OriginsFinancial StrengthRecognizing a crisis in the liability insurancemarket, Congress passed the Liability RiskRetention Act (LRRA) in 1986. The LRRAallows similar organizations to form a groupto share and retain liability risks, hence thename, Risk Retention Group (RRG). Atabout the same time, a National Associationof College and University Business Officers(NACUBO) task force proposed the formationof an insurance company to solve the problemsof uncertain liability coverage, skyrocketingpremiums, and appropriate liability insurancefor educational institutions. Soon thereafter, 59institutions pooled their resources to create UEto serve higher education and K-12 schools.Since 2001, UE has earned an A (Excellent) A.M.Best Rating. In 2013, UE’s Financial Size Category(FSC) was increased from VIII to IX as a result ofstrength in capital and surplus. A.M. Best attributedthe rating to UE’s “excellent capitalization level,strong underwriting results, high member retentionrates, excellent liquidity, and significant presencein the liability insurance market for educationalinstitutions.”As an RRG dedicated to educationalinstitutions, UE provides members with broadliability insurance coverage, a stable presencein the insurance market, and the identificationof best practices in risk management alongwith the tools to implement them. Today,UE exhibits the financial strength, flexibility,responsiveness, and focus on member needsthat are the hallmarks of a well-run RRG. Forthe past decade, members have shown theirappreciation by relying on UE coverage yearafter year, resulting in an average premiumretention rate of 98 percent.United EducatorsOwnership in UEPolicyholders are considered members of UE andown and govern the organization. Net incomegenerated by UE is allocated on an annual basisto individual member subscriber savings accounts(SSAs). Upon purchasing a policy, a SSA isestablished, allowing the member to build itsownership interest in UE.Each year since 2011, members have received dividenddistributions from their SSAs. These distributions aredependent upon UE’s financial position and operatingresults and are reviewed each year by UE’s governingboard, known as the Subscribers’ Advisory Board.Board members are respected leaders elected fromUE’s membership ranks.Members can use their dividend payment to offsetcosts for various risk management activities, such ashiring an expert to conduct training on campus. 3
