Toprovide the campus with a crisis plan for the handling of emergency/crisis/disaster situations inaccordance with KCTCS policy on the establishment of criteria for Emergency Response andCrisis in regard to various scenarios that might occur on campus and actions that should betaken by faculty, staff and students during those events. The Crisis Management Team iscommitted to the creation of a safe environment for employees, students, and the public. TheCrisis Management Team is responsible for evaluating, revising, maintaining and implementingthe procedures in this manual on a periodic basis. Somerset Community College Crisis Management PlanPrefaceSomerset Community College (SCC) is committed to the welfare of its community – students,faculty, staff and visitors, and to preserving the institution. To fulfill the College’s mission andcommitments in the event of a disaster, the College strives to become disaster resistant.Disaster resistance is achieved through recognition and analysis of the risks of natural and manmade hazards, mitigation of the human and economic impact of disasters, and comprehensiveplanning for resumption of College functions. This Crisis Management Plan contains emergencyplans that provide the framework for which the College will minimize the danger of life andproperty resulting from natural and man-made disasters.The procedures contained in his plan apply to all personnel, on and off campus buildings andgrounds owned by SCC. This document is to clarify the actions, roles, and responsibilities thatare to be taken by individuals and departments in the event of a crisis or emergency that hasmajor impact on the SCC community. Team work and preparedness through planning andeducation will help to reduce confusion, injury, and the loss of life during a disaster.PART I. EMERGENCY PLAN GUIDELINES AND COORDINATIONA. MAJOR EMERGENCY GUIDELINES1. The major emergency procedures outlined in this manual are designed to aid in theprotection of lives and property through effective use of available campus resources.Whenever an emergency affecting the campus reaches proportions that cannot behandled by routine measures, the President or designee may declare a state ofemergency and implement these guidelines.2. The President or designee serves as overall emergency director during any majoremergency disaster. The following definitions of an emergency are provided asguidelines to assist SCC employees in determining the appropriate response.a. Minor Emergency: Any incident that will not seriously affect the overallfunctional capacity of the college. Report immediately to a member of the SNAPTeam by dialing 16911 from any Somerset Community College campus phone or606-451-6911 from external phones.b. Major Emergency: Any incident that affects an entire building or buildings, whichwill disrupt the overall operation of the College. In this case, outside emergencyservices will be required, as well as major resource efforts from campus supportservices. Call 911 and then report to a member of the SNAP Team by dialing16911 from any Somerset Community College campus phone or 606-451-6911from external phones.6

Disaster: Any event that seriously impairs or halts the operations of the College.In some cases mass personnel casualties and severe property damage may besustained. A coordinated effort of all campus-wide resources is required tocontrol the situation. Outside emergency services will be essential. In all cases ofdisaster, a Command Center will be activated and the appropriate support andoperational plans will be executed. Call 911 and then report to a member of theSNAP Team by dialing 16911 from any Somerset Community College campusphone or 606-451-6911 from external phones.3. The president or designee will make the determination, if a state of emergency is tobe declared and the type. During a campus emergency, the Security Supervisor willplace into effect the necessary measures to secure campus personnel and property.Only authorized persons will be allowed on the campus during the declared state ofemergency. The Crisis Management Team, and others as designated by thePresident as essential, will comprise authorized personnel.B. REPORTING EMERGENCIES PHONE NUMBERS1. COLLEGE NOTIFICATION SYSTEMThe telephone system is the primary means of emergency notification. Beginning withthe fall of 2008 the first method of communication is via the KCTCS SNAP System. ThisInformaCast system is a robust, full-featured system that allows simultaneous audiostream and/or text messages to multiple IP phones, InformaCast IP Speakers,InformaCast Desktop Agent, student home and/or cell phones. During an emergency,the system should be limited to transmission of specific information regarding theemergency. Initial contact with team members should be made through the telephonesystem. If the phone system is not operational, the M & O department maintains awalkie-talkie radio system that can be used. It should be noted however that during abomb threat no cell phone, pager or walkie-talkie device is to be used.All designated persons and their backups should immediately turn on their walkietalkies should the tornado sirens be activated – walkie-talkies should be takenwith those persons to a safe shelter. Listen for further instructions from theOperations Department before returning to your office or classroom. Do not gooutside your building while the tornado sirens are activated.D. DIRECTION AND COORDINATION1. Definitionsa. Emergency Director – The president or designee shall direct all emergencyoperations. In the absence of the President, an assigned administrator shallassume operational control of the emergency.b. Emergency Coordinator – The VP of Operations shall be the EmergencyCoordinator and shall coordinate all operations of the Crisis Management Teamduring the emergency.9

