May 2019- June 2019NEWSLETTER: May/June 2019May is Mental Health Awareness MonthFlorida Legislative Updatecember, 2014/ January, 2015By Gayle Giese, ChairNAMI Advocacy GroupThe Broward NAMI Advocate Group (NAG) has been very busy during this Florida legislative session, which ends May 3rd.Mental illness was discussed openly in committee meetings and on the House Floor. We applaud Representatives Stevenson,Polo, Webb, Hogan Johnson, Caruso, and Eskamani who spoke of NAMI or shared their own or their family’s personal storiesof mental illness. This is a wonderful, heartening development, and we have more exciting news to report:At the time of this writing, Rep. Gottlieb’s Independent Living Task Force bill (HB 253) has successfully cleared committeesand is on the House floor. The Task Force goal is to establish incentives for developers to create affordable housing in mixeduse developments for people with mental illness or developmental disabilities. A mixed-use development is a pedestrianfriendly development that blends residential, commercial, cultural, institutional, and/or industrial uses. The idea for this billcame from a discussion between Broward NAGs and Rep. Gottlieb about the extreme need for affordable, supportive, safehousing.Rep. Cyndi Stevenson’s Peer Specialist/First Episode Psychosis bill (HB 1187) has cleared all committees and the Housefloor and is now on the Senate floor. This excellent bill will remove barriers associated with prior offenses related to the peer’sillness that prevent them from becoming Peer Specialists. The bill also defines and establishes First Episode Psychosisprograms to become part of Florida’s continuum of care. It paves the way to adding these programs in Baker-Act hospitals.First Episode Psychosis programs have been shown to improve outcomes, reducing further psychosis and hospitalizations.We also supported Sen. Gary Farmer’s Inmate Confinement bill (S 1402); prohibiting the use of solitary confinement andimproving the care for inmates with mental illness. We also supported Sen. Rouson’s bill (S 360) to enforce insurance parity,so that mental illness is covered at the same rate as other conditions. Sadly, these bills were not successful. Next year, we tryagain!NAGs also supported (and are waiting on final budget results): Medicaid Assistive Care Services Program increase from 12.25 to 15.25/day to help Limited Mental HealthLicensed Assisted Living Facilities pay increased costs in taxes, insurance, wages, and regulations. The current lossof LMH licensed ALF beds (2969 in recent years) limits much-needed housing options for people with mentalillness.Increased money for mental health awareness, education, counselors in our schools.Optional State Supplementation Program (OSS) to increase the Personal Care Allowance from 54 to 82/month for low-income ALF or Adult Family Home residents who pay for personal items, over-the-countermedications and co-pays of Medicare Part D with these funds, which have not increased since 1999. Additional funding for CAT (Community Action Treatment) Teams, FIT (Family IntensiveTreatment) Teams and Suicide Prevention Programs.Complete funding of the Sadowski Trust Fund for Affordable Housing.Page 1 of 8NAMI Broward County (954) 316-9907www.namibroward.org
