Public Act 341 expanded what a utility could offer fromjust an appliance service program (ASP) to "Value-addedprograms and services" or VAPS, see MCL 460.10ee(16)(b). Value-added programs and services are programs andservices that are utility or energy related, including, but notlimited to, home comfort and protection, appliance service,building energy performance, alternative energy options,or engineering and construction services. However VAPSdo not include energy optimization or energy wastereduction programs paid for by utility customers as part oftheir regulated rates.When the utility offers and provides its VAPS to thecustomer it may use utility personnel and assets as long asall utility costs directly attributable to a value-addedprogram or service are allocated to the program or servicebased on the proportional use by the program or service ascompared to the total use of those assets by the utility. Thecost of the program or service includes administrative andgeneral expense loading to be determined in the samemanner as the utility determines administrative and generalexpense loading for all of the utility's regulated andunregulated activities. So now you will have a competitorthat can use utility paid for trucks and personnel to takecare of VAPS customers in the morning and then switchback to the utility work whenever it is convenient and mostprofitable for the VAPS.Earlier this year MIACCA was first to public report that in2018 DTE had 75 million in ASP revenue and thatConsumers Energy had 72 million. How much more ofyour business are you going to lose when the utility offersother VAPS in addition to the ASP? It's now a differentbusiness environment and are you prepared to take onthese new challenges? A residential customer who uses10,000 cubic feet of natural gas a month will receive a 58cent monthly credit on their bill beginning in September(Case No. U-20298)."The Commission has been a strong advocate for utilityratepayer savings ever since the federal Tax Cuts and JobsAct went into effect," MPSC Chairman Sally Talberg said."Our Staff continues its important lead role in making sureevery dollar of savings from the tax law changes is passedon to ratepayers in a timely manner."This is the third round of bill adjustments as a result of theTCJA, which lowered corporate tax rates from 35 percentto 21 percent. After the law was enacted in December2017, the MPSC swiftly ordered investor-ownedutilities (DTE, Consumers Energy Co., Indiana MichiganPower Co., Alpena Power Co., Upper Peninsula PowerCo., Upper Michigan Energy Resources Corp., NorthernSecurity can go a long waytoward helping you answer someof those questions.For people born in 1960 or later,the full retirement age for SocialSecurity benefits is age 67. If youelect to file for Social Security atthat age, you will receive your fullbenefit, which is based on yourhighest 35 years of earnings. Ifyou file early (as early as age62), your monthly benefit will bereduced, but if you delay filing,your benefit will be increased by8 percent per year up to age 70.So, if your full benefit at age 67will be 2,000 per month, at age62, it would be reduced to 1,400(a 30 percent reduction).
