Department of Community & Human ServicesSOCIAL SERVICES (918) 549-2445Email: socialservices@mcn-nsn.govThe Social Services Department consists of three (3) offices, Social Services,School Clothing, and Social Security. Together, the department provides atotal of 14 programs which assist with rent or mortgage payments, utilitypayments, burial assistance, food for funeral assistance, relocation due toa natural disaster, medical travel assistance for children, Individual IndianMonies (IIM) assessments, school clothing grant, and assistance filing forsocial security and disability.Hardship Program (918) 549-2445Email: socialservices@mcn-nsn.govProvides assistance to citizens who experience a break in income or anextenuating circumstance causing a financial hardship beyond the controlof the applicant. Direct vendor payments may be used toward shelter or utility costs upto 500 per year. A break in income must not be due to personal fault and may include,but is not limited to: lay off, self-employed loss, medical leave, or lossof child support. Examples of extenuating circumstances: major car repair for thoseemployed, medical expenses, separation/divorce, death of householdmember who contributed income, homelessness, justifiable relocation.Medical Travel (918) 549-2445Email: socialservices@mcn-nsn.govProvides assistance to citizens who must travel over 25 miles to receivemedical treatment. Treatment includes, but is not limited to, cancer treatment, dialysis,major surgery, or mothers who deliver prematurely. Assistance provided includes reimbursement or pre-payment withtoll fees, parking fees, gas, food and/or lodging. Assistance may be paid up to 2,000 a lifetime. Cancer patients maybe eligible up to 10,000 a lifetime and is considered on a case-bycase basis.1

Natural Disaster Phone: (918) 549-2445Email: socialservices@mcn-nsn.govProvides assistance to citizens in the event of a fire, flood, tornado,hurricane, earthquake, etc. To replace clothing, groceries, necessities, furniture, or housing and/or emergency shelter costs (Electronics will not be approved.) Assistance amount varies; applicants must apply concurrently forother resources including the Red Cross. Payments are made directly to vendor(s). Maximum benefit perevent is 5000. Must have disaster report or other documentation of disaster,including pictures.Tribal Burial Assistance Phone: (918) 549-2445Email: socialservices@mcn-nsn.govThe Tribal Burial Program provides assistance to families of a deceasedenrolled Creek citizen to help alleviate some of the funeral costs.Assistance is given up to 3,000. Should services cost less than 3,000,that amount will be paid. Guidelines apply.OCN (Out of Creek Nation) Supplemental Burial ProgramEmail: socialservices@mcn-nsn.govAn indigent burial assistance program. Assistance up to 2,500 may be available and varies based onavailable resources and need including, but not limited to, insurancepolicies, burial policies, Individual Indian Monies (IIM) accounts, bankaccounts, Social Security, VA benefits, etc. The deceased must have lived in the Muscogee (Creek) Nationservice area. Payment is made directly to the funeral home. Reimbursements arenot allowed. Application must be made within 30 days from date of death.Food for Funeral Program Phone: (918) 549-2445Email: socialservices@mcn-nsn.govThe food for funeral program provides assistance to families of a deceasedenrolled Creek citizen with a food voucher of 300 to approved grocerystores for food costs associated with a funeral, memorial, cultural wakeservice, or a family dinner. Food for funeral must be used before thetime of the funeral service.2

Tribal Energy Program (918) 549-2445Email: socialservices@mcn-nsn.govThe Tribal Energy Program provides assistance to enrolled Creekcitizens with 400., towards a heating or cooling bill (seasonalprogram) who are 55 years of age or disabled.MVSKOKE NATION YOUTH SERVICESOpportunity Grant (918) 549-2557Email: youthservices@mcn-nsn.govTo assist enrolled citizens of the Muscogee (Creek) Nation, up to the ageof 24, with participation in educational activities and non-educationalextra-curricular activities. (Examples include but are not limited to:leadership opportunities, athletic or arts competitions, rodeo, andcultural activities, etc.)SOCIAL SECURITY PROGRAM (918) 549-2475Email: sortiz@mcn-nsn.govThe Social Security program serves as a liaison between enrolled Creekcitizens and the Social Security Administration Office. Should a citizenneed guidance in applying for Social Security, Disability, Death Benefits,Medicare, Medicaid, Etc., he or she may contact the office.SCHOOL CLOTHING PROGRAM (918) 549-2473Email: schoolclothing@mcn-nsn.govHead Start through the 12th gradeA grant of 200.00 for Pre-K through 5th grade and 250.00 for 6th gradethrough 12th grade , once per program year. (Assistance is based onfunding availability.) Home schooled children ages 5 to 18 may beeligible. Student must be enrolled with the Muscogee (Creek) Nation.Parent/Guardian applying for the child, must be the custodialparent, legal guardian, foster parent or caseworker at the time theapplication is processed in the school clothing office.Student’s must be 3 years or older and must be enrolled in HeadStart or Pre-K through the 12th grade at the time the application isreceived. (Head start or Pre-K cannot be pre-enrolled or on a waitinglist.)Home School students must be 5 – 18 years of age.Receipts must be provided within 90 calendar days of the date onthe check.Guidelines apply.3

