SECTION ONEGENERAL INFORMATION AND REQUESTED PRODUCTS/SERVICES1.1INTRODUCTIONIn accordance with Indiana statute, including IC 5-22-9, the Indiana Department of Administration(IDOA), acting on behalf of All State Agencies, requires security guard services for the State ofIndiana. It is the intent of IDOA to solicit responses to this Request for Proposals (RFP) inaccordance with the statement of work, proposal preparation section, and specifications contained inthis document. This RFP is being posted to the IDOA website(http://www.IN.gov/idoa/2354.htm) for downloading. A nominal fee will be charged for providinghard copies. Neither this RFP nor any response (proposal) submitted hereto are to be construed asa legal offer.1.2DEFINITIONS AND ABBREVIATIONSFollowing are explanations of terms and abbreviations appearing throughout this RFP. It is the intent of the State of Indiana to contract with a vendor(s)that provides quality security guard services for All State Agencies.1.4SUMMARY SCOPE OF WORKThis RFP covers the solicitation for security guard services required by State agencies. Morespecifically, this RFP for security guard services includes two (2) categories of services – 35 Armedand 11 unarmed security services locations. The chart below provides Respondents with aRequest For Proposal, Page 5 of 36

background on the current security guard services profile that is to be included in this solicitation.Security Services regional map can be found in Attachment J.Armed Security Officers – Levels 4 and 5 of the Armed Security Officer Category is a newrequirement. Capabilities and potential post duties for Armed Security Officers are detailed inAttachment H – Mandatory Minimum Requirements. In aggregate, the State spends approximately 3.86M annually on security guard services for theabove 5 regions. Since this number is based on past usage and may fluctuate up or down, the State isnot in a position to guarantee that future spending will be at these levels. At this conference, potential respondents may ask questions about theRFP and the RFP process. Respondents are reminded that no answers issued verbally at theconference are binding on the State and any information provided at the conference, unless it is laterissued in writing, also is not binding on the State.1.7QUESTION/INQUIRY PROCESSAll questions/inquiries regarding this RFP must be submitted by the date and time outlined inSection 1.24 Summary of Milestones. Each Respondent must submit oneoriginal CD-ROM / USB Thumb Drive (marked "Original") and six (6) complete copies onCD-ROM / USB Thumb Drive of the proposal, including the Transmittal Letter and other relateddocumentation as required in this RFP. The original CD-ROM / USB Thumb Drive will beconsidered the official response in evaluating responses for scoring and protest resolution. Therespondent's proposal response on this CD-ROM / USB Thumb Drive may be posted onthe IDOA website, (http://www.in.gov/idoa/2462.htm) if recommended for selection. Eachcopy of the proposal must follow the format indicated in Section Two of this document.Unnecessarily elaborate brochures or other presentations, beyond those necessary to present acomplete and effective proposal, are not desired. The public entrance to Indiana Government Center South is located at 10 N. SenateAvenue (East side of building). This entrance will be equipped with metal detectors and screeningdevices monitored by Indiana State Police Capitol Police.Passing through the public entrance may take some time. Please be sure to take this information intoconsideration if your company plans to submit a solicitation response in person.If you ship or mail solicitation responses: United States Postal Express and Certified Mail areboth delivered to the Government Center Central Mailroom, and not directly to the ProcurementDivision. It is the responsibility of the Respondent to make sure that solicitation responses arereceived by the Procurement Division at the Department of Administration’s reception desk on orbefore the designated time and date. Late submissions will not be accepted. The State accepts no obligations for costs incurred by Respondents in anticipation of being awardeda contract.1.9MODIFICATION OR WITHDRAWAL OF OFFERSModifications to responses to this RFP may only be made in the manner and format consistent withthe submittal of the original response, acceptable to IDOA and clearly identified as a modification.The Respondent’s authorized representative may withdraw the proposal, in person, prior to the duedate. Proper documentation and identification will be required before the Procurement Divisionwill release the withdrawn proposal. The authorized representative will be required to sign a receiptfor the withdrawn proposal.Modification to, or withdrawal of, a proposal received by the Procurement Division after the exacthour and date specified for receipt of proposals will not be considered.1.10PRIC
