Summary – NCLB / HighlyQualified Teacher Requirements All teachers of core academic subjects must beNCLB / Highly Qualified beginning with the first dayof school each year. (Section 1119) If the staff at the LEA does not meet the 100%NCLB / HQ criteria, each year the LEA must showprogress toward reaching the objective. An LEA that fails to make progress toward meetingthe objective for 2 consecutive years shall develop anImprovement Plan in their GMS application thataddresses issues preventing the LEA from having allstaff meet the NCLB / Highly Qualified requirement.(Section 2141)2

When do you check theNCLB Non Qualified Report? After Student Grades are submitted!JANUARY and JUNE 15 NCLB Non Qualified Teacher information is takenfrom Student Grades Report Check that all information is correct / make neededcorrections (course code, position code, etc.) Submit appropriate HOUSSE forms via emailor FAX to:Pat Madsen, NDE (June 25 OR SOONER!)4

Elementary andElementary SPED Teachers(any K-8 assignment) New-to-the-profession, Graduated from a NEhigher ed institution MUST pass the Praxis II EECIA (0011, 5011, or5017) to be considered NCLB Qualified in NEBEFORE entering a classroom. (Since 2005-06) This has not been required for certification. Listed in NDE NCLB Qualified Teacher Look UpSystem – Check that!5

Elementary andElementary SPED Teachers(any K-8 assignment) New-to-the-profession, Graduated from aninstitution outside of NE If considered HQ in the state they are comingfrom, NE accepts that with appropriatedocumentation: NE Out of State form andcopy of test scores or letter—whatever thatstate uses for HQ status designation. Submit to Pat Madsen, NDE – prior to firstday of school each year.6

Highly Qualified ParaprofessionalsBecause paraprofessionals play acritical, often daily, role ineducating the next generation ofAmerican leaders, No Child LeftBehind included these importanteducators as part of the largestteacher quality improvement effortin American history.7

Direct Supervision ofInstructional Paraprofessionals Must work under the direct supervisionof a highly qualified teacher The teacher plans the instructionalactivities Teacher evaluates achievement of studentswith whom the paraprofessional works Paraprofessional works in close andfrequent proximity of the teacher8

NCLB Highly QualifiedParaprofessionals All paraprofessionals with instructionalduties hired after January 8, 2002 mustmeet the requirements Paraprofessionals that were alreadyworking as instructional para in 2002had until 2006 to meet the requirements All paraprofessionals must have a highschool diploma or equivalent9

Title I Schoolwide or Title I fundedParaprofessional Requirements Must have a High School Diploma or GEDand either An Associates Degree 48 or more semester hours of college credit Or passed one of the 4 approved tests (listed on the next page) Please make sure to indicate educationattained code on the Staff Demographics (16)for all paras10
