I am currently a Professor in the Department of Public Administration andPolicy at the University of Georgia School of Public and International Affairs, where Ihave held a faculty appointment for the past 19 years. I am Visiting Professor of PublicManagement at Utrecht University School of Governance in the Netherlands; VisitingFellow of Public Management at Catholic University Public Governance Institute inLeuven, Belgium; and Professor of Global Public Administration at the GeorgianInstitute of Public Affairs in Tbilisi, Republic of Georgia. I am, in addition, a partner andscience advisor for several large-scale, grant-funded research projects run by universitiesin the United States, Europe and Asia. I have substantial international experience andhave served as a consultant to foreign governments, universities, and research institutes

on a variety of topics related to public administration, management, and the policyprocess. My academic experience is explained in more detail in the sections that follow,and my practitioner experience is summarized briefly at the end.Research and Teaching InterestsI have expertise in public administration, management, and the policy process. In recentyears, I have taught graduate seminars on public administration and democracy,government performance improvement, public personnel administration and humanresource management, public and nonprofit management (including organization theoryand behavior), organization development and change, policy implementation,international and comparative administration, research methods and design, dataapplications, and emerging topics in public management research such as public values,leadership, street-level bureaucracy, networks, public service motivation, rules and redtape, experimental methods and replications, co-production, and managinggovernmental/public service performance.
