INTRODUCTIONThis guide is designed to explain what the National Board Review isand it's purpose as well as the detailed step-by-step procedures andprotocols for invoking a Board Review Hearing.In order to maintain standards of Honor, Integrity and Respect, theWatchmen of America has established many necessary protocols forCommand Board participation which must be followed at all times.The Watchmen of America created the Review Board process toexamine and act upon any violations of National Command Boardprotocol and implement any disciplinary actions that may be necessary.This guide will also detail various types of transgressions that wouldviolate established protocols and the disciplinary actions given towardeach one.The ultimate purpose of the Watchmen Review Board is to establish aproper Judicial Panel that can serve to respond to serious chargesand/or allegations toward any Watchmen Board Member and resolve theissue as appropriately as possible.It is important that in all cases, a Non-prejudicial or Biased panel becollectively formed and come together to examine each situation anddetermine if any violation is valid or not, and if found to be valid issuethe necessary disciplinary action.

Page 6Section 1Watchmen National Review BoardThe Watchmen National Review Board is a special panel made up of WatchmenCommand Board Members who are randomly selected to serve on a “Review Committee” inorder to address a situation where a complaint has been filed against another BoardMember in violation of established protocols.Most all of the protocols established are related to proper conduct and ethicsregarding behavior toward other Board Members or Members in general. Violations ofSecurity Standards are also part of the established protocol.A Board Review consists of receiving a Formal Complaint and establishing thatthere is reasonable cause for the complaint by examining the evidence provided by theComplainant. The Complainant can be any National Board Member, any IndividualWatchmen Member or any State Group Chapter Member who has an issue with acurrently seated National Board Member.For example:A regular State Chapter Member can file a Grievance and Complaint against theirState Chapter Commanding Officer or the Executive Officer, if they feel compelled to takethe matter to the National Watchmen organization due to no confidence that the situationwill be resolved at the State Chapter level.Another example:A National Board Member violates any of the established National Protocols andanother National Board Member wishes to file a Formal Complaint and Charge against theperson in violation.The purpose of the Board Review is to provide a Non-Prejudice and Non-BiasPanel of other National Board Members to investigate, examine evidence, determinevalidity of the complaint and to issue disciplinary action if necessary.

Page 7Section 2Types Of Board ReviewAll National Board Members are Responsible for adhering to all organizationprotocols, policies and procedures, and specifically higher degree of behavioral postureand Integrity.Occasionally, there will be times when a National Board Member will Falter andbecome negligent in one or more of these expectations within the National CommandBoard or WOA National Policies. It is not our intent to immediately punish for such defectsor conflicting situations, but rather to assist in finding the cause and help providesolutions in order to maintain activity and commitment from the National Board Member.We normally try to use an Informal Board Review to resolve these minor issues orsituations.In some instances where the violation(s) are severe and/or a repeated pattern ofpoor behavior becomes prevalent, a Formal Board Review becomes the proper media inwhich to handle the situation.Types Of National Board ReviewsThere are basically Two types of National Board Review. Informal and Formal.Below is a simple description of each and the actions pertaining to each.1)Informal Board Review - An Informal board review is when a very minorinfraction has occurred or been brought to the attention of the Watchmen NationalDirector. A minor default is usually dealt with by first requesting an "Inquiry" by theNational Director to verify that a problem exists and if so, to discuss informal manners inwhich it can be resolved. ACTION: Informal Hearing RequestedA Informal Hearing would include 1 to 2 National Officers, while a Formal Hearing willrequire a Full Panel to be assembled for Review of the Case.(See more on Full Panel participants further in this guide)2)Formal Board Review - A Formal Board Review is where a more seriousdiscretion has taken place that would be considered on a level of total insubordination onthe part of the Person or State Group being charged. This could also include BehaviorUnbecoming of a State Command Officer and/or Direct and Deliberate violation ofprotocol or policy. ACTION: Formal Investigation and Board Review Panel Hearing.

Page 8Section 3PERSONAL GRIEVANCE ISSUES ANDINTERNAL CONFLICT RESOLUTION PROTOCOLSAs with any growing organization of people, there will be times when opposition andconflict will occur. The more we grow in numbers, there will be an increase in differentpersonalities and ideologies. These differences will cause disruption at times if thesituations are not treated with personal respect and honor.The fact is, not all people will get along all the time, and this opens the door for InFighting and Inappropriate behavior and disrespect to take a grasp upon any organization.The Goal here is to have protocols and policies in place to handle these disagreementswhen they arise. If National Command Board Members cannot resolve their personalissues among themselves respectfully, then the National Review Board can intervene uponrequest by one member or another. Internal Dissension is Not Permitted in any formor fashion.When conflict arises between individuals or groups, we must enforce a policy of"Respect". While debate can be a healthy way to resolve certain issues, we cannot allowourselves to turn these disagreements into personal and degrading attacks upon oneanother. This type of behavior will not be tolerated and can possibly result in Terminationof membership and Dismissal from National Position or Command.In order to address issues that may arise from personal conflict, we haveestablished policies and protocols to be followed here in efforts to peacefully resolve thesituations. We certainly realize that not all efforts will be met with compliance andacceptance, however we feel that these rules must be put in place in order to appropriatelyaddress these issues.NO Infighting Allowed!Check Those Attitudes At The Door!There Is No Letter “I” In The Word TEAM!

