GLOBAL UNIVERSITYAlmost from its inception, UMUC looked beyond state boundaries to serve a global audience, bringing classes to servicemembersin Europe (since 1949) and Asia (since 1956). Today, students takeUMUC courses in classrooms at more than 20 locations in Marylandand the national capital region; at more than 160 military installationsthroughout Europe and Asia through long-standing partnerships withoverseas military commands; at a residential campus in Mannheim,Germany; and at work sites through contractual arrangements withemployers.Students anywhere in the United States and throughout the worldalso take UMUC courses via the Internet. By January 2002, UMUChad served more than 50,000 students through nearly 300 coursesoffered via the Internet, making UMUC the largest online university in the country. The numbers continue to grow.VIRTUAL UNIVERSITYUMUC is a “virtual university,” recognized as a leader in distanceeducation, particularly in courses delivered online via the Internet.Having provided open and alternative education opportunities toadult learners for over 25 years, UMUC became an early leaderin distance education and has won many awards for innovationsin that area. A D M I S S I O NA N DE N R O L L M E N TGENERAL INFORMATION AND ORIENTATIONBefore the beginning of each semester, UMUC holds on-site andonline open houses and orientations for new and prospective students. These events offer an opportunity to learn about UMUCand its programs, student services, academic and career options,faculty members, and fellow students. Prospective students can beadmitted and register for courses at these times.For general information, or to be directed to specific offices, studentsmay call 800-888-UMUC. Most offices are open weekdays from8:30 a.m. to 5 p.m. eastern time.To be granted regular admission status, students should have maintained a cumulative grade-point average of at least 2.0 (on a 4.0 scale)in all college-level work attempted at other regionally accredited colleges and universities, including other University System of Marylandinstitutions. However, an academic probation or dismissal thatoccurred at least two years before the date when the student appliesfor admission has no bearing on the student’s admission status.Students are not required to submit official transcripts for admission. However, students must have all official documents of theireducational background on file by the end of the first semester ofattendance. Students who present at least 24 semester hours oftransferable college credit are not required to submit official highschool transcripts or GED scores.ADMISSIONProvisionalAdmission RequirementsThe admission procedures of UMUC were designed to meet theneeds of adult, part-time students. Most applicants who have a highschool diploma or the equivalent can be admitted either by mail,fax, online via the Web, or in one visit during walk-in admissionand registration. In most cases, neither transcripts nor test scores arerequired. By the end of the first semester, a student who plans toearn a degree at UMUC must make sure that official transcriptshave been sent from each institution previously attended.Student StatusUpon being admitted to UMUC, students are assigned to one ofthree status categories: regular, provisional, or semester-only. Admission of foreign-educated applicants is governed by requirementsgiven on p. 6.RegularA qualified applicant who wants to receive credit for courses(whether he or she intends to receive a degree or not) is admittedas a regular student. For financial aid purposes, a regular studentmust be seeking a degree or certificate at UMUC. Admission as aregular student is granted to applicants who submit a completed,signed application; pay the 30 admission fee; and fulfill the following academic requirements that apply to their educational level: Graduation from a regionally accredited or state-approved highschool in the United Statesor Successful completion of the General Education Development(GED) examination with a total score of 225 and no individual test score below 40 (for tests completed before January2002) or a total score of 2250 and no individual test scorebelow 410 (for tests completed after January 2002).Two types of students are admitted with provisional status: transferstudents who had a cumulative grade-point average at their last institutions of less than 2.0 (on a 4.0 scale) within the previous twoyears, and those who were academically dismissed within the pasttwo years from any institution regardless of their cumulative gradepoint average. Students who were dismissed must wait at least onesemester (fall, spring, or summer) after their dismissal to apply foradmission to UMUC.Provisional students may enroll for a maximum of 7 semester hoursduring a fall, spring, or summer semester. During their first semester ofenrollment at UMUC, provisional students must submit transcriptsfrom all colleges and universities they have attended.If a provisional student’s grade-point average at UMUC is less than2.0, the student is placed on probation. If, while on probation, thestudent’s semester grade-point average is 2.0 or better, she or hereturns to provisional status. If, while on probation, the student’ssemester grade-point average is less than 2.0, he or she is dismissedand must follow the standard reinstatement procedures that applyto all dismissed students. A provisional student’s status is automatically changed to regular after the student has successfully completed15 semester hours of graded coursework with a cumulative gradepoint average of 2.0 or higher.Semester-OnlyInternational students in the following categories may be admitted forone semester only: foreign-educated students who have not completedat least 24 semester hours of transferable college coursework and F-1or J-1 visa holders (except in the circumstances described below).To be eligible to register for a subsequent semester, these studentsmust meet the following criteria: Foreign-educated students who have not completed at least24 semester hours of transferable college coursework must submit official transcripts verifying completion of the equivalent of5

