these fields became possible. We really hope that the foundation programs in these areas will develop further, thus promoting essential reforms in oursociety. In conclusion, I would like to express my most heartfelt thanks to the foundation staff, expert committee members, and National Board, whoseefforts and contribution made all the activities written in this report possible. Secondly, it was only with a much more favorable political climate in the country that launching programs inrealize that building a real and lasting democracy entails a wholehearted effort towards the consolidation of a state that would be based on the rulestrategic pathway marking the evolution of the foundation in recent years. These natural changes were determined by two factors. Firstly, we came toand culture. However, I would like to refer to a different aspect of the foundation’s activity. In 1998, the foundation has considerably extended itsactivity in areas where investments were relatively modest in the past — law and public administration. These modifications fit perfectly within theactivities, starting with mature and well recognized programs like Step by Step, Modernization of Education, and HESP and ending with those in arts1998 was a successful year for the Soros Foundation Moldova. If we look back at the foundation’s short history, this year indisputably stands out asthe most fruitful of all in terms of the number of programs and projects that have been implemented. I could mention examples of many of these4

6HESPThe goal of the Program is to support the reform of the higher education system throughchanging the educational and cultural frameworks, to reorganize higher education institutions through support for various interactive models between the state and the privateeducational sectors, and to support initiatives of the academic community towards integration into the system of market relations.According to the above-mentioned directions, the following program priorities were set up:-support for conceptual reform in educationcurricular innovation (the creation of new alternatives, programs, etc)programs of new teaching/learning technologies implementationinnovative institutions (to create pilot-departments, pilot-chairs, etc)the institutional reform of teaching/learningprograms of training for lecturers and managers in higher educationHESP Publishing ProgramThe Program addressed the universities’ needs of textbooks and manuals in the Romanian language by publishing original works of local authors in the fields of Social Sciencesand the Humanities. This also improved the professional qualifications of local authors.Within the Program a grant was offered for publishing of the book The Architecture of theMedieval Fortification of Cetatea Alba by Mariana SLAPAC, researcher at the Institute ofHistory and the Theory of Arts of the ASM; the print run was of 1.500 copies from ARCPublishing House.The published books are to be distributed to university libraries through the Book Foundation. The chairs benefited from improved facilities, materialsused in the teaching process as well as by a set of technical equipment (computer, printer

14Invisible College of Moldova(International HESP - Falanga Program)This program was started at the Soros Foundation Moldova in February 1996 in partnership with Open Society Institute and three universities in Chisinau as a special International HESP pilot-program. The Invisible College of Moldova aims to amplify the teachingand research processes in the field of Social Sciences. The College focuses on the fourdisciplines of political science, sociology, psychology, and philosophy.The main goal of the Program is to facilitate preparation of a core group of academics in the Social Sciences and a new generation of leaders for Moldova’s growingdemocracy.During 1998 about 120 persons were involved in the Invisible College, (80 students and 40professors.) The principal target of the Invisible College of Moldova are the most outstanding students in Social Sciences. They are selected by way of publicly advertised competitive exams. The teaching staff is recruited from the best professors of the higher educationestablishments and research institutes of Moldova. Additionally, visiting professors fromthe countries of Central and Eastern Europe, the European Community and the USA areinvolved in College activities. Visiting professors are an important aspect of the programas they bring new ideas, research and teaching practices otherwise unavailable in Moldova.At present the academic training and research work of the students occurs in the existingframework of specialized laboratories housed in following universities:Philosophy: SUM, #32 Gh.