Page 9Section 3PERSONAL GRIEVANCE ISSUES ANDINTERNAL CONFLICT RESOLUTION PROTOCOLSVarious Types of Situations may result in a need for Conflict Resolution or PolicyEnforcement.These may include, but not be limited to the following: Members who may initiate into a disagreement with other Members,that results in an escalation to personal attacks and/or degradingremarks. Members who falsely or inappropriately make accusation againstanother Member. Members that openly or covertly propose or incite division within agroup or segment of Members. State Command leaders or State Group Members that may attempt, orsuccessfully subvert their group, or a portion of their Membership, away fromthe Watchmen Program. Members who divulge sensitive information to other people or groups,including Watchmen Members, that may otherwise not be entitled tosuch information.“One need not try to maketheir own light shine brighter,by putting out the candle of another”.

Page 10Section 4The Formal Board Review PanelA Formal National Review Board Panel shall consist of at least Two (2) WatchmenAdministrative Officers, The National Director, any Three (3) National Officers and at leastTwo (2) State Commanders. For a total minimum number of Eight (8).Minimum Requirements:2 Administrative Officers – (This includes the Chief Advocate position)The National Director3 National Officers (chosen at random)2 State CommandersNOTE: Any National Command Board Member or National Staff Member that is involveddirectly or indirectly, in the situation under Board review, will not be eligible forparticipation in the Review Board Panel.The Board Review Panel Roles are as follows:WOA 2nd Officer – Review Board ChairpersonWOA 3rd Officer – Administrative Panel MemberNational Director – Review Board ClerkNational Officer No.1 – Panel MemberNational Officer No.2 – Panel MemberNational Officer No.3 – Panel MemberState Commander No.1 – Panel MemberState Commander No.2 – Panel MemberNOTE: The WOA 1st Officer will typically serve as the Chief Advocate that willpresent the charges and evidence against the Defendant in each case, therefore the ChiefAdvocate is prohibited from participating in the Closed Session Discussions of the ReviewBoard Panel which votes and makes a Summary Judgment Decision in the case.If for any reason any one of the Administrative Officers or any other National Officeris involved directly in the case as a Complainant, Witness, etc. then a substitution may bemade by randomly choosing another National Officer or National Staff Member ifnecessary.

Page 11Section 5Requesting A Formal Board Review - ProcessThere are a few very basic steps in Requesting a Formal Board Review Hearingwhich has to be adhered to. Once a Formal Complaint has been filed against anotherBoard Member or State Commander, several steps then have to take place in preparationfor the Formal Board Review Hearing to take place.STEP ONE is to FILE A COMPLAINT:Filing a complaint must be in writing and submitted to the National Director whowill process the case and submit it for evaluation and an examination of the Evidencewhich will dictate if a Formal Board Review Hearing is necessary.The National Director will present the Formal Complaint to the top threeAdministrative Officers for a decision of whether this is a Informal Review matter orwhether it would require a Formal Board Review process.Once a decision made to handle the situation in a Formal Board Review Hearing,then several steps must take place to proceed as follows:STEP TWO is to Determine the Official Charge(s)The Administrative Officers will decide what charge(s) will apply in the situationagainst the Defendant and send them a copy of the Complaint and they shall have Five (5)days to respond in writing. An immediate GAG ORDER is issued throughout the NationalCommand Board.STEP THREE is to Set a date for the Formal Board Review Hearing:Once the Defendant has responded, then a date can be set for the Formal Hearing totake place. The date of the Formal Board Review Hearing will typically be set fourteen (14)days from the receipt of the Defendants response.STEP FOUR is to Notify All Witnesses:Any witnesses for either the Complainant or the Defendant must be notified inwriting through Email with a NOTICE TO APPEAR TO TESTIFY. This notice is send outimmediately when the Complainant and the Defendant submits there Statement(s).STEP FIVE is to Prepare the Formal Case File:The Chief Advocate will prepare the Case file and gather all testimony and evidenceand have them ready to submit to the Board Review Panel. The Board Review Panel ischosen from the other National Officers and Commanders that are not a part of the caseor situation. At this point everything is set and ready for the actual hearing date to occur.

Page 12Section 6The Board Review Procedural GuideWATCHMEN OF AMERICA NATIONAL BOARD REVIEWHEARING PROCEDURAL INSTRUCTIONS1)NOTICE OF HEARING:Documentation will be sent out to all Complainants, Defendants, Board Review Panel Members, etc asnecessary to advise them of the Official Review Board File and established Hearing Date.2)SERVICE TO APPEAR:All Witnesses will be served a Notice of "Request To Appear" before the actual Hearing Date.3)CALL TO ORDER:The National Director will call the Hearing to Order and read the Opening Statement.4)ANNOUNCEMENT OF THE CASE:The National Director will read the Case Number andCase Style, along with the Announcement of the Chairperson and the chief Advocate and the OpeningStatement. The National Director will ask if there are any questions about how the Hearing takes place.The National Director will then turn the Hearing over to the Chief Advocate in order to present the case.5)CASE PRESENTATION:The Chief Advocate will begin presenting the case starting with the Complaint itself and provide a detaileddescription of the Charges/Allegations.Any evidence that exists will be presented at this time for each separate charge:Audio Files, Screen Shots, Photos, Chat Logs, etc.The Chief Advocate will call to the stand to testify each Witness, Complainant, etc separately.All persons called to test