a U.S. secondary education. While admitted for one semesteronly, these students must follow the same restrictions as provisional students. F-1 or J-1 visa holders attending other schools must submit aletter of permission from their sponsoring institutions beforeregistration each semester.Current F-1 visa holders who are attending one of UMUC’s allianceschools or students in a UMUC program at the Universities at ShadyGrove must request an I-20 from UMUC.Admission requirements for international students are given at right.Procedures for AdmissionTo apply for admission, students must complete an undergraduateadmission application and pay the nonrefundable 30 fee. Beforeattempting to register, students must have been officially admittedto the university. Applications for admission may be submitted bymail, by fax (to 301-985-7978), online, or in person. Deadlines foradmission and registration are listed in the current UndergraduateSchedule of Classes. The admission form is available on p. 315 ofthis Catalog, in the Undergraduate Schedule of Classes, and on theWeb at www.umuc.edu/ugp app.To allow time for processing, applicants who wish to take advantageof touch-tone or Web registration must ensure that their applicationsreach Undergraduate Admissions at least one week before the touchtone and Web registration deadlines.Determination of Residency for Tuition PurposesAn initial determination of in-state or out-of-state status for tuitionpurposes is made when a student applies for admission. The determination made at that time remains in effect thereafter unless it issuccessfully challenged. The student is responsible for providing theinformation necessary to establish eligibility for in-state status. Officialcriteria for determining residency are in the appendices.Full information on tuition and fees may be found on p. 9.ReenrollmentStudents who have not attended UMUC for two years and studentswho previously attended UMUC overseas must file a new application with Undergraduate Admissions before they will be allowed toregister. However, they need not pay another application fee.Germany, are now retained at UMUC headquarters in Adelphi,Maryland.)Admission of College GraduatesA student who has received a bachelor’s degree from a U.S. institution is automatically admissible to UMUC as a regular (undergraduate) student upon submission of the admission applicationand fee. A former graduate student in the University System ofMaryland whose time limit in a program has expired may also beadmitted as a regular (undergraduate) student. Students who havebeen admitted to UMUC as graduate students may take undergraduate courses at the undergraduate rate of tuition. Coursestaken while in regular (undergraduate) status, however, cannotordinarily be applied to a graduate degree program.Students from Other USM InstitutionsUndergraduate students from other institutions of the UniversitySystem of Maryland may take undergraduate courses without applying to UMUC. Instead, they must either submit a letter of permissionfrom their department or complete a “Notification of Registrationwith University of Maryland University College” form, certifyinggood standing and eligibility to return to the last institution attended. Graduate students from other institutions of the UniversitySystem of Maryland may also take undergraduate courses withoutapplying to UMUC, but must pay graduate tuition and related fees.Transferability of academic work completed at UMUC is determinedby the student’s home institution. Undergraduate courses taken bygraduate students may not be applied toward graduate degreerequirements.Noncitizens and Foreign-Educated StudentsProspective students who are not U.S. citizens or who were educated abroad will need to complete the following steps:1. If English is not the student’s native language, the student maynot be admitted until college-level proficiency in writtenEnglish is demonstrated in one of the following ways: A score of at least 550 on a written version or 213 on acomputerized version of the TOEFL (Test of English as aForeign Language), A grade of C or higher in an English composition coursefrom an accredited U.S. college or university,orForwarding of Overseas Students’ RecordsRecords of students formerly enrolled in UMUC–Europe,UMUC–Asia, or at the two-year residential campus in Germany(now located in Mannheim) are retained in the Office of Admissionand Registration of that program or campus. If such a student laterenrolls in UMUC stateside, the student’s records are then requestedby Undergraduate Student Affairs. (Note: Records of students whoattended UMUC at its former campus in Schwäbisch Gmünd, Graduation from a U.S. high school or university.2. If the applicant has earned fewer than 24 semester hours at aU.S. college or university, completion of the equivalent of aU.S. secondary education must be verified by An evaluation from any one of several approved internationalcredential agencies (listed online at www.umuc.edu/studserv/credeval.html)or6

Students are not permitted to registerfor subsequent semesters until verification is received.3. An applicant who is not a U.S. citizen must provide informationon visa or immigration status. To do so, the student should enclosea copy of either the permanent resident card, visa and I-94 departure card, or employment authorization card and I-94 departurecard with the admission application.Applicants Previously Suspended or DismissedAn academic probation or dismissal from another institution that tookplace at least two years before the date when a student applies foradmission has no bearing on the student’s admission status. However,all students previously dismissed from UMUC must apply forreinstatement.Applicants academically suspended or dismissed from other institutions within the previous two years, regardless of their cumulativegrade-point average, may be admitted as provisional students. Thesestudents may apply for admission if at least one semester (fall, spring,or summer) has passed since they last attended any institution. Theymust fulfill the requirements for provisional status. Details are givenon p. 5.An applicant who has received a disciplinary suspension or dismissalfrom another institution within the last three years may not be considered for admission to UMUC until officials have thoroughly reviewedthe case. Such an applicant must make certain that the institutionwhere the action was taken sends all