Somerset Community College Crisis Management Planc. Emergency Command Post – An emergency command post will be set up. Atleast one member of the Crisis Management Team is to staff the command postat all times until the emergency situation ends. See Appendix VI.d. Pressroom – A pressroom will be set up by the President or designee at alocation away from the above areas. See Appendix VI.e. Crisis Management Team – The Crisis Management Team shall consist of thePresident/CEO, Sr. VP of Academic Affairs , VP of Student Affairs, VP ofOperations, VP of Institutional Effectiveness, VP of Administration, VP ofWorkforce Solutions and VP of Institutional Advancement. While the EmergencyCommand Post is being established, the members of the team will contact thoseemployees under their supervision deemed essential for the emergency.10

Works with the emergency coordinator in assessing the emergency andpreparing the College’s specific response.c. Declares and cancels the campus state of emergency.d. Maintains contact with the President for handling communications and publicinformation and internal information.c. Assist the Emergency Coordinator/VP of Operations in contacting employeeson campus regarding pertinent information.Manager of Operations/Maintenance and Operations Supervisor(s)/Directorof Securitya. Assists the Emergency Coordinator/VP of Operations during emergencies.Provides equipment and personnel to perform shutdown procedures,hazardous area control, barricades, damage assessment, debris clearance,emergency repairs and equipment protection.b. Provides vehicles to transport personnel and/or equipment.c. Obtains the assistance of utility companies as required.d. Surveys habitable space and relocates essential functions.e. Provides emergency power as needed.f.Maintains emergency equipment in a state of readiness.g. Provide an academic continuation plan to ensure classes can resume in a timelymanner at alternate locations in the event of an emergency.Director of Human Resourcesa. Coordinates information with employee family members.Maintenance and Operations Staffa. Contact appropriate personnel in the building to inform, update, andcommunicate status of emergency.b. Administer evacuation plans for the building.3. Training and DrillsTraining programs and drills will be carried out at periodic intervals during the year.Evacuation (fire) and tornado drills are mandatory. Other less extensive drills orrehearsals involving fewer employees will be practiced.4. Major LossIn the event of a major loss the College has access to KCTCS System Office, as wellas other KCTCS Colleges in the region to provide and assist recovery andrestoration efforts. The College has budgeted continuing funding in its annualbudget.E. EMERGENCY NOTIFICATION FLOWCHARTMINOR EMERGENCY – Any incident that will not seriously affect overall functionalcapacity of the College. CRISIS COMMUNICATION PLANAs a public institution, SCC strives to be forthright and timely in communications. Decisionsregarding communications during a crisis will be guided by the commitment to public disclosureand the public’s legitimate right to be informed, balanced by a concern for the right of theindividual for privacy and personal security. Also to be considered is the effect that immediatepublic disclosure could have on impending investigations or legal actions.This plan offers policies and procedures for the coordination of communication within the SCCfamily and between SCC and external audiences, including the news media.Objectives of crisis communications To factually assess the crisis and to determine whether a communications responseis warrantedTo assemble a Crisis Communicatins Team that will determine appropriatemessages and actionsTo identify constituencies that should be informed; communicate facts about thecrisis; minimize rumors; and restore order and confidence.15

Somerset Community College Crisis Management PlanDefinitionsA crisis may be defined as a significant disturbance in SCC activities that result in extensivenews coverage and public scrutiny. Such a crisis has the potential to damage the reputation ofSCC. A crisis may or may not constitute an emergency in which campus operations aredisrupted. The nature of the crisis will determine appropriate responses.Crisis communication is one component of overall crisis management but communications arekey to how SCC handles a crisis. How SCC communicates will have a lasting impact on itsreputation with various constituencies, including students, faculty, staff, alumni, parents, thecommunity and the news media. An effective communications plan, coupled with the earlyinvolvement of communications professionals, will help limit the negative impact of the crisis andallow those charged with mitigating the crisis to fulfill their responsibilities.First StepsWhen an SCC employee identifies a crisis, his or her first responsibility is to determine whetheremergency services – fire, police, ambulance, etc. – need to be summoned. If warranted, theSCC President/CEO is notified. The President/CEO makes the decision on whether to appointand activate the Crisis Communications Team.As the next step – or as a first step in the absence of imminent danger to life or property – theemployee should inform his or her supervisor of the crisis. In accordance with the appropriatechain of command, the office of the SCC President/CEO is notified. The President/CEO makesthe decision on whether to appoint and activate the Crisis Communications Team.At the System level, the Crisis Communications Team should include: PresidentVice President for internal affairsCabinet member(s) with responsibility over the affected function of KCTCSThe Director of AdvancementAny other employee deemed necessary by the PresidentOnce convened, the Crisis Communications Team assesses the situation and determines howto respond.Communications ProtocolsOur faculty and staff must be kept informed of the crisis and our response to maintain order andfacilitate a quick recovery. It is important to remember that the words and actions of employeestoward external audiences will make or break the reputation of SCC.Therefore, after emergency officials are notified of a crisis, employees may be the next targetaudience. Other key audiences that should be kept apprised of SCC’s crisis response: Parents and family members of affected students or employeesBoard leadership (Board of Regents, Foundation, local Boards of Directors)Political leadership (Governor’s Office, key legislators, CPE)News media16

