Employment Programs/RequirementsA variety of employment opportunities are available tostudents seeking employment. All job postings can beviewed through the SE website atwww.vvc.studentemployment.ngwebsolutions.com, IGradswebsite at http://www.igrad.com/schools/vvc , or viewthe Job Opportunities binder located in the InformationDesk in building 23.Grievances ProcedureIf a student worker has a grievance, they should meet withtheir immediate supervisor and make an earnest attempt toresolve the problem.If they still feel that the situation has not been satisfactorilyresolved or do not feel comfortable with discussing the issuewith their supervisor, they should speak with the StudentEmployment Office’s Placement Specialist.FWS Student Workers MUST file a FAFSA formby October 1st on a yearly basisFederal Work Study (FWS)FWS is federally subsidized employment available tostudents who demonstrate financial need. Priority is givento those students who have completed the necessarypaperwork by the appropriate deadlines. The length of astudent’s employment under FWS funding is based on thestudent’s FWS award, pay rate and hours worked per week.Most FWS jobs are on campus; however, some Off-CampusFWS Community Service positions exist.To be eligible for employment, students must Have been awarded federal financial aid Maintain Satisfactory Academic Progress At least 2.0 overall GPA and meeting SAP Remain enrolled in a minimum of (6) units at alltimes during major semesters2Student Worker TrainingAlthough it is not mandatory, we highly encouragesupervisors to provide necessary training specific to theirwork place.15

Standards of Conduct andSanctionsStudents are hired as Student Workers with nojob rights regarding continued employment fromsemester to semester or year to year Students can be released “At Will” from duties at anytime.If a student’s performance or behavior on the job isunsatisfactory, the immediate supervisor shoulddiscuss the situation with the studentIf sufficient improvement does not occur, thesupervisor, along with the student, should develop awritten notice stating the deficiencies and a timeperiod in which improvement is expectedIf the improvement is not satisfactory within thegiven time period, the student should be referred tothe Student Employment Office to explore otheremployment optionsStudents are subject to immediate dismissalfrom their work study employment for: 14Not responding to work as scheduled without alegitimate reason and /or without calling theirsupervisorFalsification of information on time sheetsImproper or insufficient skills (computercompetency, literacy, etc.) need to perform the jobassignmentBreaches of confidentiality of student recordsSupervisors may consider other actions inappropriate thus resulting in reasonable cause forterminationStudent EmploymentProcessFour Easy Steps for Federal Work Studyfor Department Supervisors:1. Submit a Student Employment Request Form (SERF)2. Select a successful candidate3. Submit hiring paperwork for studentprocessing/clearance4. Submit an Online Request for Temporary StudentAccess to Campus Network.Student Employment Request Form (SERF):Supervisors need to submit a SERF.The SERF is used to identify the position and indicates theexpectations, knowledge, skills and abilities required.The SERF must be signed and submitted to the SE office viainter-department mail, or e-mailed in a PDF format.Upon receiving the SERF, SE office will post anannouncement of the position online. The students maythen apply for the positions online, starting July 1st of everyyear.3

Student EmploymentProcess/SelectionSelect a Successful CandidateSupervisors will use the Student Employment website toassist with their student worker candidate selection processas it is tailored to provide them with pertinent information(e.g., employment skills, employment history, etc.) Duringthe interview, the supervisor should provide the studentwith: A written job descriptionExpectations unique to the department (i.e., dresscode, attendance, timesheets, use of departmentequipment, etc.)The essential functions and responsibilities of thepositionThe department’s policy regarding absenteeism,lateness, standards of conductIn conducting interviews, all applicants should be asked thesame set of questions to ensure fairness and accuracy in theselection process.Once hired, the supervisor should reaffirm theresponsibilities of the job and any expectations.We highly recommend that the student signsthe “Student Worker Agreement”4Student WorkerGuidelines/ ProhibitionsPerformance Prohibitions Unauthorized disclosure of confidential information orfalsifying information Unauthorized personal business is not to be conductedon the job (i.e., completing homework, using thetelephone or computer for personal business, etc.). Notexting, or social media, such as Facebook Improper use of any college property including officesupplies, equipment, mail or phone service Threatening, attempting, or doing bodily harm toanother person Use of alcohol or illegal drugs during work hours orreporting to work under the influence of such Possession of illegal weapons Falsification of hours on online timesheets Theft of money, equipment, personal or College propertyVictor Valley College adheres to the Privacy Actof 1974, Family Education Rights and PrivacyAct, and the Information Practices Act of 1977.Both are designed to provide protection forindividuals by public agencies. Student workersare to regard any information they have accessto, on students or staff, as confidential.13

Student WorkerGuidelines/Responsibilities 12Complete all hiring paperwork in a timely mannerBecome familiar with information provided regardingthe terms of student worker policiesProvide supervisor with a copy of class schedule,every semesterUnderstand the specific job responsibilities, as wellas the supervisor’s expectations and standardsObserve specific employing unit work rules andrequirementsNotify their supervisor if they are unable to worktheir assigned time due to illness or other acceptablereasons. Give sufficient advance notice when possiblePerform tasks in an efficient and timely manner.When you finish a task, ask for more workUse their time productively and avoid socializing onthe job. (No Social Networking, Facebook, texting,etc.)Perform their assigned duties of official businessonly. Not completing personal work (such as schoolwork)Be courteous at all times with their supervisor, staffand studentsDress appropriately for the position you holdReport all work place injuries to your supervisor, theStudent Employment Office, and Human Resources,as soon as possibleStudent EmploymentProcess/FormsSubmit hiring paperwork for studentprocessing/clearance:Student Employment (SE) will verify the student’s eligibilityfor employment and complete the required hiringdocument.Supervisors are not to allow the student to workuntil Student Worker Approval is received fromHuman ResourcesRequest for Temporary Student Access toCampus NetworkSupervisors must submit an online Request for TemporaryStudent Access to Campus Network5

