REQUEST FOR STATEMENTS OF INTERESTNUMBER N40192-19-R-8001PROJECT TO BE INITIATED IN FISCAL YEAR 2019Project Title: ENVIRONMENTAL EDUCATION OUTREACH AND AWARENESS ON NAVAL BASEGUAMResponses to this Request for Statements of Interest will be used to identify potential managementprojects to be funded by the Department of the Navy (DON) in support of the Natural ResourcesProgram at Naval Base Guam. Approximately 34,827.00 is expected to be available to support thisproject (contingent upon availability of funds). The DON’s obligation to pay or reimburse any costshereunder is subject to the availability of appropriated funds and limited by funds obligated and nothingin this Agreement will be interpreted to require obligations or payments by the Federal Government inviolation of the Anti-Deficiency Act, 31 U.S.C. § 1341.BackgroundThe Naval Base Guam (NBG) Public Works Department (PWD), Environmental (EV) Section hosts severaloutreach events each year to spread awareness and educate the public and incoming military families ofGuam’s natural and cultural resources. Some of these events include but are not limited to: Earth Dayand beach clean-up events (e.g. International Coastal Cleanup in September and World Oceans Day inJune), Incoming Sailor Briefings (monthly), Return to Sumay, and Science Technology Engineering andMath (STEM) week. These events are an effective way of engaging the public and encouraging theirparticipation and cooperation in protecting Guam’s environment. Future outreach efforts can beenhanced by providing the public and incoming military families informational brochures on threatenedand endangered species, posters on environmentally friendly dive practices/Apra Harbor mooring buoymaps, educational tide calendars on Base fishing regulations, and display exhibits about the importanceof conserving the natural resources on base and recreational impact awareness on important marineresources. Other educational materials will be produced and displayed at NBG PWO EV outreach eventsin order to raise awareness about the importance of conserving natural resources on base and theservice member’s role in acting appropriately to conserve threatened and endangered species andprotecting delicate. This Agreement is only for items that have an educational and outreach value anddoes not include promotional items.Brief Description of Anticipated Work:This Cooperative Agreement includes the following requirements:This project will develop, design, and produce/print custom outreach materials for Naval Base Guam.The location for the performance of this Agreement is on Department of Defense lands and within theJoint Region Marianas Area of Responsibility, Naval Base Guam and Telecommunication Site, Guam (Fig.1).

Naval Base Guam Project Focus AreasThe DoN is seeking a statement of interest from Non-Profit Organizations, Principal Investigators with atleast two (2) years of experience managing environmental outreach programs and/or events.Note: Please see the statement of work, provided as a separate document, for a full description ofthe project and its requirements.Proposals should address:This Agreement requires the Recipient to develop and implement one (1) technical requirement and five(5) tasks during the performance period, as follows:Technical Requirements:1.Design and produce outreach materials for Naval Base GuamTasks:Task 1 – Design graphics for use in various outreach materials: – The Recipient shall use computergraphics software to design and produce original content as requested by the CATR for use in variouspublications, outreach materials, educational signs, and pop-up displays. This can include, but is notlimited to, logos and banners for outreach events.

Task 2 – Design and produce educational printed material for distribution: Design and produce twocardboard trifold stand-up displays to be used on a booth at public environmental events, trifolds musteducate the public about Navy projects that are designed to protect and enhance the environment. Therecipient will also purchase a fold-up table and canvas pop-up canopy with a Navy logo to house thedisplay during events. The canvas pop-up canopy and fold-up table are to be Navy property. Canopydesign must meet Navy approval and standards in order to fulfill this requirement.Task 3 – Design and produce outreach materials: The Recipient shall design and produce outreachmaterials as determined by the CATR. These include, but are not limited to: Earth Day and WorldOcean’s Day educational outreach materials. The graphic design on these materials shall be coordinatedclosely with the CATR. Quantity of each material is to be determined by the CATR and will vary from300-500 units. Design and produce signage and assemble and install at designated water access sites.The signs are meant to replace the signs in Figures 1 and 2. Signs must be able to withstand a saltyenvironment.Task 4 – Project Planning: The Recipient shall participate in a kick-off meeting prior to the start of workto become acquainted with the various parties involved with the project; to discuss the statement of theproposed work including scheduling, and coordination; and to define channels of communication andpoints of contact.1. The Recipient will be responsible for presenting their Plan of Action and Milestones (POAM)for timely completion of the work. The POAM will be provided to the CATR at least 1 week priorto the kick-off meeting. CATR will comment on POAM and Recipient will incorporate commentsbefore POAM is finalized.2. The Recipient shall ask any questions related to the successful completion of the work.3. The Recipient shall be responsible for documenting the discussions (meeting minutes).Meeting minutes shall be provided to the CATR within 5 days after the kick-off meeting.The kickoff meeting will be held on Guam (location to be determined) or via conference call.The Recipient shall provide project status and schedule updates, and coordinate design work anddeliverables throughout the duration of the Agreement.Task 5 - Project Management: The Recipient shall provide project oversight and coordination for alltechnical requirements and tasks. This will include: maintain budget coordination, tracking, andreporting, as appropriate.1) The recipient is responsible for providing monthly updates to the CATR and the updatesshall include implementation accomplishments, budget drawdowns, technical aspects(e.g. design and printing progress, etc.), any project coordination difficulties (e.g. basesecurity staff or MWR), safety concerns, adaptive management proposals or actions,

