VISION 2020: WCPSS Strategic PlanIn the spring of 2014, several hundred people gathered to talk about the future of publiceducation in Wake County. That discussion was followed by an online survey that attracted11,000 participants, a town hall meeting of more than 750 people, and months of dialogue amongparents, teachers, students, community leaders and educators. WCPSS OverviewThe Wake County Public School System is the largest school district in North Carolina, servingmore than 163,000 students in 185 schools. Families choose from a variety of schools that offerdifferent calendars, magnet themes, instructional networks, early college options and careeracademies.Our goal is that by 2020, WCPSS will annually graduate at least 95 percent of its students readyfor productive citizenship as well as higher education or a career.This year WCPSS opens four new schools: South Garner High School, Apex Friendship MiddleSchool, Bryan Road Elementary and Buckhorn Creek Elementary.Wake County has 51 magnet/application schools offering kindergartners to seniors the chance totake part in magnet themes such as Academically or Intellectually Gifted, Creative andPerforming Arts, Global Studies, International Baccalaureate and Leadership.The school district created a Science, Technology, Engineering and Mathematics network for 31schools and Global Schools network for 18 schools. The STEM network offers students contentand skills essential to evolving science and technology industries. The Global Schools Networkemphasizes language and broadens students’ understanding of the world with in-depth historicaland cultural contexts.Wake County partners with other institutions to offer students early college opportunities. Thesesmaller schools provide students in grades 9-13 the chance to complete a high school diplomaand earn up to two years of transferable college credit. The district’s Leadership Academiesemphasize leadership development for men and women in an early college program that beginsat grade 6. Students at the Vernon Malone College and Career Academy and the North WakeCollege and Career Academy will be able to complete studies in CTE programs, apply earnedcredits towards an AAS degree, certificate or diploma program at Wake Technical CommunityCollege, or prepare to continue on to a four-year university.Career Academies give high school students hands-on training and access to professionals whoassist with internships, résumés and job training. The academies provide school-within-a-schoolprograms in finance, health sciences, environmental sciences, construction, digital media andinformation technology.Students in the district benefit from exceptional teachers. The district has more than 2,500National Board-certified teachers, the profession’s highest teaching credential.Wake is the largest county in the Research Triangle Region of North Carolina and is home to thestate capital of Raleigh. The Triangle’s major research universities are N.C. State in WakeCounty, UNC-Chapel Hill in Orange County, and Duke University in Durham County. TheResearch Triangle Park is home to companies that foster a culture of scientific advancement andcompetitive excellence.11

Important information for 2018-2019 It is illegal under state and federal law to produce, transport, share, receive or possessimages of underage individuals engaged in sexual activities. If any employee is aware ofor comes into contact with any inappropriate sexual images in electronic or hard copyformat, the following guidelines should be followed:o Immediately shut down the device or stop looking at the images.o Notify principal/supervisor and law enforcement as soon as possible.o Secure the device or image to give to law enforcement. If the images are on adevice belonging to another individual, tell the individual you are required to turnin the device or image to law enforcement.o Do not save, share, print, or delete images unless directed by law enforcement.o Contact Employee Relations for clarification. Non-tenured renewable contract teachers who have taught for three or more consecutiveyears with WCPSS are now eligible to receive a two-year contract beginning July 1,2018, if the teacher is in good standing. Please see New Policy 7410 for more detailsabout the availability of two and four year contracts. WCPSS is still updating all board policies. Unless otherwise approved, an employee must use comp time or accrued leave (annualvacation leave, sick leave, etc.) before using non-paid leave. The school system’spractice is not to advance leave to employees. However, extenuating circumstances mayarise that allow for exceptions, such as inclement weather situations. All employees mustsubmit the appropriate paperwork for use of any leave benefits. Employees should not disclose student identification numbers together with theassociated student name as such information is considered confidential. Student numbersare reported in the place of student names. New Policy 4040/7310, Staff-Student Relations, provides guidance regarding permissibleelectronic communications. See https://boardpolicyonline.com/bl/?b wake new WCPSS employees who are classified as classroom teachers for any percent of their jobassignment will be treated as such with regard to obtaining a substitute teacher whenabsent and benefit entitlements including but not limited to accrual of personal leave andaccess to extended sick leave. There may be restrictions on use of annual vacation leaveon student days for these employees. Employees may not work as a substitute teacher or get paid for additional work fromWCPSS on days that are also designated or being used as annual vacation leave days.13

Permanent EmployeeA permanent employee is an employee who is employed to fill a position that is to bepermanent if needs and funds continue or is employed for at least six full consecutive monthseither to replace one or more employees who are on an approved leave of absence withoutpay or to fill a vacancy until a qualified replacement is employed. A person employed for atleast six full consecutive months is eligible to receive full or pro-rata benefits. Therefore, theeligibility for benefits must be determined at the time of the initial assignment, or when theassignment status changes.Permanent employees may be employed full-time or part-time. The regular workweek of apermanent employee must be at least 20 hours per week. Permanent employees who work atleast 30 hours per week must be enrolled in the Teachers’ and State Employees’ RetirementSystem and must receive employer-paid medical insurance for self.14

Permanent employees do not lose permanent status during any period of temporary or interimassignment to another position in the same school system when it is anticipated that theemployee will be returned to the permanent position. Part-time EmployeeA part-time employee is an employee who regularly works at least 20 hours per week, butless than the number of hours set as full time for that class of work. Full-time EmployeeA full-time employee is an employee whose regular workweek is the number of hoursestablished as full-time for the class of work assigned, but not less than 30 hours per week.Two or more part-time assignments with the same LEA may be combined to satisfyrequirements to become a full-time employee. An employee working in two or morepositions may not earn more benefits than those allowed for a single, full-time position.Unless otherwise specified, all
