This publication aims to assist ship owners andINTRODUCTIONoperators regarding the new SOLAS requirementthat comes in force on January 1st, 2012 foremergency towing procedures of existing ships.Morespecifically,anemergencytowingprocedure shall be implemented on all cargoships above 500 GT constructed before 1 January2010 by the end of current year.According to MSC.256(840), adopted on May 16,2008: “Ships shall be provided with a shipspecific emergency towing procedure. Such aprocedure shall be carried abroad the ships foruse in emergency situations and shall be basedonexistingarrangementsandequipmentavailable onboard the ship”.It is important to note that this requirement wasalready in force for all passenger ships and hasbeen implemented on January 1st, 2010 andcargo ships constructed on or after 1 January2010.Nevertheless, tankers of deadweight 20,000tonnes and more shall also comply with this newrequirement. All cargo ships shall be provided with a ship-EMERGENCYTOWINGBOOKLETspecific Emergency Towing Booklet (ETB) with aminimum of three copies to be kept on board asfollow: On the bridge; In the forecastle space; and In the ship’s office or cargo control room.Moreover, a copy of the ETB shall be provided toowner/operator in case of emergency to beeasily accessible to the towage company. Anelectronic copy of the ETB shall also be providedto owner/operator.The International Maritime Organization (IMO)has issued guidelines for owners/operators onpreparing emergency towing procedures. Thesewere published through MSC.1/Circ.1255 issuedon May 27, 2008. According to this publicationthe emergency towing procedures shall bedeveloped based on the information outlinedbelow.DECISION MATRIXA decision matrix shall be included that willassist Master to take easier decisions on thetowing procedure that shall be used undervarious emergency scenarios. EXISTING EQUIPMENT ONBOARDOTHER INFORMATIONThe existing equipment available onboard shallbe listed. The Emergency Towing Procedure will not beDBSSUPPORTapproved by DBS.
