The Workforce AllianceNHS Procurement in Partnership and CrownCommercial Service (CCS) are two publicsector organisations that have come togetherin collaboration with the intent to explore thewhole portfolio of health workforce services aspart of a new Workforce Alliance.Workforce Alliance is pleased to announce thelaunch of new framework agreement RM6160Non Medical Temporary and Fixed Term Staff(NCS). Customers and suppliers will benefitfrom a strong partnership that brings togetherCCS, as the biggest public procurementorganisation in the UK, combined with theextensive expertise and experience that NHSProcurement in Partnership has in the NHS.We have worked closely together on theprocurement, delivery and management of thisservice.2 year basis with theoption to extend for a further 2 years until25/07/2023.Lots 1-6 of this agreement give NHSContracting Authorities and all UK PublicSector bodies, such as Local Government,Universities, Charities and Blue Light Servicesthe ability to secure quality candidatesregionally and nationally across the UK under avariety of specialisms, from the most junior tothe most senior roles including board level.Why use the framework?It is a national agreement, available for useby any public sector contracting body in theUK. It also has approved status with NHSImprovement, in line with their agencyIntroduction to the frameworkrules. Who can access the framework?Framework suppliersThis framework was created as a solution forA list of the awarded suppliers on thesourcing non clinical staff into the NHS but canbe used by any UK public sector body (localframework can be found on the authorities, education, police forces, not-forprofit organisations etc.) and has a tailorednts/RM6160compliance process to suit all organisations.Rate cardsAccess can be managed via an individualThere are two different rate cards for customers,organisation, a consortium of public sectorbodies or a collaborative procurementorganisation such as a procurement hub, andboth give the same values but one is personalisedfor NHS customers to account for NHS E/I capswill be supported by the Workforce Alliance.Methods of sourcing supplySourcing individuallySource your own requirements to meet yourparticular needs. The Workforce Alliance isavailable to assist with your requirements ifrequired, please do not hesitate to contact theWorkforce Alliance framework manager.CollaborationCollaboration is a strategic option in order tohelp control agency spend, so you may wantto think about collaboration with neighbouringwhile the other is for the rest of the public sector touse. As part of these rate cards the WorkforceAlliance have included an award support toolwhich will enable customers to locate whichsuppliers can provide different roles in differentregions and specialisms. This will rank the eligiblesuppliers that fulfil the criteria in price order toenable customers to select the most economicallyadvantageous tender. This rate card and tooldocument can be requested by contacting theWorkforce Alliance framework manager.Framework pricingThe pricing is built around the NHS Agenda forChange Pay Bands with all suppliers quoting afixed fee against the pay bands.trusts. If a framework rate is above the NHS E/I caprate this can only be used to secure a worker ifFee Type 1 Patientpatient safety is at risk. However, this shouldbe reported to NHS E/I by the trust as anFee Type 2 Non Patient Facing, DBS Requiredoverride of the price caps. Such a mechanismmust be on a shift basis. There is no othermeans of escalation within the framework.The total charge rate under the framework istransparent and broken down into the following7 components:Facing DBS RequiredFee Type 3 Non Patient Facing, No DBSRequiredFees will also be charged for fixed termplacements (worked out as a percentage of theworkers first 12 month salary) and transfer feesto take a worker on permanently, via another Worker’s pay rateagency or a third party. Transfer fees can beavoided after 12 weeks in post, subject to 4 Working Time Regulationsweeks’ notice.
