A Note From Our CEOIn the investment world, the main measurement of success is a metric called return oninvestment, more commonly referred to as ROI. ROI is used to measure oneinvestment against another so a determination can be made in regards tofurther/additional investments.In the economic development world, ROI is less clear how to calculate. However, in2017, it is very clear that CEDA had an outstanding ROI for thosecommunities/counties/organizations that contracted with us and for those investors thatbelieve in the mission. In taking a look at one aspect of our model – grant writing – in2017 CEDA team members, with assistance from our contract holders, authoredgrants that were awarded for our region in the amount of 5,896,549.CEDA President/CEORon ZeiglerThis is quite an accomplishment and CONGRATULATIONS to all involved! When youconsider that the 2017 CEDA budget was 1,250,000, to bring into the region four anda half times more than our budget is something to be very proud of. Over the past fiveyears, CEDA team members have authored grants that have been awarded in theamount of 15,187,384.50.Again, this is quite an accomplishment!Grant awards are a solid number that can be looked at when considering ROI. Thereare many other factors in economic development that aren’t so easy to calculate butare very important to communities/counties and our region. They include: job creationand retention, tax base enhancement, business retention and expansion, revitalizationof main street, infrastructure improvements and numerous quality of life issues. Pairingthese factors with the grant awards, it is easy to see that 2017 was quite a successfulyear.When we look at investing in our region, we look at many things as well – the CEDAExpanded Marketing Program continues with a full head of steam in doing externalmarketing by representing our region at local, state and national events; we continue tomarket internally by partnering for the Regional Development Tour; we continue toresearch and bring forth to our region “best practices” from partnerships that we havenurtured; starting a new program called the Micro-Community Program; providingassistance to new or expanding businesses; to continue to move forward with theGovernment Relations Program and to continue with each and every one of ourcontract holders and benefactors.We also look to invest in our team members – the backbone of CEDA. Personnel isour largest but most important expense. We are strategically investing in our teammembers to be competitive in the marketplace and retain the strong team that we haveso we can continue to keep growing the businesses and helping the communities thatwe are contracted with or will be contracting with in the future. COMMUNITY AND ECONOMICDEVELOPMENT ASSOCIATESCOMMUNITY SUPPORTPROGRAM2017 HighlightsBlooming Prairie, MNApproved 50,000 in financing, including 10,000 forgivable, to Bunkies Grille & Lanes torehabilitate an historic barn in downtownBlooming Prairie saving four jobs, preservingthree historic properties, and leveraging 30,000in private equity investment.Awarded 5,000 grant by Compeer Financial tocomplete architectural and market feasibilityevaluations of a childcare center, gymnasium,and auditorium.Partnered with Omnibyte Technologies to betatest community-based social media platform,rTown.Completed over 60 business retention andexpansion visits.Chatfield, MNAwarded 177,000 Business and PublicInfrastructure (BDPI) grant from MN Departmentof Employment and Economic Development(DEED) and secured a 0%, 300,000 loan fromMiEnergy Cooperative to improve IndustrialDrive, creating up to 14 new jobs.Completed 5.53 million Phase I renovations ofthe Chatfield Center for the Arts; to completebuilding renovations, applied for 7.985 millionfor Phase II.Facilitated 25,000 loan to new business; fillingand improving a vacant downtown storefront.Assisted with the implementation of atransportation partnership with SEMCAC toprovide local and regional busing.Published a community visitor guide brochurefor distribution throughout the region.Claremont, MNManaged completion of 5th Street constructionimprovements including 500,000 BDPI award, 590,000 Steele-Waseca Cooperative ElectricREDLG bond, and 1.85 million TIF district.Co-hosted Commissioners' tour of Al-Corn CleanFuel expansion, which created 12 FTE jobs,invested 146 million in modernization andexpansion, and is projected to increase city taxbase by 135%.Partnered with Rochester Area Habitat forHumanity, Citizens State Bank of Hayfield, andUSDA Rural Development to create new ruralsingle family housing construction program. Firsttwo homes using this program have beenscheduled for construction Spring 2018.Dodge County, MNAwarded 135,450 Transportation EconomicDevelopment grant by MNDOT to improve safetyand efficiency on Con-Tech Manufacturing Inc.TH56 access which is projected to create anestimated additional 55 jobs by 2022.Created online commercial/industrial propertyinventory tool and awarded 1,000 by BlandinFoundation to implement and market.Lent 25,000 to French's Repair and Fabrication,Inc. to expand existing location, leveraging 208,000 in private investment, and creating 2 FTEjobs.Implemented Property Assessed Clean Energy andfinanced 116,000 in energy efficiencyimprovements through the new program.www.CEDAUSA.com 2