records explaining the circumstances directly to Undergraduate Admissions. The length of timenecessary for the documents to be sent and reviewed may precludethe student’s registering during the term of initial application.graduation from high school. For purposes of categorization, the student is treated as having provisional status.Golden Identification Card for Senior CitizensSenior citizens may qualify for admission and a Golden Identification Card. Participants in the Golden Identification Card programmay register for two courses that total up to 7 semester hourseach semester for credit, on a space-available basis, without paying tuition. They may enroll at late registration only. Althoughthe late-registration fee is waived for senior citizens, they mustpay all other fees. Credits and fees associated with EXCELThrough Experiential Learning must also be paid.To qualify for the Golden Identification Card, the prospectivestudent must meet the following criteria: Be a resident of Maryland, Be a U.S. citizen or produce a resident alien card (formerly analien registration card), Be 60 years of age by the beginning of the term being applied for,and Not be employed more than 20 hours a week.The applicant must specify date of birth and place of residenceon the application form. Those data, plus retirement status, arerequired on a certification form to prove eligibility for a GoldenIdentification Card. Both forms are to be filled out at the timeof application. The certification form must be completed eachsemester of enrollment at UMUC.Students who previously obtained a Golden Identification Card atanother institution in the University System of Maryland shouldpresent that card before registration, and must complete two formsand have them approved: A new certification of eligibility for a Golden Identification Card,and A notification of registration with UMUC.Concurrent Secondary EnrollmentWith the recommendation of a high school guidance counselor,an academically gifted high school senior may carry a maximumof 7 credits per semester at UMUC while finishing work toward ahigh school diploma. At least a month before a term begins, UMUCmust receive the student’s application for admission, the applicationfee, official high school transcripts, and written permission from theappropriate officials at the high school. Such a student is requiredto demonstrate a cumulative grade-point average of at least 3.5 (B )in high school academic subjects. After being accepted, the studentmay continue to register as a “concurrent secondary” student until7

REGISTRATIONOn SiteWays to RegisterDuring AdvisingRegistration begins each semester as soon as the course schedulebecomes available on the Web and continues through the first weekof classes. A late fee is charged for registering after the regular registration period. Students should check the current UndergraduateSchedule of Classes for the deadlines for regular and late registration.Academic advisors will help students register during an academicadvising session. The student must, however, be prepared to payall tuition and fees at the time he or she registers.UMUC offers five ways to register for most courses: by phone viathe Interactive Registration and Information System (IRIS), by mail,by fax, online, and on site (either during an advising session or at awalk-in admission and registration).Walk-in admission and registration is held in the Student andFaculty Services Center in Adelphi and at more than 15 otherlocations in the Baltimore/Washington metropolitan area. Students may register for any course offered (regardless of locationor format) at any walk-in registration. Locations, dates, and timesare listed each semester in the Undergraduate Schedule of Classes.By Telephone via IRISStudents are eligible to register by phone via the InteractiveRegistration and Information System (IRIS) if they have alreadybeen admitted to UMUC as an undergraduate. (Note: Former students who have not registered for courses within the last two yearsmust first be readmitted.) Through IRIS, students may register byentering all pertinent information via their touch-tone telephone.IRIS provides immediate feedback on course availability and thestudent’s registration, student account, and financial aid status.Students may call IRIS at 800-584-9413 daily from 6 a.m. to9 p.m. eastern time. Note: Theprocess is not yet fully automated and requires manual processingby UMUC to complete.8During Walk-In Admission and RegistrationThe Waiting ListIf a class is already full at the time of registration, the student has theoption of placing his or her name on a waiting list for that class.Students who register by mail, fax, or online (and list no alternateclasses) are added to the waiting list automatically. Students who register by phone are prompted by IRIS to choose that option.Waiting List PoliciesRegardless of how the student registers, the following policiesapply: Students may put their name on the waiting list for only sixcourses or sections. Students may not attend a class for which they are on the waiting list. Faculty members and academic advisors are not authorized toadd students to a closed class. Authorization may be providedonly through IRIS by following the waiting list process. If space in class becomes available, it will be held for the student(pending confirmation) for 48 hours only. After 48 hours, the spaceis released to another student. The student will not be contacted ifa space being held for him or her in a course becomes available—itis the student’s responsibility to check in regularly with IRIS to findout course status.The easiest way for a student to confirm registration for a class isto register through IRIS (following directions from the list coursemenu) and pay by entering his or her credit-card (VISA orMasterCard) information.

Schedule AdjustmentStudents may make certain adjustments to their schedule throughthe end of late registration. The schedule-adjustment options available include changing a section or exchanging one class for another(drop/add). Students may drop/add a course only within the sameacademic term or semester. A fee of 15 is charged for changing asection or exchanging one course for another. Students may add acourse or change a grading option without charge.Withdrawals or Dr