Student WorkerGuidelines/RightsHiring a MinorStudents Workers below the age of 18 may work on campusif they: Provide a signed Work Permit to the HumanResource office (not required if the student has aHigh School Diploma or GED) Enroll in the required minimum number of unitsWork HoursStudent workers are not allowed to work more than theirapproved hours. The following are the maximum allowableweekly hours depending on their working status: Federal Work Study (FWS): 20 hoursAny unauthorized hours worked couldsignificantly impact a student’s FWS Award andmay result in an over-awardHoliday work is not permitted unless approved by theSupervisor.On campus positions are an educational opportunity to enhance astudent’s college experience. By accepting campus employment,the student is accepting the responsibilities of that employment.In this regard, certain guidelines and responsibilities have beenestablished for the student.The development of good work habits is vital to a student’scareer. Student workers are expected to maintain high standardson the job that reflect well on both the student and the College.Students should maintain a good relationship with theirsupervisor since future employers may seek a recommendationfrom the College.Student Worker Rights 6A specific job description, as well as the supervisor’sexpectations and standardsA clearly defined work schedule indicating the number ofhours to be worked per weekAdequate training to perform assigned tasksA safe and sanitary work environmentClear explanation of the procedures for submittingcompleted timesheetsInstructions by supervisors regarding procedures to befollowed if the student cannot report for a scheduledwork periodA procedure for stating concerns related to the job orsupervisor11

Supervisor Guidelines/ResponsibilitiesThe supervisor plays a key role in the employment program.A supervisor is responsible for making the assignment notjust a job, but also an opportunity for students to learn andexperience new skills while they earn necessary funds.Role of a Supervisor: 10Determine and create a job description for each studentposition in the departmentReview the job listing with the student workerHave each student read the “Student EmploymentServices Handbook”Not to allow students to begin working until processedand cleared by Human ResourcesKeep an accurate record of budget allocation and thecurrent hours being postedMake certain students complete timesheets weeklyMake certain student worker timesheets are properlycompleted and submitted online in a timely mannerMake certain students do not exceed their authorizedweekly hoursNotify students of paydays and other payroll relatedinformation deemed appropriateProvide the students with feedback on theirperformance in a timely mannerMake certain that student workers do not study on thejob, but are working on their assigned tasksInform SE regarding resignations or terminationsMake certain all work related injuries are reported toSE and Human Resources, as soon as possibleBreaks and LunchesBreaks:10-minute paid break IF they work four consecutive hours,and two 10-minute paid breaks if they work eight hours.Lunch:½-hour unpaid lunch IF they work more than six consecutivehours.Break times are to be coordinated with the supervisorand are not to be used to shorten the work dayRate of PayFrom January 1, 2020 to December 31, 2020 all FWS studentworkers are paid 13.00 per hour then effective January 1,2021 the rate would be 14.00 per hour. Thereafter, as ofJanuary 1, 2022 the rate will be 15.00 per hour This issubject to change based on the State of California Departmentof Industrial Relations – Labor Commissioner’s Office.Paid Sick LeaveAn employee who, on or after July 1, 2015, works in Californiafor 30 or more days within a year from the beginning ofemployment, is entitled to paid sick leave. Employees,including part-time and temporary employees, will earn atleast one hour of paid leave for every 30 hours worked.Accrual begins on the first day of employment or July 1, 2015,whichever is later.The accrued hours may be used beginning on the 90th day ofemployment. Using no less than 2 hours at a time.7

TimesheetsResignations/TerminationsTimesheets are completed online, once a month. The Districtwill not process time sheets unless they are completedproperty:Call or e-mail SE regarding any resignations or terminations,and submit timesheets online, as soon as possible. RehiresTimesheets must be completed online onlyTime worked is indicated by logging in the totalnumber of hours worked (i.e. 3.5) per day, not thescheduled work hours (i.e. 1:30-5:30). At the end ofeach work week, check the number of hours workedSupervisors, who plan to rehire their students for the newschool year, need to submit a “Rehire Request Form” to SEby June 1.The student and the Director or Dean must electronicallysign the timesheet for the actual hours worked during theperiod covered on each timesheet. Directors and Deans areto submit timesheets on the dates given of each month,before 5:00 p.m.SE will verify the student’s eligibility for rehire and informthe supervisor.Student worker pay warrants are released tothe college on the 9th or 11th of each monthWhen the ninth falls on a weekend or holiday, warrants willbe released on the preceding workday.Pay warrants are to be picked up from Fiscal Services,Window 10-A, between the hours of 8:30 a.m. - 5:00 p.m. inthe ADMINISTRATION ANNEX, Bldg. 10-A. Bring properphoto ID, such as your student ID card or driver’s license.8Students hired through FWS cannot work past the last dayof the last pay period for the month of June.Multiple Sources ofEmploymentIf approved by SE Supervisor, students may work undermultiple pay sources. If a student works in two or moredepartments, the student must not work more than atotal of 20 hours per week.Working for a RelativeStudents who are family members of College staff are notpermitted to work in offices where they would be subject tobeing directly supervised by a relative.9