Ellendale, MNStarted new contract in October 2017.Approved a work plan to focus on drawing newbusinesses and residents to the community.Eyota, MNCounseled developers, resulting in 1.1 millionfinancial package from 5 partners for constructionof 6,000 sq. ft., 96 slot Childcare Center. Theproject broke ground in November.Collaborated with the School District to connectlocal businesses to a newly created job shadowprogram. Over half of the job shadowingopportunities were completed locally.Hosted CEDA’s Regional Bus Tour, and Marketingin the Morning, and presented the Eyota MarketArea Profile, a study that details Eyota’s retailactivity and shopping habits.A special committee was created to work withTealwood staff to enhance Arbor Gardens SeniorLiving Center. Year one resulted in many buildingimprovements included a wide variety ofimprovements.Fillmore County, MNWelcomed a new team member with ample talentsand experience to provide exemplary service andmove through multiple projects.Reviewed, amended and modernized By-laws andEnabling Resolution.Began partnership with St. Mary's University ofWinona to create a new public facing web-mappromoting outdoor recreation opportunities inthe County.Awarded 75,000 to Acentek to begin Fiber to theHome Broadband Upgrades in the City ofLanesboro.Goodhue County, MNHosted the Annual Summit focusing on downtownrevitalization.Hosted a Housing Summit outlining availableprograms and resources.Worked with prospects on multiple projects.3 www.CEDAUSA.comGoodhue, MNMaintained business vitality with ongoing businessvisits.Partnered with realtor to educate on resourcesavailable to assist in selling vacant commercialbuildings.Created Facade Program to improve the aesthetics ofthe downtown area.Conducted research on purchasing and restoring theold Depot.Assisted potential start-ups to seek resources needed.Goodview, MNCreated Micro Loan and Facade Programs.Awarded 7,500 for a Safety Grant.Developed a plan to request the community’s own zipcode.Communicated with potential buyers and realtors topurchase vacant building sites.Assisted in a successful first Outdoor Movie Night.Grand Meadow, MNStarted new Contract in December 2017.Developing a work plan on downtownrevitalization and improvements.Conducting review of EDA By-Laws and SubsidyPolicy.Harmony, MNAssisted platting new lots for homes and secured 120,000 for infrastructure which will lead to aminimum total new tax base of 2.55 million.Awarded 12,000 in new home construction rebatesresulting in the redevelopment of blight, 4 newhousing units, and 395,000 in new tax base.Lobbied the State legislature for 1.5 million forextension of the Harmony State Trail to Iowa andNiagara Cave.Secured a recommendation to the Legislature for 235,000 in a competitive process to acquire thereal estate for the entire trail extension project fromthe Legislative-Citizen Commission on MinnesotaResources.Renewed the “Experience Harmony” program toidentify and implement action plans to attract orimprove businesses and amenities.

Houston County, MNWorked with all four Houston County schooldistricts to begin development of a newExperiential Learning Collaborative to connectstudents with local businesses.Assisted in the reuse study for the historicHouston County Jail, which will detail marketanalysis and opportunities for redevelopment ofthe unique space.Issued a total of 55,000 in loans for expansionsof two Houston County businesses.Began a comprehensive rebranding process tocreate a new logo and website for the HoustonCounty EDA.Held three free workshops on business bestpractices, providing education and networkingopportunities for over 100 local business owners.Howard County, IABusiness and TourismSupplied 358,000 in revolving loan funds creating47 new jobs and retaining another 12 jobs.Met with over 20 distinctive and innovativeentrepreneurs ranging from the individualemployer to larger businesses to chart paths ofstarting a new adventure or growing their currentbusinesses.Wrote and awarded over 27,000 in grant funds forvarious projects and events.Facilitated planning (187 days) andimplementation of RAGBRAI XLV. Over 30,000riders and support personnel stayed overnight inCresco, July 27th after passing through Protivinwith riders from every state and 30 countries.Worked with local Veterans to raise over 150,000to develop a Howard County Memorial Parkfeaturing the Freedom Rock in Cresco.2017 saw