DocuSign Envelope ID: DE711193-CE7D-4AA6-8707-D758BE6BC3DFArticulation Agreement between Eastern Oregon University’sFire Services Administration ProgramandVolunteer State Community CollegeFire Science ProgramThe parties to this Articulation Agreement are Volunteer State Community College, 1480Nashville Pike, Gallatin, TN 37066, hereinafter referred to as “VSCC” and EASTERNOREGON UNIVERSITY, 1 University Blvd, La Grande, OR 97850, hereinafter referredto as “EOU.”Fire Service Administration Bachelor of Science DegreeEastern Oregon University’s Bachelor of Science in Fire Service Administration is aliberal arts program designed to give students a strong theoretical background in firedepartment administration. Graduates in this degree will be prepared for graduateprograms in the areas of business administration, public administration, and fireadministration. This degree program is offered entirely online and some courses areoccasionally available as 2- or 3-day hybrid/onsite courses at various locations in Oregonin cooperation with the Oregon Department of Public Safety Standards and Training(DPSST).To earn an EOU baccalaureate degree, students must complete the University GraduationRequirements (UGRs) and the program requirements as outlined for each specific major.A complete checklist for EOU’s Fire Service Administration Degree can be downloadedfrom: tudents can meet equivalency for subject areas without having taken specific equivalentcourses through several options including, but not limited to: NFA or NFPA courses,equivalent courses from other institutions, submission of training records, and/orcertifications such as Fire Officer I, etc. Evaluation of equivalency is based uponestablished, and publicly available, NFA or NFPA training and educational guidelines.The FSA Program Chair will make a final determination of applicability of any proposedequivalency credits.Specific program content will be reviewed annually, and curriculum changes by eitherinstitution must be communicated to the partner institution in writing no later than June30th of each academic year.Each partner assumes responsibility for informing their students of curricular revisionsthat would impact student planning and/or degree completion. DocuSign Envelope ID: DE711193-CE7D-4AA6-8707-D758BE6BC3DFgraduation requirements for Bachelor’s degree with the Fire Service AdministrationMajor from EOU change within the term of this agreement, the standards and practicesthat have been established by EOU to cover such a change will apply to articulatingstudents.Either party may terminate or suspend this Agreement for convenience upon six (6)months written notice; provided, however, that the parties shall discuss and reasonablyattempt to resolve the issues that led to the notice of termination or suspension during thesixty (60) day period. Notwithstanding the termination of this Agreement, any studentswho have applied for transfer from VSCC to EOU prior to or during the six (6) monthperiod shall be treated as if this Agreement continues to be in effect.Admission to EOU is not guaranteed. Students shall apply for admission to EOU inaccordance with the then-existing rules, policies, and procedures of EOU.This agreement constitutes the entire agreement between the parties. No waiver, consent,modification or change of terms of this agreement shall bind ether part unless in writingand signed by both parties. Such waiver, consent, modification, or change, if made, shallbe effective only in the specific instance and for the specific purpose given. There are nounderstandings, agreements or representations, oral or written, not specified hereinregarding this agreement.Non-Exclusivity. This Agreement is not exclusive, and either party may enter into similaragreements with any other party.Non-discrimination. The parties agree to comply with Titles VI and VII of the CivilRights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of theRehabilitation Act of 1973, Executive Order 11,246, the Americans with Disabilities Actof 1990 and the related regulations to each. Each party assures that it will notdiscriminate against any individual including, but not limited to, employees or applicantsfor employment and/or students because of race, color, religion, creed, ethnic or nationalorigin, sex, sexual orientation, gender identity/expression, disability, age (as applicable),status as a covered veteran, genetic information, and any other category protected byfederal or state civil rights law. The parties shall, upon request, show proof of suchnondiscrimination and shall post in conspicuous places, available to all employees andapplicants, notices of nondiscrimination.The parties also agree to take affirmative action to ensure that applicants are employedand that employees are treated during their employment without regard to their race,religion, creed, color, sex, age, disability, veteran status, or national origin. Such actionshall include, but not be limited to, the following: employment, upgrading, demotion ortransfer, recruitment or recruitment advertising, layoff or termination, rates of pay orother forms of compensation, and selection available to employees and applicants foremployment.Confidentiality of Records. Identifies or can be used to identify an individual (including, without limitation,names, signatures, addresses, telephone numbers, e-mail addresses and other uniqueidentifiers); or2. Can be used to authenticate an individual (including, without limitation, employeeidentification numbers, government-issued identification numbers, passwords or PINs,financial account numbers, credit report information, biometric or health data, answers tosecurity questions and other personal identifiers.Contractor represents and warrants that its collection, access, use, storage, disposal anddisclosure of Personal Information complies with all applicable federal and state privacyand data protection laws, including without limitation, the Gramm-Leach-Bliley Act(“GLBA”); the Health Information Portability and Accountability Act (“HIPAA”);theFamily Educational Rights and Privacy Act (“FERPA”) of 1974 (20 U.S.C.1232g), theFTC’s Red Flag Rules and any applicable federal or state laws, as amended ,together withregulations promulgated thereunder.
