SEMINAR INFORMATION SHEETWelcome to our seminar for Municipal Judges. If you have questions that this information sheet does not answer, theCenter staff will be glad to assist you. We hope you enjoy the program.ATTENDANCEThe Board of Directors of Texas Municipal Courts Education Center has ruled that attendance records are mandatory. Inorder for you to receive a certificate of attendance for this seminar, you must attend all 8 hours in Day 2. Roll maybe called at any time and failure to attend without first informing a Center staff employee prior to missing can cause youto not receive attendance credit for the program. If you are late entering any session, please inform a staff member priorto entering the room. Your badge is your proof of identification. Please wear it at all times during the seminar. The badgealso serves as your ticket to enter the room where the breakfast and lunches are served.SMOKING AND ALCOHOL CONSUMPTIONThe Texas Municipal Courts Association Board of Directors has adopted the following policy: No one shall smoke inany classroom, dining rooms, or any area adjacent to the classrooms during the TMCEC seminars. Smoking will bepermitted only outside the hotel or other common areas away from the meeting rooms and break areas. The possessionor consumption of alcohol by participants during TMCEC provided classes, breaks or meals is prohibited.MEAL INFORMATIONThe Center provides breakfast and lunch on Day 2 and breakfast only on Day 3 to the participants while they areattending the seminar. He wasappointed as a Pro Tem Municipal Judge for theCity of Fort Worth in 2004 and held that positionfor 2 years, before being appointed as a full timejudge in 2006.Mr. Bradshaw graduated with honors from TexasChristian University in 1985 and then BaylorLaw School in 1991. He worked in privatepractice in Fort Worth starting in 1991 through2006, first with Watson, Caraway Law Firm andlater as a Sole Practitioner.Born and raised in Waco, he is married with twosons.BREE BUCHANANBree Buchanan, J.D., a 1985 graduate ofSouthwestern University and a 1989 graduate ofthe University of Texas School of Law, practicedlaw in the public and private sector with a focuson representing both adult and child victims offamily violence. Upon graduation, Ms. Buchananserved as a family law attorney for Legal Aid ofCentral Texas and went on to have a law andmediation practice in Austin. In 2002, Ms.Buchanan was appointed Clinical Professor andCo-Director of the Children's Rights Clinic atThe University of Texas School of Law.In 2010, Ms. Buchanan joined the Texas LawyersAssistance Program of the State Bar of Texas.TLAP provides crisis counseling and referrals tolawyers, law students and judges who areexperiencing substance abuse and/or mentalhealth concerns, as well as outreach andeducation on these issues. Ms. Buchanan is theliaison with the nine law schools of Texas andspeaks to students about behavioral health andwellness. Ms. Buchanan is a graduate student atthe Seminary of the Southwest and is pursuing aMasters in Chaplaincy and Pastoral Care.CARRIE CHAVEZCarrie Chavez is an attorney in private practice inDallas, specializing in juvenile delinquency andchild welfare cases. Ms. Chavez attended theUniversity of Texas at Austin, receiving a B.A. inGovernment in 1990. She received her JurisDoctorate in 1993 and was licensed to practicelaw that same year. Her areas of practice haveincluded criminal prosecution, criminal defense,and family law. In addition to having her ownlaw practice, she previously worked for theDallas County District Attorney’s Office and theCollin County District Attorney’s Office. Ms.Chavez served as a Municipal Court Judge forthe City of Dallas from 2004 to 2012.KEVIN COTTONKevin Cotton is the Chairman of the Board ofDirectors and training director for the TexasAlive Team. He has spent much his careerfocused on issues related to juvenile justice andhas brought that wealth of experience to theTexas Alive Team. He has been a Travis CountySheriff’s deputy for the last ten years. Six ofthose years, Deputy Cotton has acted as a schoolresource officer serving in Austin area high

schools. Prior to his career with the Sheriff’soffice, he served as a juvenile probation officer inTravis County.JAMESON CRAINJameson Crain is the Multimedia Specialist forthe Texas Municipal Courts Education Center.Jameson graduated with a bachelor’s degree inPolitical Science from Arizona State Universityin 2008. Before TMCEC, he gained workexperience in video production, photography,graphic design, and web development. In hisspare time he enjoys designing and screenprinting shirts and posters, mountain biking, andplaying the drums.MELISSA GOODWINMelissa Goodwin is a Justice on the 3rd Court ofAppeals. Former Criminal District CourtJudge for the 427th District Court, Travis Countyand the Justice of the Peace for Precinct 3, TravisCounty.Justice Goodwin has over 8 years appellateexperience as an attorney for the Court ofCriminal Appeals. Former partner and attorney atthe law firm of Potts & Reilly, LLP. She alsoserved the State of Texas as a Commissioner forthe Texas Commission on Law EnforcementOffice Standards and Education, the ProfessionalEthics Committee, and the Judicial EthicsCommittee.TERRY ELIZONDOURSULA HALLTerry Elizondo has served as an Associate Judge,City of Southside Place since 2000. She is aSeattle, Washington native with a B.A. & M.A.from Seattle University. Prior to law schoolJudge Elizondo taught Physical Science andEnglish in Houston, Texas and Colon, Republicof Panama. Judge Elizondo graduated from SouthTexas College of Law in 1977 and worked asCorporate Counsel for two large corporationsuntil 1984. She has been in private practice over25 years with an emphasis on law relating tochildren. Judge Elizondo was president of theAssociation of Women Attorneys-Houston and isan experienced presenter at State Bar of Texasand Houston Bar Association programs.MARK GOODNERMark Goodner serves as the Presiding Judge forthe City of Woodcreek and is the ProgramAttorney and Deputy Counsel for the TexasMunicipal Courts Education Center. Prior tojoining the Center, he worked in civil litigation inAustin. Mr. Goodner graduated from TheUniversity of Texas, School of Law with a jurisdoctorate and certification in the GraduatePortfolio Program in Dispute Resolution in Mayof 2007. While in law school, he worked in themediation clinic, was a finalist in the Thad T.Hutcheson Moot Court Competition, and servedon the executive board of Assault & Flattery.Ursula Hall comes from a long line of socially,civically and politically involved citizens. Shewas inspired by her parents along with hergrandfather, J.E. “Jimmy” Middleton, legendaryadvocate for union workers. Judge Hall alsogives credit for her success and her desire toimprove her community to her grandmothers,Quintanna Hall Alliniece and Winnie Middleton.Judge Hall graduated from a local public magnetschool for the academically gifted and talented,Wellesley College, and South Texas College ofLaw. She was a student champion in the trialrelated activities of debate, moot court and mocktrial (at both the University of Texas School ofLaw and South Texas College of Law).Judge Hall has served as a Judge for more thanseven years. She is a (thrice) reappointedAssociated Municipal Judge with the City ofHouston. She has practiced law, as a solepractitioner, for the last sixteen years. She is alsolicensed to practice before the United StatesSupreme Court and the Fifth Circuit Court ofAppeals.

