3December 06, 2007GLACURH RBD, NCCs, NRHH-CCs, and AdvisorsIn February of 2006, I got my first taste of conference life at IRHA 2006: Recipe forLeadership at Southern Illinois University Carbondale. Not knowing anything about theseconferences, I was quickly pushed, by my advisor, into a game of Ride the Pony and with thatlittle shove I was on my way to dedicating my years at SIUE to University Housing. Since thatconference, I have made my way up the “ranks” in our delegations. I had a dream to hold everyposition in our delegation in my 4 years at SIUE. I have achieved most of the positions in avery short amount of time: first time delegate, delegation leader, NRHH-CC, and entertainmentchair for IRHA 2007: Search For The Rare Leader. At the close of GLACURH 2007:Leadership is always in style at SVSU, my delegation and I had yet another dream to host aregional conference. Although at SIUE we strive for excellence and always set our goals high,I came up with a more realistic dream: to host No Frills 2009.After attending many conferences I feel that I can host a conference along with adedicated conference staff. Many students who have been to conferences before haveexpressed interest in helping out in anyway possible. Students who have held positions or beeninvolved with housing and moved off campus now have voiced their interest as well. Since ourstart on the bid, my conference staff has been dedicated to making sure that our dream to host aregional conference can be achieved.Why should you vote for SIUE to be the home of No Frills 2009? SIUE has a veryyoung and ambitious RHA established in 2003, but we have grown exponentially. As ouruniversity celebrates its 50th birthday this year, we would like to showcase our university to theregion as we did to the state in spring 2007. As you may or may not know, our university willbe moving our athletics from NCAA Division II and climbing up into Division I. As auniversity we are attempting to show the nation what our athletics can do in the NCAA, and wehave a dream to show you what our housing system can do as well. We believe this is a greattime for SIUE to have this dream. With a new residence hall just opening this past year and anstudent success center currently being built, our dedication to the students and their wanting toremain on campus is tremendous. If SIUE is chosen to host No Frills, it would be a great honorin helping our dreams become a reality.My conference staff, RHA and NRHH, and residence life staff realize the tremendousopportunity to host No Frills 2009. 4Welcome To EdwardsvilleSouthern Illinois University Edwardsville (SIUE) was established in 1957 as a separateinstitution from SIU-Carbondale within the Southern IllinoisUniversity system. Not only has this year seen the Universitycelebrate its 50th birthday, but also the opening of a new residencehall (Evergreen), a Cougar statue located on main campus, and theunveiling of our new logo for our impending climb into Division Iathletics. The campus is located on 2,660 acres of rolling land and woods dotted with lakes andoffers 43 Baccalaureate degrees and 45 Masters degrees.Southern Illinois University Edwardsville is a welcoming and friendly campus thatresides only a 20 minute drive from main campus to the Arch in St Louis; due to the locationthere are a variety of resources available to the SIUE students, faculty, and staff. The optionsfor internships, careers, and entertainment are endless because of facilities like the St. LouisScience Center, the City Museum, Forest Park and The Fabulous Fox Theatre.SIUE is home to nearly 3,500 on-campus student livingin residence halls that have suite-style or apartment-style livingcommunities. In the fall of 2007 SIUE opened its fifth residenceunit: Evergreen Hall, a hybrid of residence halls and apartmentstyle living. We believe that SIUE offers an environment to itsstudents that is the most beneficial to them. SIUE makes allincoming and returning residents feel like Edwardsville is theirhome away from home, and its is our dream that all studentswho start at our university will stay for the four-year experience.Southern Illinois University Edwardsville is determined in creating a diverse anddown-to-earth community with students representing 99 Illinois counties, 43 states and 48nations helping bring students closer together. Due to the prime location in the east metrosection of St. Louis area, SIUE draws from both industrial and agricultural areas. Each of thefive residence halls and Cougar Village have their own area councils. RHA, the governingbody for the area councils, facilitates leadership training for emergingleaders and provides financial co-sponsorship to residential studentprogramming.The students and staff of SIUE are determined to moving forwardand excelling in all aspects of life, daring to be the first and gain newknowledge. The Red Storm Chapter of NRHH was founded in Spring of 2006. Both our RHAand NRHH are young, however this has not stopped us from daring to dream. From hosting astate-wide conference in 2007 (IRHA) and continually recognizing our campus leaders, weknow that our dreams can come true. SIUE would love to show the region what we haveaccomplished in the past 50 years. And with our impending climb into Division I athletics, whatother way to showcase our University Housing than to host a regional conference? SIUE islooking forward to the chance to become more involved with our young organizations byhosting No Frills 2009.

