That being said, the Region is workingwith the WIAA to make sure changes to thehigh school volleyball scene are well knownamong the volleyball community.Here is this week’s update from the WIAA:* The WIAA launched a new website thisweek. Have feedback on accessibility or “user-friendliness? Contact the WIAA office.* Boys and girls tournament brackets havebeen posted and can be found on the boys andgirls volleyball pages under “Tournaments.”* Girls volleyball schools (Div. 2-3-4) haveuntil May 1 to vote if they prefer remain inthe larger, sectional group, or to split intotwo smaller regional groupings.* All eight boys sectional final matcheswill be hosted as a “doubleheader” with theboys match at 4:30 p.m. and the girls matchto follow at 7 p.m. Seven of the eight boyssectionals will be hosted at schools that donot currently offer boys volleyball as a sanctioned sport. It is the hopes of the WIAA thatexposing these schools to the sport of boysvolleyball will encourage them to add thesport in the near future.Have questions? Iwant to thank all the officials that helpedout for any or all of the championships. Wecouldn’t have successful championshipswithout you!A special shoutout goes to our assigner, Larry Schoenick, who magnificentlymaneuvered through three weekends ofscheduling with last-minute adjusting asusual. I’m sure Larry could also completea 1,000-piece jigsaw puzzle in about fiveminutes — he’s that good! Also I wouldlike to recognize two more officials whoreceived their Provisional Certificationduring the Badger Region Championships:,welcome Gina and Sara Bedessem. Congratulations!signal is that an illegal screen has occurred.This is a rare during the course of a normalmatch. According to the DCR (rule book),an illegal screen occurs when a playeror group of players of the serving teammake(s) a screen by waving arms, jumpingor moving sideways during the serve tohide the server and the flight path of theball from the opponent. Factors that thereferee must consider when a potentialscreen occurs are: position of the playerson the serving team, path of the serve,speed of the serve and trajectory (arc) ofthe serve. Again, screening faults are rare,but the referee must be alert for this.Screening explainedTAG U R ITIn the normal course of a match, thereare many common referee signals thatmost everyone is aware with. I want todiscuss some signals that some people areunaware of or don’t get used as commonas others.The first is Blocking Fault or Screening.This is when the referee will raise botharms vertically with their palms facingforward. (See Page 102 of the DCR ifyou have a copy.) I will first touch on theblocking portion of this. A blocker is anyteam member that is close to the net andhas ANY body part above the height of thenet to intercept the ball coming from theopponent. This can be hands/arms and/Lastly, just a reminder that our TAG UR IT program is off and running. We’vehad some good feedback from this frompotential Jr referee candidates and the players appreciate being recognized for goodofficial skills and the bag tag as well.Recipients of these tags can go on theBadger Region website (www.badgervolleyball.org) and click on the TAG U R IT iconfor more information in becoming a referee. WE NEED OFFICIALS! And as always,remember good sportsmanship, our sportneeds this desperately! Please take it easyon our junior work crews, they are tryingtheir best to do a good job!or a head in normal situations. When thereferee blows his or her whistle and showsthis signal, it means that a blocking faulthas occurred.Common blocking faults: a back rowplayer or a Libero completes a block orparticipates in a completed block, theblocker touches the ball in the opponent’sspace either before or simultaneously withthe opponents attack hit, and blocking theopponent’s service. CELEBRATING 25 YEARSPAGE 8 — BADGER BEACONBadger Region to debut Fall Youth Volleyball LeagueDebuting in the Fall of 2019,the Badger Region Youth FallVolleyball League is designed tooffer competition and development for athletes new to volleyball at the middle school level.The program operated by theBadger Region Volleyball Association is a high school feederprogram and relies heavily onthe organization of high schooland middle school coaches whomake up the league.The league differs from clubin that it depends on the leadership of the school contactsto make this happen. Whileschools can elect to make cutsmental skills while playing in astructured competitive environment that helps to promote thehigh school programs that areinvolved. The BRYFVL offersdivisions for both boys