HUDSON COUNTY COMMUNITY COLLEGE 2018-19 COLLEGE CATALOGABOUT HCCCHudson County Community College (HCCC) is a vibrant, comprehensive, urban college committed to offering high-quality programs that are affordable, accessible, and community-centered.It is the largest institution of higher education in Hudson County,one of the most historic, densely populated and ethnically diverseareas of the United States. Courses are available at two state-ofthe-art campuses – the Journal Square Campus in Jersey City, andNorth Hudson Campus in Union City; both are located in closeproximity to public transportation hubs.In 1974, the New Jersey Board of Higher Education approvedthe establishment of a community college commission in HudsonCounty. HCCC began as a “contract” college. As one of only twosuch colleges in the United States, and the sole contract collegein New Jersey, the newly formed college offered programs thatreflected the nature of the job market. Hudson County CommunityCollege received its official name in 1981.In the mid-1990’s, HCCC formulated, and began implementing,strategic plans for its academic and physical growth that werebased upon the community’s needs. The administration and Boardof Trustees worked to ensure that all of the people of HudsonCounty have access to an affordable education that provides themwith the knowledge and skills needed in today’s global society.Within the past several years, HCCC has brought about unprecedented growth in its course offerings, created a central counseling program, reorganized student activities and government programs, established an art gallery and year-round cultural eventsprogram, and expanded the number and quality of its facilities.In addition to day and evening classes, the College now providesfor on-campus studies seven days a week and online courses 24/7.Enrollment has risen from 4,129 students in 1996 to more than9,000 in Fall 2015, and the Class of 2016 numbered 1,150 strong –the largest graduating class in the College’s history.The College offers 66 degree and certificate programs, includingits signature programs in Culinary Arts and Hospitality Management, Nursing, Health Sciences, Science, Technology, Engineer-6ing, and Math (STEM) and the nationally acclaimed English as aSecond Language (ESL) studies. HCCC has dual-admission and/orarticulation agreements with more than a dozen four-year collegesand universities, including Saint Peter’s, Rutgers, Kean, and NewJersey City Universities, as well as NJIT.Hudson County Community College is fully accredited by theCommission on Higher Education of the Middle States Association of Colleges and Schools. Other accreditations include:The Nursing Program is sanctioned by the New Jersey Board ofNursing and ACEN, the Accreditation Commission for Educationin Nursing, Inc., has granted the Program candidacy status. TheCollege’s award-winning and nationally recognized Culinary ArtsInstitute (CAI) curriculum is one of only two programs in the NewYork region to be accredited by the American Culinary FederationAccrediting Commission.The College’s Continuing Education and Workforce DevelopmentDivision works in conjunction with the CAI, and in partnership witha number of local community-based groups, providing non-creditand certificate classes and courses, job readiness, life skills, andpersonal enrichment instruction.The HCCC Center for Business & Industry (CBI) is dedicated tohelping provide the Hudson County community with the skilledand educated workforce that will allow the area to prosper. To attain this goal, the College formulates and implementsa detailed strategic plan every five years. The most recent, entitled “Strategic Plan 2016-2021: An Institution of First Choice”, wasrecently approved by the Hudson County Board of Trustees. The Steering Committee- composed of faculty, staff, and administrators – reviewed environmental scan data and conducted a series of town hall meetingsamong the members of the College community, which includedfaculty, staff, administrators, and students. Small group discussionsfocused on college operations, the future direction of the College,and how best to implement our vision of becoming an institutionof first choice for students.The College Board of Trustees was surveyed seeking their opinionon the most important priorities facing the College; the HudsonCounty Community College Foundation Board, representing manyexternal constituencies, was asked about how the College can better serve the needs of our community, promote greater opportunities for community involvement in our academic, cultural, andartistic initiatives, address issues of workforce development andtraining, and contribute to the needs of the local economy.Both the Strategic Planning Steering Committee and President’sCabinet engaged in SWOT analysis, identifying internal Strengthsand Weaknesses, as well as external Opportunities and Threats.The data from those surveys and focus groups were analyzedby the steering committee who developed a series of or priorityitems, which were shared with the executive leadership of the College. Informed by the data gathered through the focus groups,town hall meetings, surveys, and the work of the steering committee, seven goals and their strategies were developed across thesepriority areas: Learning Effectiveness and Student Success Organizational Development and Accountability Community EngagementSome of the elements considered in developing the strategic planinclude: How to reach and serve more constituencies within HudsonCounty; The development of a comprehensive academic plan that setspriorities for the next stage of the College’s development; Ensuring the operational and financial infrastructure to accommodate the College’s future growth is in position; and Initiating and strengthening partnerships with community, educational, and business leaders throughout the area.In December 2015, the steering committee provided a draft of theStrategic Plan to the President’s Cabinet for review, and made thedraft available for public review on the College’s website. Afterincorporating additional feedback from various stakeholders, theplan was presented to the HCCC Board of Trustees for approval onJanuary 19, 2016.