8Registration and HousingRegistrationAll registration for Dare to Dream will be online. The only paper needed will be for payment,drug, alcohol and liability waivers. Registration will start November 1, 2008. The end date ofregistration will be January 30, 2009 with a late registration continuing through February 6,2009 late registration will cost an extra 5.00 per attendee. Payment must be made in the formof cash or a check, made payable to “SIUE.” Delegates may choose not to attend at any time,however after January 30, 2009, will be held financially accountable for any and allcancellations. There will also be a wavier from SIUE that all delegates will be asked to sign.Schools will be able to bring the NCC, NRHH-CC, advisor, any other incoming CCs, andanyone else needing to attend. The delegation cap is 6 people, including an advisor.Registration will take place in the lobby of the Comfort Inn in Collinsville, Illinois from *2:00 6:30pm*. Delegations may check out at anytime between the close of business Saturdaythrough 11:00am* Sunday morning.* Times subject to change based upon arrangements with Comfort Inn.HousingDuring this conference the delegates will be staying at theComfort Inn, located right off the I-55 and I-70 in Collinsville,IL. The hotel is only 8 miles away from SIUE’s campus, and issurrounded by a wide variety of food choices and 20 minutesfrom St. Louis. Comfort Inn is located within walking distancefrom: Bandanas Barbeque, Ruby Tuesdays, White Castle, andArby’s. Not only is the hotel a short drive from Steak n’ Shake,McDonalds, but there is a Wal-Mart down the street in case youforget anything. Many attractions within driving distance include Gateway Arch RiverfrontBusch Stadium (home of the St. Louis Cardinals baseball team), and Scottrade Center arena(home of the St. Louis Blues hockey team).Within the hotel, guests will be able to enjoy such accommodations as free wireless internetaccess, free continental breakfast, use of lobby computer, and free weekday newspaper. Otheramenities include an indoor pool and hot tub, data port telephonesin all rooms, and access to fax and copy services.The hotels rooms for the delegates package consist of four peopleto one room, meaning two beds for four people. Rooms will besame gender person and roommate request will be taken intoaccount from the registration forms. The hotel rooms for theadvisors will consist of two people in one room, two bed for twopeople. Single rooms will be available if necessary at a highercost. There will also be a few rooms that are handicapped accessible for those delegates that

9Meals and HospitalityMealsFriday Evening:Dinner will be on your own. The conference staff will provide you with a list of localrestaurants.SaturdayThe hotel offers a continental breakfast that offers manyoptions. In addition, a few breakfast items will beprovided in the board room before business begins for thedelegates to eat before or during business. Food willconsist of doughnuts, fruit, coffee (regular and decaf),orange juice and water.Lunch will be served at the University Center from 11:30-12:30pm. Lunch will consist of avariety of options from our cafeteria including meals for vegetarians. Options will includesalad bar, sandwich bar, burgers, and fries. After lunch, a midday snack will be provided :assorted drinks, cookies, and chips.Dinner will be served in a classroom adjacent to the board room from 5:00-6:00pm. Dinnerwill consist of a Taste of Italy from Renee’s Gourmet Catering (located in Collinsville).Dinner will consist of something similar to:Meats-Italian Beef, Italian Pork, Sausage & Peppers, Lasagna, Meatballs, Jumbo Chicken &Prosciutto TortelliniHot Sides-Green Beans Almandine, Italian Roasted Red PotatoesCold Sides-Italian Salad, Greek Salad, Caesar Italian Pasta Salad,In order to receive a special meal please inform the conference staff whenregistering. A conference staff member will contact you prior to arrival at conference tomake sure we have your needs accommodated.Sunday MorningBreakfast at Hotel/On OwnHospitalityThe hospitality room will be located in a room at the Comfort Inn. The hospitality room will bein a king size suite in the hotel and will be open Friday, and Saturday night untill 1:00am andwill comply with NACURH’S policies on caffeine. The hospitality room will have varioussnacks and foods with hopeful donations covering most of the costs. There will be boardgames, card games, some video games within the hotel, and other entertainment for thedelegates to enjoy.