DANA JACOBSONDana D. Jacobson is the managing partner of TheJacobson Law Firm, P.C. in San Antonio, Texas, ageneral practice firm concentrating in the areas ofestate planning and probate, health law, small businessformation and counsel, municipal law and securityclearance issues. Mr. Jacobson received his Bachelorof Science degree in Radio-Television-Film from theUniversity of Texas at Austin and his Juris Doctoratefrom St. Mary’s University School of Law in SanAntonio.Mr. Jacobson spent six years on active duty as aUnited States Air Force judge advocate, and is aColonel in the USAF Reserves. He is presentlyserving as the Senior Individual MobilizationAugmentee to the Commander, Air Force LegalOperations Agency, Joint Base Andrews Naval AirFacility, MD. He serves on the Reserve ExecutiveCouncil, the senior policy and management entity forthe USAF Judge Advocate General’s Corps Reserve.Besides his civil practice, Mr. Jacobson is thePresiding Judge of the Fair Oaks Ranch MunicipalCourt and spent seven years as the City Prosecutor forthe City of Boerne. He is a Fellow of the College ofthe State Bar and a regular author and speaker on anumber of topics, including Estate Planning andAdvance Directives.Mr. Jacobson’s honors and awards include 10th AirForce Judge Advocate of the Year and 2000 HarmonAward nominee for Reserve Judge Advocate of theYear, the 2004 Jim Bowmer Professionalism Awardfrom the College of the State Bar of Texas, and aThird Place finish in the Christian Artists InternationalSongwriting Competition.Mr. Jacobson is married to the former Betsy Clark ofSan Antonio and they have two daughters: Rachel isa recent Graduate of the University of Texas at SanAntonio with a degree in Anthropology, and Mara is afreshman Elementary Education major at theUniversity of North Texas. In his spare time, Danaperforms regularly around the San Antonio area with aband called On The Side and tries to stay ahead of thehoney-do list.HOPE LOCHRIDGEHope Lochridge has served as the ExecutiveDirector of the Texas Municipal CourtsEducation Center since 1991. Prior to that shewas the Director of the Public Service/Law-Related Education Department of the State Bar ofTexas and the Executive Director of LawFocused Education, Inc., a 501(c)(3) non-profitcorporation dedicated to educating young peopleabout the law. She earned a B.A. in Governmentfrom Beloit College in Wisconsin and a Mastersin Human Resource Development from theUniversity of Texas at Austin. A native Texan,she has a 26 year old daughter, Molly (who iscurrently a law student at the University of Texasat Austin), and enjoys outdoor recreation andtravel.STELLA MATAStella Mata came to the court with a strongbackground in financial banking. She began hercareer as a Municipal Court Clerk in 2009 withthe City of Mansfield and currently holds theposition of Juvenile Case Manager with the Cityof Forest Hill, where she has developed theprogram and a strong rapport with theeducational community providing a variety of oncampus classes. She is has obtained her Level Icertification in November of 2011, and iscurrently working on her Level II.KIM A.F. PIECHOWIAKKim Piechowiak is the Domestic ViolenceResource Attorney for the Texas Office of CourtAdministration.She received her B.A. inCriminal Justice in 1989 and her J.D. from St.Mary’s University School of Law in 1992.Before coming to the OCA, Kimberly prosecuteddomestic violence cases for 20 years, first withthe Bexar County DistrictMs. Piechowiak was an Attorney and then theSan Antonio City Attorney’s Office. While withthe City, Kimberly implemented and supervisedthe family violence prosecution program at SanAntonio Municipal Court. She is a TCLEOSECertified Police Instructor who has been traininglaw enforcement officers, attorneys, and judgesfor 15 years on the issue of domestic violence formany local, state, and national agencies,including the San Antonio Police Training

Academy, the National District AttorneysAssociation, the State Bar of Texas JudicialSection, Texas Municipal Courts EducationCenter, and the Texas Council on FamilyViolence.SHARON PRUITTSharon Pruitt is a staff attorney with JuvenileCrime Intervention (JCI) of the Texas Office ofthe Attorney General. Mrs. Pruitt addresses legalquestions from law enforcement and schoolofficials, updates juvenile-related agencypublications, and conducts legal trainingprograms. She has presented juvenile andeducation-related legal topics at statewide andregional conferences for law enforcement,educators and administrators, and probationofficials. She previously served as Chair of theState Bar of Texas Juvenile Law Section Council.Before joining the Office of the AttorneyGeneral, Mrs. Pruitt was a juvenile prosecutor forthe Gregg County District Attorney’s Office.
