The American MotorcycleAssociation has stated thatless than 1% of Americanmotorcyclists belong to aoutlaw motorcycle gang.Outlaw bikers are proud ofthat distinction and will oftenhave a patch that reads“1%er”. Most motorcyclistsare hard workingprofessional and blue collarworkers.

OUTLAW MOTORCYCLE GANGS Approximately 400 Outlaw Motorcycle Gangs are currently active inthe United States. These gangs range in level of criminalsophistication from groups of thugs to well organized criminalnetworks. As of 2011, there are approximately 60 active outlaw motorcyclegangs in California with a combined membership of about 2000members. In Los Angeles County, numerous OMG’s have set up residence. In order of sizethey are: Hell’s Angels, Mongols, Vagos, Hessians, Choosen Few, Diablos, Devil’sDisciples, Devil’s Henchmen, Vigilantes, and Sundowners.

The public’s facination with outlaw motorcycle gangs really took off in 1953 whenthe movie The Wild One premiered starring Marlon Brando as a biker rebellingagainst whatever's society got. The film is banned in Britain until 1968 and SanFrancisco Hells Angel president Frank Sadilek make a point of acquiring the shirtworn by Lee Marvin in the movie.

Probos are subject to lie detector testing and extensive background checks by aprivate Investigator. Members must complete applications with extensive background and familyinformation. Probationary members will have only the club’s location patch on their back.

MEMBERSHIP REQUIREMENTS - FEMALES Females cannot become members of the club. They are often called “Mamas” or “Sheep” and are considered property of theclub to be shared by all. An exception to the property classification is made forwives and girlfriends (Old Ladies) of individual members. Many clubs will allow the females to wear a club patch with the words“Property of” underneath it. Many work as prostitutes or in strip bars and hustle drugs for the gang. They will hold weapons and drugs for the gang on bike runs.

Shotgun Mounted to Motorcycle BarsA ranger patrolling the Mount Rushmore area of South Dakota spotted thismotorcycle parked with a Remington 870 Express 12-gauge shotgun mounted acrossthe handle bars. The motorcycle was unoccupied at the time. The weapon wasfunctional, and painted to match the motorcycle. The shotgun was unloaded and hadbeen custom mounted to the handlebars. The weapon was secured with a padlockdevice through the trigger mechanism. If the weapon had been loaded with a round inthe chamber, the only manipulation required to fire it would be to pull the trigger. Lawsconcerning firearms vary state to state. In most states this would be considered alegal way to “transport” a firearm (Unloaded and in plain view).

Hidden TireGauge GunThis spring loaded single shot .22 caliber weapon comes disguised asnormal looking tire gauge. To fire the weapon the threaded top needs to beremoved and the cartridge dropped in. The spring loaded top is then pulledback and let go, driving the rim-fire firing pin into the cartridge. The only realindication this is not a tire gauge is the absence of the plastic measuringdevice. The suspect who had this weapon claimed to have purchased itfrom a member of the Hell’s Angels.

Hidden MotorcycleHandlebar ShotgunIn August 2002, a New Jersey Patrol Officer detained a Pagan OMG member for avehicle infraction. During a inspection of his motorcycle it was discovered that theleft handlebar (clutch) grip had been modified to fire a .410 shotgun round. Thehandlebar had been modified with a spring loaded lever to fire the round. This iswhy you should always approach a motorcyclist on his right side. The right handgrip contains a movable throttle which is much more difficult to modify.

Hidden Firearm in SeatA simple, yet effective way to conceal a firearm is in the motorcycle seat. The ridersimply removes the stitches surrounding the front of the motorcycle seat. Once theleather covering is removed the rider hollows out the front portion of the foampadding. A semi-automatic pistol such as a Glock 40 Cal is placed in the hollowedout area. The leather seat covering is then pulled back over the foam padding andaffixed with Velcro. In this example, the recessed area was covered up after use.

At a motorcycle event in Wisconsin, a OMG member was foundto possess a small .22 caliber five shot revolver in his riding gloves. Radio JammerSIn October 2008, Police in Canada conducteda traffic stop of a Hell’s Angel Member. Duringthe stop, they noticed they were unable tocommunicate with their portable radios.During the stop, officers discovered a “radiojammer” on the vehicle that the rider claimedto have purchased on E-bay and wasdesigned to block cellular radio waves within a30 foot range. The device was seized usinggrounds of obstructing police and safetyreasons. Please use caution if you encountersuch a device and bear in mind that bymoving away from the device and/or vehicle,you will be able to use your radio.

What not to do with a OMG Run behind you .

RUN FORMATIONS Done on special outings, suchas club meetings, holidays,weddings, and funerals. The Chapter’s President andClub’s Road Captain always ridein front. Distinguished guests willride directly behind them. Club members ride next followedby probationary members andfinally associates. At the very end of the formationwill be a “crash truck” with sparegas, parts, and space to pick-upany broken down bikes. Runs will often employ a scoutvehicle to warn of roadblocks.

Biker Run -Traffic Stop Precautions Never let a biker out of your sight. Always be in command. Be firm, but respectful. Make the bikers stay with their bikes. Do not approach with your weapon drawn unnecessarily. Do not touch their patch or colors unnecessarily. Do not separate their women out of view unnecessarily. If an arrest is going to be made, try to ask for the support of theclub president.