and girlsin grades 5 through 8.Coaching infoand pick their teams as theychoose, many schools do notmake cuts.Young players benefit byhaving fun learning funda-All coaches must have currentUSAV/Badger Region membership.In addition to the membership, coaches need a currentbackground screen. PAGE 12 — BADGER BEACONCELEBRATING 25 YEARSSeniors have two days to apply for scholarshipThe Badger Region will again be offering graduating seniors theopportunity to apply for scholarships available to both boys and girls.This year, the Region will select five boys and five girls who meetthe criteria for 500 scholarships that will be paid directly to thestudent’s college of choice once theyare enrolled.In addition, two athletes, one boyand one girl will also be consideredfor the Frisco Mo “Do Good” scholarship, if they meet the additionalcriteria required for these 500scholarships.Lisa Deppe, the founder andowner of Frisco Mo, said her company is all “about rewarding athleteswho do good in their communityover the past school year.”To apply for any of the scholarships, athletes should go to www.badgervolleyball.org and click on“Program & Education” and then on “Badger Region Scholarship.”There they can be taken to the application which is broken in twoparts.The first is required by all applicants. The last section is for athleteswho want to be considered for the “Do Good” scholarship, whichrequires some sort of community service activity. The other BadgerRegion scholarships do not require community service as part of thecriteria.Athletes must meet the following criteria for both scholarships:* Graduating high school senior in the year of application (studentswho graduate in winter will be eligible alongside students who graduate in the spring or summer)* No code of conduct violations* Student athlete is member of the Badger Region and is in goodstanding with the Badger Region Volleyball Association and his orher club* Submit a completed application form* Submit an acceptanceletter from a college, university or other post-secondaryacademic institution. (Toreceive payment, proof ofregistration and enrollment ina post-secondary school willbe required)* Submit a letter of recommendation from club directoror 18s club coach“Last year, we have 20boys and 45 girls apply forthe scholarships,” said program director Brian Sharkey. “It was greatto learn about so many amazing student athletes who make up thegraduating class each year in the Badger Region.”The deadline to apply is April 12, 2019. CELEBRATING 25 YEARSPAGE 14 — BADGER BEACONNew online Badger Regioncoaching certification availableIn an effort to promotecontinuing education for regioncoaches the Badger Regionhas partnered with the Art ofCoaching Volleyballto offer a “BadgerRegion CoachesCertification”.The certificationis FREE to BadgerRegion coachesand will be the primary vehiclefor re-certification to be eligibleto coach in our region.The approximately two-hourcertification process consists ofvideos on coaching philosophyand other “big picture” ideasand concludes with a brief quizof the information covered.Upon completion a certificateis also provided for download.Beginning in the 20182019 season, Badger RegionCoaches will need to completetwo hours of Badger Regionapproved Coaching Continuing Education during the current quad (four-year Olympiccycle) to be eligible to coach inthe following quad.The certification mentionedabove is one way to accomplishthat. AllBadger Region coaches will get afree AoC premium membershipthis season.12-and-under step-in rule anoption at Region tournamentsThe Badger Region is remindingcoaches, directors and fans thattournament directors can decide ifthey want to use a rule modification at the 12-under-age level forthe 2018-19 season.For 12-and-underage groups (but notthe 12 Open Division), servers can startin front of the endlineand serve from approximately six feet infront of the endline.Court markings toindicate the step-inserve line are suggestedbut are not required due to somefacilities not allowing tape on thefloor.There will be a maximumof two step-in serve points perterm of service. After two step-inpoints have been scored in a termof service, all subsequent servesfor that term of serves must befrom behind the endline.When the team has scoredits 20th point in a non-decidingsett, no more step-in serves willbe allowed for theremainder of that set.For deciding sets, nostep-in serves will beallowed after a teamhas scored its 12thpoint.This is a BadgerRegion-only rulemodification and is not in effectfor USAV Qualifier or the USAVNational Tournament.Have questions?