over 43,000 in Cresco Chamber Dollarspurchased promoting the shop local theme.Jackson, MNSubmitted 49,000 Business and PublicInfrastructure Grant (BDPI) to create a water mainloop to support 7 industrial park businesses.Partnered with “Beyond Broken” to create a dronevideo market EDA-owned lots.Assisted in submitting an Local Roads ImprovementPlan grant proposal for Prospect Lane.Closed on several loans from helping to addhearing-assisted technology to the State HistoricTheater to helping a first-time homebuyer withdown-payment assistance.Kasson, MNCreated promotional package for the City which wasused at the International Council of ShoppingCenters (ICSC) trade show in September of 2017. Thepackage is now used to assist in promotion ofavailable commercial lots within city limits.Currently working with local business and the USDAon REAP grant and loan funding for new screenprinting machine and energy efficiencyimprovements.Working with Buxton Analytics to collect data andassist with disseminating information to businessesin the community. The program also assists withmessaging and consumer outreach.Lake City, MNReceived Southern MN Initiative Foundation (SMIF)Grants for the multi-year Rural EntrepreneurialVenture program as well as to participate in theMaking It Home community identity developmentprogram.Partnered with Tourism Bureau to launch rTownsmartphone app and printed itineraries to informvisitors on what’s available to do in Lake City.Partnered with Southeast Minnesota Multi CountyHRA to submit a preliminary Small CitiesDevelopment Program grant application to DEED.Supported Friends of American Ski Jumping inefforts to bring an Olympic Ski Jump to Frontenac,opening 2019.Worked closely with Lake City Sanctuary Hospicedeveloper as they bring a state-of-the-art hospicefacility to Lake City and surroundingcommunities, also opening 2019.www.CEDAUSA.com 4

LeRoy, MNExpanded LeRoy City Lines from one bus to threein less than one year, connects LeRoy, GrandMeadow and Chester, IA with Rochester, twiceeach in the morning and afternoon. Alsoexpanded charter services.Participated in the Fall 2017 TransportationSummit at NE Iowa Community College to discussLeRoy City Lines. The seminar was sponsored byIowa’s Upper Exploreland Regional PlanningCommission.Continued work on 15,000 sq. ft. EDA-ownedcommercial building on Main St/Hwy 56, includingdemolition of substandard portions of thebuilding. Worked with two prospective buyers.Lewiston, MNHosted 50 individuals for the Regional DevelopmentTour in June 2017.Worked with Widseth Smith Nolting for city housingstudy. The study will be completed by around Juneof 2018.EDA Approved 1,800 land survey to assist local GirlScout in her pursuit of her Gold Star project, whichis to create a dog park in the city.Mabel, MNContinued efforts to construct an incubatorbuilding to be owned by the EDA and leased to alocal daycare provider for expansion of herdaycare business.Working with a local business person for possibleconstruction of a new building to house a hairsalon, photography studio, and fitness center.Preston, MNFinalized year one of a two year SCDP grantproject to improve eight blocks around townsquare, including loans to assist with the privatefinancing portion.Recommended the sale of four of the City’sresidential parcels for the future development ofsix new townhomes near the Preston StateTrailhead.Created and oversaw Preston’s "Spare Change"Grant program, presented grants to threecommunity organizations.Sponsored both a needs study and an economicimpact study, which were presented to the StateLegislature, moving the Fillmore CountyVeterans Home Bill through State Legislature tothe Governor’s desk.Participated with the University of WI to updatethe Driftless Area Angling Economic ImpactStudy, organized and lead a Regional Summit onthe subject.Rushford, MNSecured funding of 9,800 for two kiosks toincrease downtown growth.Assisted funding of four Micro Grants tobusinesses in the city.Restructured the Forbearance Policy toinclude loan modification.Made business outreaches on 236 occasions.Revised Micro Grant to include Performing Arts,and created a contact list.People's Energy CooperativeProvided 75,000 in startup financing to theforthcoming Little Eagles Child Care Center inEyota, MN. The 1,033,850 project will provide96 childcare slots and create 13 jobs.Provided 100,000 in expansion financing toPodein’s Power Equipment in Stewartville, MN,leveraging a total 480,000 investment for ashowroom building expansion and retaining 8jobs.5 www.CEDAUSA.comGranted 108,843 to communityorganizations through Operation Roundup,and 3,395 to service territory communitiesfor regional economic development projects.Hosted 60 economic developmentprofessionals for a workshop on theeconomic benefits of local foods, providingeducation and resources for the region’sgrowing industry.

