargest employer in Orange County, Florida with over 24,000 full and part-time employees. OCPCScurrently has 194 schools with approximately 177,000 fulltime students enrolled.Any respondent and/or awarded recipient must acknowledge and agree to comply with the FamilyEducational Rights and Privacy Act (FERPA) and all State and Federal laws relating to the confidentiality ofstudent recordsSECTION 2SCOPE OF SERVICE1.SCOPE OF SERVICESThe selected supplier (s) will provide three (3) positions that augment staff for continued support of theDistrict’s SAP system as defined in each position requirements. All resumes submitted must clearlydocument experience, knowledge, and the depth of experience and knowledge.Scope ChangesOCPS may unilaterally require, by written order, changes altering, adding to, or deducting from the Contractspecifications, provided that such changes are within the general scope of the Contract. OCPS may make anequitable adjustment in the Contract price or delivery date if the change affects the cost or time ofperformance. Such equitable adjustments require the written consent of the Consultant, which shall not beunreasonably withheld. If unusual quantity requirements arise, OCPS may solicit separate bids to satisfy them.2.TECHNICAL ENVIRONMENTOCPS currently utilizes several enterprise wide systems to support our business. We run SAP ECC 6.0 withEHP4 for our core business application. We use Pearson's SMS, version 7.3.1 as our student system, withplans to upgrade with 7.5 in the near future. We use CampusVue 11.4.B.HF3 as our Career and TechnicalEducation division. We use Microsoft's Active Directory 2003 and Microsoft's Exchange 2007. The EnterpriseData Warehouse uses an Oracle 11.1.0.7.0 database, OWB 11.1.07 and OBIEE 10.1.3.4. We haveapproximately 24,000 employees and over 177,000 students. While all employees’ currently have ActiveDirectory accounts, many of our students are not currently provisioned Active Directory accounts.RFP1107182Page 6 of 48

3.FUNCTIONAL REQUIREMENTSConsultant shall provide the following: Provide experience professional personnel for the project duration primarily during normal business hours:Monday through Friday 7:30 a.m. to 4:30 p.m. (Work location 445 West Amelia Street, Orlando)Experienced personnelCommitment for the time frame specified for each position.Provide candidates with the tools to perform the required functions.Project Staffing – Identification of the qualifications and experience of key staff who will be directlyinvolved in this project. Indicate specific software and hardware familiarity and knowledge level.Must provide statement of qualification (Resumes) of each candidate recommended for the position.Resumes and qualifications should also reflect the following skills and abilities:o Well-developed analytic abilities.o Ability to synthesize complex information and present findings accurately, clearly, and effectively.o Excellent writing and editing skills, and the ability to prepare clear, complete, and usefulcommunication.o Ability to work independently or cooperatively with others.o Ability to interact with various levels of OCPS staff and management in a professional andcourteous manner.o Ability to negotiate and resolve issues without confrontation.Required Positions Three (3) SAP Technical FunctionsPosition Number 1This is for staff augmentation in the SAP PI (system integration) expertise. This position will assist staff with thetechnical and development requirements for the use of PI in the Fleet Management System and also for the secondphase of Supply Relationship Management (SRM). Requirements: A minimum of 12 years of experience with SAP A minimum of 10 years of experience in working with the SAP integration technologies. Have SAP XI Developer and SAP XI Technology Certifications.Position Number 2This is for staff augmentation for the configuration and implementation of new functionality in the SAP portal. Thisposition will work on approximately 6 projects involving Employee Self Service (ESS) and Manager Self Service(MSS). Requirements: Have knowledge of architecture, installation and configuration of NetWeaver Java – with special emphasison Enterprise Portal and SAP Web Dispatcher configurations. Have experience with Design and implementation building federated and external facing portals. Have implementation experience in multiple SAP components Java/ABAP, Enterprise Portal, XSS(ESS/MSS), eRecruiting, SRM/SUS, eCommerce, SLD, NetWeaver Administrator, SAP Web Dispacther,and NWBC. Have experience in Desktop to Database understanding in performance and problem resolution in a PublicSector Environment. Have experience in Enterprise Portal content design and creation supporting ESS/MSS, SRM/SUS,eRecruiting and custom content. Have experience in Broad Basis experience working with SAP component software (SAP R/3 and ECC 6.0) Have experience in Portal Strategy Development.RFP1107182Page 7 of 48

Position Number 3:This is for staff augmentation for SAP BASIS group and environment. Requirements: A minimum of 10 years experience in SAP BASIS, including upgrades, os/db migrations and enhancementpack application. A minimum of 3 years of experience with SAP ECC, Enterprise Portal, eRecruiting and SRM. Have an in-depth knowledge of K-12 Business Practices in an SAP environment. Current experience in implementing ECC6.0 EHP4, SRM 7.0 and eRecruiting 6.0 EHP4 at a K-12environment operating SAP in a virtual environment with Windows/SQL Server and Linux/Oracle platforms. Have proven experience in Project Planning, including estimating work efforts, resource requirements andlandscape support. Have experience and are able to facilitate changes through the change control process, including properform submittal, testing, and execution. Have experience in maintenance window coordination – develop plans, engage responsible parties, andcommunicate outages. Have a working knowledge of SAP security administration.Note: All resumes submitted must clearly document experience, knowledge, and the depth of experience andknowledge.Other Requirements: Work days are Monday through Friday (7:30-4:30) ) – Summer Schedule is Monday through Thursday 10hours per day Billable days do not include official OCPS paid holidays to its employeesEmployees, Sub-Contractors, and AgentsAll Consultant’s employees, sub-contractors, or agents performing work under the Contract shall be properlytrained who meet or exceed any specified training qualifications. To be submitted with proposal or 24 hoursupon request, Consultant shall furnish a copy of technical certification or other proof of qualification. Allemployees, sub-Consultants, or agents performing work under the Contract must comply with all security andadministrative requirements of OCPS. OCPS may conduct, and the Consultant shall cooperate in, a securitybackground check or otherwise assess any employee, sub-Consultant, or agent furnished by the Consultant.OCPS may refuse access to, or require replacement of, any personnel for cause, including, but not limited to,technical or training qualifications, quality of work, change in security status, or non-compliance with an OCPS’ssecurity or other requirements. Such approval shall not relieve the Consultant of its obligation to perform allwork in compliance with the Contract. OCPS may reject and bar from any facility any of the Consultant’semployees, sub-Consultants, or agents.RFP1107182Page 8 of 48

Personnel Matters(a) Professional Qualification RequirementsThe Consultant shall supply personnel meeting the qualifications specified above.(b) ProfessionalismConsultant’s personnel shall adhere to the same professional and ethical standards of conduct required ofOCPS employees and contractors. Consultant personnel shall not:1. Discuss with unauthorized persons any information obtained in the performance of work not considered apublic record pursuant to Chapter 119, Florida Statutes;2. Conduct business not directly related to the requested scope of services on OCPS premises;3. Use computer systems and/or other OCPS facilities for company or personal business other than workrelated to the requested scope of services; or4. Recruit on OCPS premises or otherwise act to disrupt official OCPS business.(c) TrainingThe Consultant shall provide fully trained and experienced personnel (including re
