Mr. ParkerWilliams and I enjoyed the productive discussion on pertinent highway issues in Anne ArundelCounty. As promised, follow-up is being provided on three of those issues.First of all, the request for noise barriers on Route 50 at the Lake of the Pines communitywas discussed. The State Highway Administration (SHA) has denied noise barriers for thiscommunity, but after our discussion, is now verifying information on the dates of construction forthe Lake of the Pines homes. In order to do this, building permit dates have been requested fromAnne Arundel County's Department of Planning & Code Enforcement (PACE), and should beavailable in the next few weeks. The SHA will also investigate whether it is feasible to do anytree plantings in the area, and whether this might alleviate some of the noise. After thisinformation is gathered and analyzed, I will be sure you are both notified of the results.The second issue of concern, is the request for a traffic signal at the intersection ofMD 214 and Riva Road. As we discussed, traffic engineers were out there during the month ofJune to reassess the traffic volumes, speed of traffic, and accident rates. Their conclusions wereconsistent with the study done in early 1997, that the current situation does not warrant a trafficsignal. In fact, it seems that the changes made to the intersection with new striping patterns haveresulted in a positive impact on the operations and safety at this intersection. We greatly appreciateyour leadership in this effort.As I am sure you can imagine, there are a great number of sound barrier needs in theState which exceed our ability to fund them all at once. Although our current ConsolidatedTransportation Program (CTP) allocates all funds available for sound barriers for FiscalYears 1998-2003 to projects on which prior commitments had been made, we will give fullconsideration to funding the design and construction of these barriers in the next CTP cycle,which begins this Fall.Thank you again for your involvement in and support of the State's sound barrierprogram. As you may recall, the Longwoodarea is one of the sound hairier projects that you approved for funding last January at an eventheld at the home of Richard and Sheryl Levy in Bethesda.Construction funds for all of the banicrs included in that announcement do not becomeavailable in the Department's capital budget until the start of FY 2001. This has been a source ofconcern to residents of the Longwood community and has caused them to contact your officecontinually with demands for an early advance in the funding. In particular, Dr. MarilynAndmlis's assistant, Ms. Elizabeth Pfeifer, has placed numerous calls to your office, requestingthat you visit their neighborhood to address their funding concerns. The Department is on recordthat we will look for opportunities to advance the construction funding as we develop theConsolidated Transportation Plan for FY 1999-2004. This reassurance has not been acceptableto them, and they continue to press for a. commitment for an imrn aty advance of funds. Mr.Levy has also been in contact with the State lighway Administration to express hisdisappointment that die funding for the announced barrier projects is several years away.Design for the Longwood barrier is expected tp be complete in the Spring of 1999. The20 percent local match has already been allocated in Montgomery County's FY 2000 budget.Any decision to advance construction funding for this project is complicated. Separating thisparticular project from the others that were similarly approved would likely raise negativeresponses from the other communities. The estimated State share of the Longwood sound barrieris S1.6M. During this meeting you provided a letteroutlining your priorities in Prince George's County. You also provided letters on behalf of theCity of Greenbelt and the City of Bowie identifying transportation priorities in these areas. Ihave enclosed copies of our responses to the City of Greenbelt and the City of Bowie concerningtheir transportation priorities.As indicated during our meeting, engineering for High Occupancy Vehicle (HOV) lanesalong US 50, from US 301 to MD 410, is being finalized. Construction funding is still an issueto be resolved. The construction schedule depends on availability of funding in FY 2000.The State Highway Administration (SHA) will reevaluate the sound barrier request of thePrinceton Square community in conjunction with the proposed HOV lane addition along US 50.This community does not qualify for consideration under SHA's Type n, or Retrofit, componentof the State's Sound Barrier Program because the community does not predate the originalconstruction of US 50.As promised, the additional 350 evergreen and flowering trees were planted in thevicinity of the US 50/US 301 interchange this past Spring. Some of these trees need to bereplaced as a result of drought, and this work is scheduled for next Spring. GreenPage TwoThe Prince George's County Planning Board reviewed and approved the application forthe Subdivision Preliminary Plats for the proposed Amber Ridge shopping center along US 301at Pointer Ridge Drive. The approval is conditional, based on the transportation improvementrequirements identified in the resolution. Th« developer is required to complete improvementson US 301 and Pointer Ridge Drive before building permits are issued.With regard to the Hall Road Local Activity Center along MD 214, it is understood thePlanning Board denied the applicant's rezoning request. While we are concerned abouttransportation safety and mobility, the development process is a local issue and is decided by thePrince George's County Council and Planning Board. Should this development receive Countyapprovals in the future, SHA would be pleased to meet with representatives of the MarylandNational Capital Park and Planning Commission, the Prince George's County Department ofPublic Works and Transportation, and the City of Bowie to identify and evaluate variousalternatives for mitigation.Thank you again for your continued interest in transportation issues. It is my pleasure to give you the following status report on theproject.Engineering plans for this section of MD 450 are approximately 60 percent complete. Wemade the decision approximately one year ago to proceed with a 20 foot median for MD 450 forsafety reasons. All engineering work done since that time has been on the basis of a 20 footmedian.A major milestone in the engineering phase should be reached in November, when we holda semi-final review of the engineering plans. I appreciate your patience as we gathered the following information.Our records indicate that the following communities along US 50 received a soundbarrier under the Type I component of our sound barrier program: The Meadows, EnterpriseEstates, Willow Grove, Carsondale/Whitfield, City of Bowie, the older section of GreenwoodAcres, Heritage Harbour/North River Forest and Winchester Heights. My letter to you of August17 indicated the reasons for the approval of the US 50 barriers for those communities west ofBowie.A barrier is under construction for the Landover Hills community along US 50 inside theCapital Beltway under our Type II, or retrofit, program. Landover Hills met the criteria for theType II program because the community predated the original highway, existing noise levelsequaled or exceeded the 66 decibel impact threshold, and an effective barrier could be built for areasonable cost.Thank you again for your interest in this issue.