10Facilities, and VolunteersFacilitiesDelegates at the business meeting will have the privilege toenjoy our newest residence hall, Evergreen Hall, which openedin fall 2007. Home to upper class residents, it featuresapartment- and suite-style living in a residence hallenvironment. This facility houses a multifunction room, meetingrooms, and a fitness center.Board RoomThe board room will be held in the Evergreen Multi-PurposeRoom which we have reserved. The room and entire buildinghas wireless internet access as well as a sound system andoverhead electronic display system. Our conference staff willtry its best to meet any other technological needs or requests ifnotified prior to arrival at conference.RHH Meeting RoomRight next to the board room is a classroom in whichNRHH-CCs will meet . The room can be arranged tomeet their needs and is fully equipped with the sametechnology that is in the board room.The rest of the activity wing will be reserved for theconference and any additional sessions that might need aroom. Classrooms are available similar to the one in thepicture for break out sessions as well as all ART sessions.The classrooms are in a ideal location since they are nextto the board room and allows for privacy. All rooms have access to wireless internet and all thetechnological resources needed for the weekend.Volunteers,o Frills 2009: Dare to Dream will be fully equipped with conference staff and volunteers.We estimate that we will need up to 35-40 volunteers to sufficiently run the conference. Inorder to find these volunteers we will recruit from the residence life staff, Cougar Academy,RHA, NRHH, RA’s, area councils and other organizations on campus. The volunteers will bevisible with matching t-shirts and will be made aware of how to handle situations and who tocall if they need help.

11TRA SPORTATIO A D SECURITYTransportationTransportation for No Frills 2009 will be safe, easy and convenient for all delegates. Delegateswho wish to drive to the campus can and will be allowed to park in any number of free lotsavailable on campus. Delegates will also be able to utilize two campus shuttles. These shuttleswill be driven by Southern Illinois University Edwardsville residence life staff who have beencertified by the university through written and behind-the-wheel tests. All drivers will have cellphones with them when they are driving shuttles. In case of emergency while the conference isin session, van drivers and conference staff will have cell phones on and be available.SecurityThe safety of SIUE students and guests is tremendously important to our university and we areproud of our security on campus. While attending the conference, volunteers will be around tohelp and make sure only conference members are at the conference. Conference staff willalways be present throughout the day to ensure that any problems that may arise will be takencare of immediately.Conference PoliciesAlcohol/Other Drugs,o Frills: Dare to Dream will be a dry conference. Consumption of alcohol during theconference will not be tolerated from any delegate. Drugs and other illegal substances will alsonot be tolerated. Violations will be handled on an individual basis and will result in removalfrom the conference without a refund. SIUE security, conference staff, and the offender’sadvisor(s) will handle any and all violations. If needed the RBD maybe consulted.SmokingDelegates will be free of harmful, unclean air due to the State of Illinois ordinance againstsmoking in public facilities. Smoking is not permitted in any campus building but is allowedoutdoors at specified locations.DamagesAny and all damages will be the responsibility of those involved. Charges for damages in hotelrooms will be split between the roommates if the individual(s) responsible can not be identified.