agreement’s quality control and assurance activities and their successfulimplementation of the Accident Prevention Plan (APP), and Activity Hazard Analysis(AHA).2) The CATR will inspect all publications and outreach materials that recipient is requiredto provide, inspect all relevant products, interview Recipient’s staff to determine whichactions were taken, and accompany Recipient during project ops to provide adequateGovernment oversight.Required Qualifications of the Project TeamThe Recipient shall assign an appropriate Principal Investigator (PI) for this agreement who shall beresponsible for the oversight of the project which includes monitoring and controlling project costs,assigning personnel consistent with the Agreements requirements, understanding and assuringcompliance with applicable Federal, DoD, and Navy/Air Force natural resource and environmentalpolicies and regulations and their state counterparts, and other applicable or relevant and appropriaterequirements. The PI shall be the first in line of control in ensuring that information/data obtained forthe project are of high quality and accuracy, and shall be responsible in keeping quality control andassurance inspections activities and record keeping of these inspections.Due to the complexity of the work, the Recipient shall provide the following key personnel with thefollowing minimum qualifications:A. Principle Investigator (PI): The PI shall meet the following requirements: This individual shall have at least two (2) years of experience managing environmentaloutreach programs and/or events.B. Project Manager (PM): The Recipient shall assign an appropriate number of PMs for thisAgreement, who shall be responsible for overseeing on a day-to-day basis necessaryactivities of the project. This individual shall have at least two (2) years of experience managing environmentaloutreach programs and/or events.C. Project Assistant(s): In working with the PI and PM, these individuals shall: assist withdeveloping and designing graphics and layouts for outreach materials, provideadministrative services, manage the project’s files; assist in the preparation of materialsfor project meetings; and other duties as assigned. These individuals shall have at least one (1) year of experience in educational outreachdesign and publication development.Department of Navy Responsibilities:In reference to this Agreement, substantial involvement is required between the Department of Navyand Recipient during the period of performance based on the requirements prescribed in the scope of

work. The anticipated involvement between the CATR and Principle Investigator is deemed appropriateto carry out a public purpose of support to include a direct benefit to the Government.a. Advise Recipient, as needed, in preparing scientific articles destined for peer-reviewedjournals;b. Provide relevant maps and information pertaining to study sites, to include data andliterature generated from previous similar outreach projects;c. Will assist with field activities and coordination with Base security to ensure safety proceduresare met;d. Will facilitate access to DoN lands and facilitate any required passes;e. Will assist with plan of action and milestones (POAM) development;f. Will accompany Recipient during field operations as often as necessary, to ensure qualitycontrol, efficacy of actions;h. Will conduct meetings with Recipient to determine if milestones are met.Period of Performance:The period of performance will depend upon the individual proposals received, but the Governmentanticipates an initial period of performance for the Agreement to be twelve (12) months starting fromthe date of award.Materials Requested for Statement of Interest/Qualifications: Please provide the following via e-mailattachment to: thelman.fontenot@fe.navy.mil (Approximate length: 3-6 pages, single-spaced 12 pt.font).1. A proposed detailed budget of the costs to implement the proposed project.Review of Statements Received: Statements will be evaluated based on the Principle Investigator,Project Manager, and Project Assistant (Graphic Designer) specific experience and capabilities in areasrelated to the project requirements.Factor 1 – Credentials of the Principle Investigator, Project Manager, and Project Assistant(s) – TheOfferor shall identify the Principle Investigator, Project Manager, and Project Assistant(s) proposed for

this project, stating their qualifications, experience with this type of project, professional registrationand certificates, possession of graphic design portfolio, and previous publication examples.Factor 2 –Scientific Approach – The Recipient shall develop a Statement of Interest to manage the totalwork effort and assure fully adequate and timely completion of services required under this Agreement.Included in this function shall be a full range of management duties including, but not limited to,planning, scheduling, inventory, production, quality control, and for meeting professional industrystandards for designing and printing educational outreach materials.Factor 3 – Reasonableness of Cost – After technical evaluation of the Statements of Interest, the offersshall be analyzed to determine whether they are materially/mathematically balanced with respect toprices or separately priced items, and for fair and reasonable pricing.