Student must be enrolled with the Muscogee (Creek) Nation. Student must be 24 years of age or younger. Currently enrolled and attending full-time college/technical school.Cannot be pre-enrolled. Pursuing an undergraduate education/certification. Student must sign the application. Receipts must be provided within 90 calendar days of the date on thecheck. Anincentive is also available for students who obtain the required GradePoint Average. Funding does not require Pell-eligibility. The awardamount will be determined by the number of hours in which studentis enrolled up to a maximum of 18 hours.Creek Nation of Oklahoma Scholarship (BIA) Grant- has no minimumblood quantum required, limited to Pell-eligible undergraduatestudents only. Funding is determined by financial needs establishedby the student’s college/university.The Tribal Incentive Grant is for citizens who meet the grade pointrequirement of 3.0 or better. Students will be funded up to 10semesters or 150 credit hours, whichever comes first.5

Higher Education Scholarship Foundation Program(918) 732-7754Email: mcnscholarshipfoundation@gmail.comThe Scholarship Foundation Program is a Muscogee (Creek) Nation tribalgovernment non-profit program qualified under Section 7871(a) of theInternal Revenue Service Code. All contributions to the ScholarshipFoundation Program are tax deductible to the extent allowed by law.More than 30 competitive scholarships of various amounts are available inthe Spring and Fall semesters. The Library/Archives housesa collection of over 1,600 volumes of reference materials, an almostcomplete set of Bureau of American Ethnology reports and bulletins and730 reels of microfilmed records of the Muscogee (Creek) Nation from1828 - 1840. Included in the collections, are the Final Dawes Rolls of theFive Civilized Tribes and the Grant Forman collection of Oklahoma PioneerHistories. Due to the fragile condition, one of a kind, or limited availabilityof most works, all Muscogee Nation Library/Archival collections are noncirculating.6

The primary goal is to insure that clients doNOT lose their land as a result of any activity that can be prevented byproviding proper assistance in the management of their restricted Indianland. An ancillary goal is to maximize the dollar value our clients receivein return for the use and sale of their restricted and trust land. INDEPendent AgenciesCitizenship Board (918) 732-7941The Citizenship Office is governed by a five-member Citizenship Board.The mission of this office is to verify the lineage of descendants of personslisted on the 1906 Dawes Roll. They assist with obtaining citizenshipreplacement cards, CDIB cards, and enrollment applications, provided allrequired documentation is received.The criteria for Citizenship is that you must be Creek by Blood and traceback to a direct ancestor listed on the 1906 Dawes Roll by issuance of birthand/or death certificates. Example: If your mother or father is enrolled asof 1981, then the Citizenship Office will review the documents that weresubmitted for your mother or father’s enrollment as well as the entirelineage to the original enrollee. Employers who are 51% NativeAmerican owned can apply for CESO certification in order to receivepreference in MCN procurement.Election Board (918) 732-7631Email: election@mcn-nsn.govThe MCN Election Office is governed by a five-member Board, which holdsmonthly meetings in the Solomon McCombs Building Conference roomthe 2nd Monday of every month at 6:30 pm. The Election Board conductsthe Muscogee (Creek) Nation elections according to the election codes,Title 19 of the Muscogee (Creek) Nation code and enforces the electioncodes in a responsible, impartial and unbiased manner. They inform allenrolled registered voters of elections and promote voter registrationthroughout the Muscogee (Creek) Nation eight districts, as well as to theabsentee voters outside the Muscogee (Creek) Nation boundaries.Voter Eligibility Enrolled citizen 18 years and older Completed registration form found at MCN website, or by contactingthe Election Board staff by phone, mail, or at their office in the maincomplexEnrolled CitizensIf you are not a registered voter of the tribe, contact the Election Boardby calling (918) 732-7631 or (918) 732-7736.