Traffic Stop Precautions(Continued) Realize that they may try to video tape all youractions. Do a through search of their person & bike aswarranted by probable cause. Bikers have been known to stash weaponswithin their engines, on their old ladies, insidetheir boots, and sewn inside hidden pockets intheir vests. Watch out for needles, razor blades, and fishhooks in their clothing seams during your patdown search. Check the left handlebar to see if it has beenmodified to fire a single shotgun shell.

Traffic Stop Precautions(Continued) Do not let the general public stop and gawk. Check VIN numbers and do warrant checks. Use K-9’s if available for narcotic searches. Note any phone numbers or bail bond cardsfound. Take good notes of patches, crests, andtattoos you observe and pass on to yourgang or outlaw biker unit. Outlaw Biker Gangs have little respect forLaw Enforcement Officers, and they have norespect for female Law EnforcementOfficers. Work the gang members in small groups,don’t allow yourself to be rushed. In summary, be firm, fair, and respectful.

OMG - LEMC Relations Violent events between an OMG and LEMC are notall that infrequent. In most cases, the violence thatoccurred was the consequence of the LEMC wearingcolors. OMG’s are obsessively territorial of their colors,especially the bottom rocker or patch that identifiesthe geographic area claimed by the OMG. OMG’s will staunchly defend their territorial claimswith violent aggression, in areas or regions theyconsider their turf. OMG’s will scrutinize any motorcycle club they comein contact with including LEMC’s, especially if theyare wearing a three piece rocker with the bottomrocker claiming turf controlled by the OMG.

OMG - LEMC Relations In August 2008, a Seattle based Law Enforcement Motorcycle Club called the“Iron Pigs” got in a bar room confrontation with the Hell’s Angels OMG at theSturgis Motorcycle Rally in South Dakota. The incident stemmed over the IronPig member wearing a “Washington” bottom rocker patch that the Hell’s Angelsclaim as their turf. The incident resulted in a confrontation with one of the Hell’sAngels members being gunned down. During that same event in Sturgis, three members of another LEMC wereseriously assaulted by OMG members because of the colors they werewearing. Despite their injuries, the LEMC members refused to prosecute.

Vietnam Vets Motorcycle ClubAlthough not a Outlaw Motorcycle Gang, The VietnamVets probably have the largest Motorcycle Club in theUnited States. They have chapters in every state andoverall membership is in the thousands.

Drug Trends Drug trafficking is a primary source of revenue for most OMGs. Methamphetamine and marijuana are their drugs of choice. Members smuggle drugs into the United States from Mexico &Canada and they produce, transport, and distribute the drugs withinthe United States. The bigger OMG Clubs have puppet clubs that are subservient to thelarger clubs and will deal, transport, & traffic drugs at the directionof the larger OMGs.ThisMexican criminal groups increasingly have taken control ofproducing and distributing methamphetamine domestically, as wellas smuggling the drug and its precursors into the United States. Canada is becoming a bigger supplier of precursor chemicals fordomestically produced methamphetamine and marijuana.

Vago’s Although not one of the big six, the Vago’s are oneof the largest gangs in Southern California withabout 300 members. Formed in the 1960’s in San Bernardino. The term“vagos” comes from the spanish language meaning“traveling gypsy”. Have approximately two dozen chapters inCalifornia, Oregon, Utah, Arizona, Mexico, and NewZealand. Mother chapter is in Mira Loma, Ca. At war with the Hell’s Angels Have the color green as their main club color. Greenis considered a bad luck color amongst bikers.(represents the green grass on the ground) Into illegal weapons & methamphetamine sales.

LAUGHLIN RIVER RUNAPRIL 2002After a solo Hells Angel is gunned down en route to the Laughlin RiverRun, the Hell’s Angels who are staying at the Flamingo Hotel regroupand ride over to Harrah’s Casino to confront the Mongols MotorcycleGang. At 2AM on Saturday the 20th of April 2002, a gun fight breaks outbetween the Mongols and Angels. When it is over, two Hells Angel’s andone Mongol are dead and over a dozen other bikers are wounded.

LAUGHLIN RIVER RUNShortly after the LaughlinIncident, a threateningletter was mailed to theLas Vegas Police outliningplans to “take out any pigissuing harassingviolations.”The letter ended with“Death to all who wear thebadge.”

Operation Black RainRaid Targets Mongols Outlaw Motorcycle Gang MembersOn October 21, 2008, more than 1,000 federal agents and police in SouthernCalifornia, Nevada, Oregon, Colorado, Washington and Ohio, arrested 61 MongolsOutlaw Motorcycle Gang members after a three-year undercover investigation inwhich federal agents infiltrated the gang. In addition to racketeering, those arrestedare charged with committing violent crimes -- including murder -- drug trafficking,weapons offenses and money laundering.The key to the investigation -- dubbed Operation Black Rain -- was the work of thefour undercover agents who spent several years gaining the Mongols' trust. Beforebeing admitted to the gang, they were checked out by a private investigator whohad been hired by the Mongols and they were given polygraph exams.

Operation Black RainIn a unique approach, the Attorney General has appliedfor and received an temporary injunction against theMongols trademarked logo under the guise that thepending RICO prosecutions (as a result of OperationBlack Rain) would eventually result in the forfeiture of allproperty of this “criminal organization”. The court orderauthorized any law enforcement officer to seize items thatdepict the logo from any Mongol’s Motorcycle member.This court order definitely captured the attention of otherOMGs. Unfortunately, about a year later, the Mongolswon their case and the court order was rescinded.
