USL AcademyRegistration GuideThe information below is provided to assist you with the registration process for the 2022 USLAcademy Competition cycle. The USL Academy will require all member CLUBs to register itsplayers, coaches and staff through all competition's registration platform, SportsEngine. Each clubwill be required to complete the necessary paperwork and upload the necessary documents intoSportsEngine for each player and coach, in order to participate in the 2022 USL AcademyCompetition cycle. All documents, waivers, Safe Sport Compliance, and background checks must becompleted and uploaded properly in order to be approved for participation in any USL AcademyLeague events.Player Registration Before you Start: Make sure you have sent out the registration form to all players/guardians and received acopy. Registering a PlayerPlayer Registration Documents/Information:Registration Documents/Information. The following documents and information will be required foreach player and must be uploaded into SportsEngine before a player can be approved and eligibleto participate in any USL Academy League events: First & Last Name Date of Birth Email Address Citizenship/Nationality Fields Player Headshot Photo USL Academy Player Registration Form: Insurance Information (completed in the player registration form) Liability and Release Waiver (completed in the player registration form) Communicable Disease Release Waiver (complete in the player registration form) COPPA Agreement (completed in the player registration form) Team information Safe Sport Course Completion (Players born in 2004 or earlier) ITC Compliance (Only if needed for eligibility with US Soccer) Valid Form of ID (Birth Certificate, Passport, Permanent Resident Card) Parent/Guardian Contact Information (Phone Number, Home Address, Email)USL Academy Registration Form:- Mandatory to be signed and completed by any player each club wishes to sign forthe2022 season- This is not a binding contract, it’s simply a signed agreement between the player andclub that confirms their interest in playing for you. Once you have all information regarding the player you are registering. Please follow thesteps below to register the player on Sports Engine.Registration Process:- Please send the USL Academy League Registration Form that includes theWaiverand Liability Release Form, Communicable Disease Form, and anyother applicable forms to all players that you are planning to sign for theupcoming season- Once they have completed the registration form, have the players send the formback to you inPDF format or have you upload these documents into a PDF format- Once you begin to receive the forms from players, please make sure each form issigned by both the Team Rep. and the Player and Parent/Guardian (ifapplicable); you can then begin to register the players that have sent in theircompleted forms- If a player needs an ITC or you want to make sure a player is cleared throughU.S. Soccer, you will send an individual email per player to(psd@ussoccer.org) containing the necessary documents (ITCRequest Form& player passport – see US Soccer’s website for more information)- If a player holds professional status and wishes to register as an amateur with anamateur club in the U.S., the player will be need to go through the amateurreinstatement process before that registration can be approved. Per FIFA regulations,a player registered as a professional may not re-register as an amateur until at least30 days after the player's last match as a professional. The player must also be out ofcontract at the time of application. Step 14: ReviewPlease double check that all player and contact information, club team, and parentinformation is correct.After this step you can either select ‘register another person’ to register other players(maximum of 8) or you can hit complete registration and finish registration with thatplayer.If you choose register another person please remember to hit ‘Complete Registration’after the 8th player has been added.If you add more than 9 players at a time and hit ‘complete registration’, all player informationwill be lost, and you must start over.Step 15: Receipt Confirmation of player’s registration. Supplemental InformationITC Request ProcessAny player over the age of 18 who has been previously registered to a club in another countrycannot be registered to an affiliated club in the United States until U.S. Soccer has received anInternational Transfer Certificate (ITC) from the player's former association.In order to initiate this process, the player should follow these steps:1. Complete the ITC Request Form (click here to download).a. Please note the request will not be processed unless the entire document isfully completed and signed by the player.2. Forward the form to the State Association/League and U.S. Soccer Federation. academyregistration@uslsoccer.com must be included on all ITC correspondenceUpon receipt of the completed form, U.S. Soccer will request the player's ITC from the nationalassociation with which the player was most recently registered. Once a response is received, U. S.Soccer will notify the State Association/League immediately via e-mail.Per FIFA regulations, the foreign association has up to 30 days from the date the ITC wasformally requested to respond, after which U.S. Soccer can issue a Provisional ITC to allow theplayer to be registered immediately.1715 N. Prior to 10 ProcessPlayers who were born outside of the U.S. but entered the country to live prior to their 10thbirthday simply need to provide proof in order to be cleared to register with U.S. Soccer. Thedocument being used as proof should have the player's name, a date that is prior to the player's10th birthday, and show that the player was taking part in day-to-day life in the United States.Acceptable forms of proof documentation include, but are not limited to, the following: School report cardsDoctor/immunization records (must be dated and signed by U.S.-based doctor)Certificate of BaptismPrevious registration history with a different sports programUnacceptable forms of proof documentation include, but are not limited to, the following: Passport/visa entry pageClass group photo that does not individually identify each studentLetter from player/parents verifying the date they moved to the countryIn order to be cleared via this method, the player should complete the following steps:1. Complete the Prior to 10 Submission Form (click here to download)2. Obtain a copy of some form of official document that proves the player was living in theUnited States prior to their 10th birthday per examples listed above.3. Send a copy of both the P-10 Form and proof document to League/State Association andU.S. Soccer FederationOnce received, the player's documentation is reviewed by U.S. Soccer and approval is sent toLeague/State Association. Players should communicate with their State Associations to verifywhether clearance has been granted.Please note that children have medical privacy rights and there is no obligation to release anyinformation concerning a child's medical history or identifiers.First Registration ProcessThis international clearance process is only for players who have never been registered to a clubaffiliated with another national association.1715 N. U.S. Citizens: U.S. Citizens born outside of the U.S. may be cleared to register by simplycompleting and signing the First Registration Form. This process is available to all players,regardless of current age and skill level.U.S. Citizens born outside of the U.S. must complete the following steps:1. Fill out the First Registration Form (click here to download).2. Submit the completed form, along with valid proof of U.S. citizenship, to StateAssociation/League and U.S. Soccer.Upon receipt, U.S. Soccer will review the paperwork and will notify the affiliated member if theplayer is clear to register.Non-U.S. Citizens: A player who is not a U.S. Citizen and is currently aged 18 or over may alsobe cleared to register by the First Registration process. However, there is an additional steprequired (if player is under the age of 18, please see the Minors link above).Once a player completes the two steps listed above, U.S. Soccer will contact the foreign nationalassociation of the player and inquire whether they have any registrations, at any level, for theplayer in question. If no response is given within seven (7) days or the foreign national associationconfirms there was no previous registration, U.S. Soccer will notify the league member that playeris free to register. If the foreign federation states, however, that the player had been previouslyregistered, the player cannot use the First Registration option and will have to be cleared via adifferent method.1715 N. Minors International Clearance ProcessAny player under the age of 18 who is not eligible for the Prior to 10 clearance method will berequired to go through the FIFA Transfer Matching System (TMS) in order to obtain theirinternational transfer clearance.FIFA's Regulations state that international transfers of players are only permitted if the player isover the age of 18. However, there are three exceptions to the rule:1. The player's parents move to the country in which the new club is located for reasons notlinked to soccer.2. The transfer takes place within the territory of the European Union.3. The player lives outside the country, but no further than 50km from a national border. Inaddition, the club with which the player wishes to be registered in the neighboringassociation is also within 50km of that border.U.S. Soccer can use exceptions No. 1 and No. 3, as the second exception deals only with playersin Europe. The documentation listed below is required in order to prove a minor player qualifiesfor this process.Please note that these are the only exceptions that can be used to process an internationaltransfer for a minor.