Spring Grove, MNSecured a 417,000 BDPI grant from the MNDepartment of Employment and EconomicDevelopment to extend sewer infrastructure toundeveloped lots in the City’s industrial park.Selected to participate in the RuralEntrepreneurial Ventures Program through SMIFand the Center for Rural Entrepreneurship.Partnered with the Spring Grove School Districtto receive a 10,000 Small Towns Grant fromSMIF to foster individualized learning, communityservice, and a new makerspace.Awarded a total of 10,000 in matching grants tolocal businesses to fix up the facades of theirproperties.Created a new community promotional film inpartnership with Spring Grove Communications.St. Charles, MNWorked with a hospitality development firm tocomplete and sign a Letter of Understandingfor a hospitality project that will include anationally branded hotel and conferencecenter, restaurant, and convenience store.Worked with a hospitality consulting group tocomplete a hotel feasibility study.Hosted CEDA Regional Development Tour.Completed gap financing package forconstruction of Envirolastech manufacturingplant in Chattanooga Innovation Park.Spring Valley, MNServiced 14 revolving loans including bi-annualreporting for the new Greater MN Housingrevolving loan fund.Worked to advance Fillmore County VeteransHome Project via local marketing as well aslegislative work at the State and Federal level.New business recognition and existing businessawards were presented to seven local businessowners. Small Business Counsel ingAs a partner of the Small Business DevelopmentCenter, CEDA team members provide free,confidential, one-on-one counseling for current andaspiring business owners. Services provided by CEDAteam members include business planning, financialpackaging, market research, budgeting, successionplanning and more.In 2017, CEDA worked with 26 businessesfor 309 hours of personalized small-businessassistance.E x pa nde d M ark et ing Prog ramCEDA's Expanded Marketing Program began in 2016, and has been an effective means of activelypromoting our communities to outside areas and organizations as well as drawing in regional partners toexperience the numerous opportunities present in those communities.Here are a few highlights:CEDA attended several international trade shows such as: BIO, PACK,IPPE and Medical Design and Manufacturing.Valuable Best Practice Visits were conducted in Sioux Falls, SD and FortCollins/Boulder, CO.The second annual Regional Development Tour hosted 50 professionals on amobile event featuring 4 Minnesota communities: Chatfield, Lewiston, St.Charles, and Eyota.Hosted 4 Marketing in the Morning quarterly business breakfasts,including a Global Entrepreneurship Week endorsed event, to educatesmall business professionals and community leaders.Attended the MAEDC Site Selector Conference in Chicago, gaining accessto a current database of over 2,000 national site s electors.Kicked off the Government Relations initiative to increase communicationwith elected officials in local, state, and federal positions. CEDA staffengaged with legislators at their state capitals as well as in Washington D.C.www.CEDAUSA.com 8

Small CitiesDevelopment ProgramEyotaCaledoniaHarmony9 www.CEDAUSA.comHouston was awarded 580,000 of SCDP grant fundsto construct a new Radium Treatment Plant, to beconstructed in the Spring of 2018.Elgin submitted a CEDA authored preliminary proposaland a full application requesting 379,500 SCDP fundsand leveraging 37,500 in matching funds to rehab (15)owner-occupied housing units for low-to-moderateincome households.ElginHarmony closed out their SCDP grant inDecember 2017, rehabbing (8) owner occupiedhousing units using 182,400 SCDP grantdollars and leveraging 25,000 from HarmonyUtilities.Preston is in the second year of their SCDP grantwhich is being used to rehab (12) commercial projectsusing 288,000 of grant funds and (22) rental unitsusing 252,000 of grant funds. Also, 68,500 ofGreater MN Housing Funds and 51,500 of EDArevolving loan funds were used to assist with theprivate financing portion of these projects.HoustonCaledonia will move forward with the full SCDPapplication. The City is requesting funding forrental, commercial, mixed use and owneroccupied properties in the city. CEDA ispartnering with SEMCAC on this large applicationNotice of grant awards will be announced late inthe summer.LeRoy is in the second year of their SCDP grant.CEDA staff is administering (7) commercial rehabprojects, using 168,000 SCDP grant funds andleveraging 21,000 of LeRoy EDA revolving loanfunds.PrestonEyota will move forward with the full SCDPapplication. The city is requesting funding forrental properties in the city. There is potentialfunding for 28 rental units in Eyota. Notice of grantawards will be announced late in the summer.Red Wing had three commercial rehabprojects administered using 214,597 from the RedWing HRA Program Income fund and leveragefunds from the Port Authority.LeRoyDodge Center received clearance to begin theowner occupied Small Cities DevelopmentProgram. The goal is to provide funding torenovate 17 low to moderate income homes.There are currently 10 applications in process inthe first three months of the three year grant. Thisgrant is funded by both the City of Dodge Centerthrough Program Income and the MinnesotaDepartment of Employment and EconomicDevelopment.Red WingDodge CenterCEDA continues to work with Minnesota's Department of Employment and Economic Development to administer theSmall Cities Development Program. This program distributes federal block grant dollars to communities with fewer than50,000 residents. Qualifying cities and counties can utilize funding for housing, public infrastructure and commercialrehabilitation projects. Altogether, the program includes nearly 7 million in federal, state, and local matching dollars.
