He then turned the meeting over to Prof.Moynihan. Prof. Moynihan thanked everyone for attendingthe meeting and noted that holding a virtual meeting isunusual, but necessary. She asked that the action items onthe agenda be addressed before taking any questions ordiscussion regarding the cancellation of the IADR GeneralSession 2020. She added that in the coming months, the IADR Board and GHQ Staff will work togetherto determine how to move forward in the face of thecanceled meeting.1.1. The Group believes that the name changewill allow it to be more inclusive and attract newmembers.Several Councilors raised concerns about the namechange, noting that special care is not limited todental anesthesiology and that the name change is notlikely to increase membership and is therefore notappropriate. Other Councilors found the term specialcare to be confusing. The Dental AnesthesiologyResearch Group representative was not on the call toaddress these concerns.Dr. D’Souza noted that the Board previouslyaddressed the issues now being raised and felt thatthere is no other more appropriate Group forpatients needing special care and that this would be agood starting point in the Association for researchersto explore this issue.Dr. Ryan agreed that this may be a good starting placefor special care research to gain a foothold in theorganization. She added that if the proposal is denied,it could potentially turn away new members. Therewas discussion about revising the name to include“special health care,” but Dr. Fox suggested thatchanging the name without anyone from the DentalAnesthesiology Research Group present would not beideal. Councilors from Pediatric Oral Health and OralMedicine and Pathology were invited to comment anddid not raise any concerns with the proposed namechange.3. Performance Monitoring/AuditCommittee(PMAC)3.1. IADR 2018 Independent Auditors’ ReportDr. D’Souza reviewed the Independent Auditors’Report and noted that the report earned an unqualifiedopinion which is the best possible outcome and thatthe financial statements required no adjustments. Dr.D’Souza then reviewed the Association’s assets andliabilities, noting that IADR assets are made up primarilyof the investment portfolio. At the end of 2018 the netassets stood at about 13.4 million, down 1.1 millionfrom the previous year. IADR’s net assets are aboutthree times the annual expenses, and the financialposition of the Association is very strong.Dr. D’Souza reviewed revenue sources which comefrom meetings, dues, publications and contributions;and expenses which are primarily related to theGeneral Session, awards and fellowships andmanagement costs. The change in net assets fromoperating activities was an increase of 285,000 butinvestment losses in the 4th quarter of 2018 pulled netassets down by 1.1 million.Dr. D’Souza then reviewed a chart which showednet assets over the period 2013–2018 and noted thatbecause investments make up such a large part of theAssociation’s assets, changes in net assets are mostdramatically affected by investment returns. Netassets at the end of 2018 were nearly 8 million higherthan they were at the market low of 2008.Prof. Riggio asked whether the investment income ismanaged proactively or by investment managers inlight of the current financial crisis. Dr. Fox respondedthat IADR uses the firm Cambridge Associates toactively manage most of the investments. Some are inindexed funds. He added that with the recent marketfluctuations, Mr. Walsh has been in regular contactwith Cambridge Associates regarding whether andwhen to rebalance. Mr. Walsh added that rebalancingwas done several weeks ago and may be done again inthe near future.Motion 6: That the IADR Council approves theIADR 2018 Independent Auditors’Report.Moved:Dr. NörSeconded:Dr. CrystalThe motion was approved.4. Member Stakeholder RelationsCommittee(MSRC)4.1. Joint IADR/AADR Policy and Position Statements onSugar-sweetened BeveragesProf. Moynihan reviewed the Policy and PositionStatements on Sugar-sweetened Beverages andadvised that both the IADR and AADR Boardsrequested that the statements be drafted in supportof the Associations’ decision to exclude sugarsweetened beverage companies from the investmentportfolios. The position statement and policy weredrafted with subject matter experts and withinput from the Science Information Committees.IADR Proceedings 20205

After reviewing specifics of the policy and positionstatements, Prof. Moynihan advised that the IADRand AADR Boards had approved the statements andrecommend that Council also approve. Most expenses are maintaining the same budgetlevel or increasing only slightly from 2019, exceptMember Recruitment is increasing due to a newIADR membership plan.Several Council members spoke in favor of approving.General Session: High A/V and Legal costs arekeeping the overall costs high for the Washington,DC General Session. In addition, new this year, weare offering childcare in the hopes that more parentswill be able to attend the meeting while their childrenare cared for onsite. Although we initially anticipatedhigh attendance, abstract submissions were closer toaverage for a North American meeting. The budgetedsurplus retained by IADR should be similar to theamount retained after the 2017 & 2019 GeneralSessions in North America. UPDATE: Since the budgetwas approved by the Board in December 2019, theCOVID-19 outbreak has resulted in some cancellations dueto flight restrictions and institutional travel bans. Althoughthe exact financial impact is difficult to estimate, there willbe a sizable deficit due to the canceled meeting.Motion 7: That the Joint IADR/AADR Policyand Position Statements on Sugarsweetened Beverages be approved assubmitted.Moved:Dr. AntonsonSeconded:Dr. CrystalThe motion was approved with two abstained.Prof. Moynihan thanked the Science InformationCommittee for its hard work on this and urgedthe Associations to widely publicize the policyand position statements. Dr. D’Souza asked howthis policy will be implemented by the Regions,Divisions and Sections and asked how and wherethe information will be disseminated outside theAssociations. Prof. Moynihan noted that Councilors atthe meeting should be disseminating this informationto their Divisions and Groups to follow this policyin their meetings and work. Dr. Fox noted that Dr.Giannobile has expressed interest in publishing this inthe JDR. Prof. Moynihan added that it should also beshared with liaison organizations such as the FDI.ACTION 1: The IADR and AADR Policy and PositionStatements on Sugar-sweetened Beverages will beshared by Councilors with the Regions, Divisions andSections.ACTION 2: The IADR and AADR Policy and PositionStatements on Sugar-sweetened Beverages will bepublished in the JDR as well as shared with national andinternational liaison organizations.5. Strategic and Operational PlanningCommittee(SOPC)5.1. 2020 IADR and Joint IADR/AADR BudgetsMotion 8: That the IADR Council approves the2020 IADR and Joint IADR/AADRBudgets as they were presented to andapproved by the Board in December2020, with the caveat that they will berevised significantly with the canceledIAGS.Moved:Dr. RyanSeconded:Dr. WrightThe motion was approved with seven abstai