Crisis communicationsmust consider applicable statuses and fundamental issues of fairness.Methods of CommunicationsDifferent crises warrant different methods of communications with key constituencies. Someoptions that you may consider: One-on-one or small-group meetings with employees or students when possibleLarger assemblies of employees or studentsUse of email groupsUse of voice mail messagesRegular communication vehicles, such as newslettersPersonal letters from the CEO to employees, friendsPhone calls or visits to important external constituents, such as board members andpolitical leadershipInformation posted on the webA telephone line established to provide assistanceCounseling of employees or studentsFollow-upThe Crisis Communications Team should meet within two weeks of the crisis to review theactions taken to determine effectiveness and efficiency of the response. Information obtainedduring the critique should be incorporated into updates of the Crisis Communications Plan.PANDEMIC INFLUENZA OUTBREAKInfluenza is a highly contagious respiratory virus that is responsible for annual epidemics in theUnited States and other countries. Each year an average of 200,000 people are hospitalizedand 36,000 die in the U.S. from influenza infection or a secondary complication. During aninfluenza pandemic the level of illness and death from influenza will likely increase dramaticallyworld-wide. There is a potential for high levels of illness and death, as well as significantdisruption of society and our economy, making planning for the next influenza pandemicimperative. In response to the request for the need to develop Pandemic Influenza Planssystem wide, the Office of the President charged the Crisis Communications Team withdeveloping a “Pandemic Influenza Plan.” This plan has been added to the Crisis ManagementPlan as Appendix 1.CAMPUS SECURITY AND CRIME AWARENESSWe encourage the prompt and accurate reporting of ALL criminal matters occurring on campus.All criminal incidents should be reported to 911 first and then to Somerset Community CollegeSecurity. Incidences of on-campus crimes must be reported in compliance with the CrimeAwareness and Campus Security Act of 1990. To obtain the security statistics submitted forSomerset Community College to the Federal Department of Education, you may go to the SCCWeb site www.somerset.kctcs.edu and click on Current Students, click on Student Life, click17

A special crime report will be made to thecampus when any crime reported to the campus security authority personnel presents a safetyor security threat to students or employees. The special crime report will be made within 24hours of the incident report to the campus security authority. A campus-wide email will be usedas well as posting flyers on each building’s bulletin board. Faculty will be asked to notifystudents in their classes as well.18

Somerset Community College Crisis Management PlanPOSSESSION OF WEAPONS, PERSONAL/SEXUAL ASSAULTS, AND STALKINGThe possession of a firearm, or other lethal weapon, either concealed or brandished openly,personal assault and stalking shall immediately be reported by the victim, or any other personwitnessing such act, to the Director of Security, VP of Operations or Manager of Operations.Sexual assaults and stalking should also be reported to the Title IX Coordinator.Any such offense committed by a student is punishable through disciplinary action as set forth inArticle III, Section 3, Standard 2 & 3 of KCTCS Code of Student Conduct and/or through policeintervention as determined by the President of the College or the College Administrator incharge. In addition to the offenses described below, certain other disciplinary offenses involvingconduct that is destructive of academic freedom, the rights of others, and the orderly operationof the College are set out in Article III.1. Possessing a firearm or other lethal weapon(s) on school property without theauthorization of the President of the College, or the College Administrator in charge.2. The threat or commission of physical violence against any person on school property.3. The threat or commission of physical violence against any employee for the purpose ofinfluencing the employee’s official actions or responsibilities.4. Harassing anyone present on school property. A person is guilty of harassment when,with intent to harass, annoy, or alarm another person, they do one of the following:A. Strike, shove, kick, or otherwise subject another person to physical contact, or attempt orthreaten to do the same.B. Follow a person into or about school property or at a public place or places.C. Engage in a course of conduct or repeatedly commit acts that serve no legitimatepurpose other than to alarm or seriously annoy another person.19

Try to remain calm and think through your escape route. Try to get others to go with you, but do not let others indecisiveness slow youractions. Leave your belongings behind. Prevent others from entering an area where the active shooter may be. Keep your hands visible and follow the instructions of any police officers arriving onscene. Do not attempt to move wounded people.
